NOVEMBER 28, 1989
The Eagle City Council met in regular session on November 28,
1989. Mayor GUERBER presiding.
The following members were present~ TOM MINOW, GARY WALKER.
STEVE HAMMONS STEVE MATLOCK.
Moved by MATLOCK and seconded 'by WALKER to approve the minutes
of the October 24, 1989 meeting as presented. ALL AYE~ MOTION
CARRIED.
Moved by WALKER and seconded by HAMMONS to approve the minutes of
November 8, 1989, a special council meeting canvassing the
votes, as presented. ALL AYE~ MOTION CARRIED.
FINDING OF FACTS AND CONCLUSIONS OF LAW - C. L. HOUSE~ Moved by
HAMMONS and seconded by WALKER to approve the findings as
presented. ALL AYE~ MOTION CARRIED.
PUBLIC UTILITIES LETTER: A letter regarding the proposal PUC
evening meetings be held in Eagle when the issue involves the
Eagle Water Co.
BOISE RIVER TRAIL/HAMMONS: In November residents living around
the river were contacted in order to secure easements for the
trail. The effort met with minimal success. Hopefully there
will be more understanding about how the trail can be used for
all to enjoy through more public involvement and meetings.
BANBURY Phase ill/minor amended plat= Larry Sale presented the
proposal for the change. The issue is the common space, or open
area in BanBury. The amendment would change rear lot lines, and
absorb common lot lines into existing private lot lines. It
would change a boundary into Phase 11 and move the entrance 12
feet in order to save a maple tree. No area of lot is changed or
number of lots. There are no lots sold at this time. Moved by
MATLOCK and seconded by WALKER to approve the minor amendments as
presented. ALL AYE: MOTION CARRIED.
LAW ENFORCEMENT DISCUSSION~ Pat Cowles presented the report on
activity on Aikens Street due to the complaints of traffic
violations in that area. There were 6 reports of incidents in
the Eagle Area in October.
MAYOR'S REPORT~ A reminder to council that the Legislative
dinner is on December 7th. The paperwork on the upcoming
annexations has been sent out and city hall has received some
forms back supporting the annexation.
Discussion took place regarding the trailers parked behind the
Island Inn, the building inspector is checking into the removal
of those trailers. If no action is taken the city attorney will
be asked to contact them by letter.
JOPLIN RANCH ORDINANCE.. Larry Sale, City Eng., reported that the
Ada County Assessor's office rejected the legal description on
the Joplin annexation. The City Attorney, Mike Moore, advised
council that the ordinance will have to be amended and published
again. By decision of counc, il Joplin Ranch should pay the
publication fees.
TRANSPORTATION MEETINGs The mayor will set up a meeting with
the State Transportation in an effort to stay in contact with the
State Transportation Dist. regarding the bypass.
CLAIMS AGAINST THE CITY.. Moved by MINOW and seconded by MATLOCK
to approve the claims as presented. ALL AYE.. MOTION CARRIED.
