Minutes - 1990 - City Council - 02/13/1990 - RegularEAGLE CITY COUNCIL MEETING FEBRUARY 13, 1990 The Eagle City Council met in regular 1990. Mayor GUERBER presiding. session on February 13, TOM MINOW, GARY WALKER. The following members were present: STEVE HAMMONS RICH YZAGUIRRE. Moved by HAMMONS and seconded by WALKER to approve the minutes of the January 23, 1990 meeting as presented. ALL AYEs MOTION CARRIED. Moved by WALKER and seconded by YZAGUIRRE to approve the minutes of the January 29, 1990 meeting as presented. ALL AYEs MOTION CARRIED. PUBLIC HEARING/Swanson rezone Location of propertys 1 block S. of State St, on 2nd Street. Proposals Three 4 Plex apartments. Requests Rezone from R-5 to R-12 Applicants Wayne Swanson. Mr. Swanson told the Council of the need to have apartments in the city. 2nd Street already has the Cedar Ridge HUD apartments, and duplexes, it is the logical place for this kind of project. The units would be approximately 900 sq. ft., and would rent for about $400 a month. The plans call for a paved parking lot, landscaping and grass, lighting at one end, a sprinkler system, trash hauling, and sidewalks. The Fire Dept. does no% require a fire hydrant. The parking spaces would be numbered to correspond with the apartment numbers. Ron Marshall spoke in favor of the project, there was no opposition. Moved by WALKER and seconded by MINOW to approve the rezone from R-5 to R-12 as recommended by the Eagle Planning and Zoning. ALL AYE: MOTION CARRIED. EAGLE MEDICAL CENTER/BONDING: Through discussion Council requested a meeting with Dr. Witzel regarding the center. The City Clerk will try to set the meeting up for Monday, Feb. 19th, at noon at the J Bar J Restaurant. ADA COUNTY AMENDMENTS/AG ZONE: Presentation by Ron Marshall regarding the amendments resulted in the following motion: Moved by MINOW and seconded by YZAGUIRRE to recommend approval to Ada County. ALL AYE: MOTION CARRIED. FINDINGS OF FACT AND CONCLUSIONS OF LAW/EAGLE RIM VARIANCES~ Moved by HAMMONS to approve as presented, seconded by YZAGUIRRE. NAY: WALKER, MINOW. AYE: HAMMONS, YZAGUIRRE, MAYOR GUERBER. MOTION CARRIED. APPOINTMENT: Moved by MINOW and seconded by H~24MONS to approve the nomination recommended by Mayor GUERBER for Kelli Blair to the Eagle Library Board of Trustees. ALL AYE: MOTION CARRIED. STEIN MCMURRAY INSURA~NCE/LIBRARY BUILDING: The insurance Company submitted a proposal to place the value of the Eagle Public Library at $138,000 the value at the present time is $60,000. The square footage quoted is 2500 sq. ft. Discussion by Council included questions about the quoted sq. feet, as that appears to be an error. The Council requested information from the insurance company regarding the policy on contents coverage, replacement as vs. market value, and a breakdown on contents coverage. The item will be brought up again at the next council meeting. RESOLUTION 1-90: CENTENNIAL BEARD GROWING CONTEST Moved by HAMMONS and seconded by MINOW to adopt the resolution as presented. ALL AYE: MOTION CARRIED. MAYOR: A complaint has been received from George Emerson regarding Eagle Hills Golf Course dumping debris along the north border of the property abutting Floating Feather Rd. The City Clerk was instructed to write the golf course and find out what their intentions regarding removal is and copy the letter to Mr. Emerson. BOISE RIVER STUDY: A coalition of governmental entities directly involved in what takes place along the Boise River has been formed by APA. That coalition would include members from Boise, Garden City and Eagle. The group would oversee what develops along the Boise River area. Funding is requested from the different entities in order to study the best uses along those parts of the river. The expenses would run approximately $1,225 for Eagle. Moved by MINOW and seconded by YZAGUIRRE to approve the requested amount of funds for the study through the parks expense portion of the budget. ALL AYE: Motion CARRIED. SHERIFF'S REPORT: Report given by Loren Townsley regarding the law enforcement report for the month. He indicated that the biggest problem was mail box theft. Council asked the City Clerk to contact Jerry Dick and Scott Gurnsey at the State Transportation Dept. and request a special meeting with them regarding the Eagle Alternative Route. The Council suggested that the meeting take place at City Hall at 5:00 p.m. on Thursday, Feb. 15th, or Monday at 5:00 p.m., the City Clerk will set up the meeting and advise council of exact time and date. COMMITTEE REPORTS~ LIBRARY/HAMMONS: Just attended the first meeting has nothing to report at this time. STREET LIGHTS/HAMMONS~ The new street lights are up now. CENTENNIAL/HAMMONS~ The Centennial Committee is working on a time capsule housing a history of Eagle. There will be an exact time to open the capsule. The City will be receiving trees this year for the parks and other community areas from the U.S. Conservation Service. There are some plans to have a Centennial rodeo at the Lonesome Dove Arena in conjunction with the Eagle Fun Day events. APA/MINOW: APA held a workshop for the purpose of streamlining the APA process. LAW ENFORCEMENT/YZAGUIRRE: Indicated that it will be wrapped up in about a month. GREENBELT/YZAGUIRRE: The E. side of Eagle Road easement has been applied for, and there are negotiations taking place about access on Mace Road. WALKER/PARKS: Needs a report on park expenses for last year, and who provided services for the city. CLAIMS HAMMONS CARRIED.
