SEPTEMBF. R 26, 1989
The Eagle City Council met in regular session on September 26,
1989. Mayor GUERBER presiding.
The following members were present: TOM MINOW, GARY WALKER.
STEVE HAMMONS, STEVE MATLOCK.
Moved by MINOW and seconded by'HAMMONS to approve the minutes of
the September 7, 1989 meeting as presented. ALL AYE= MOTION
CARRIED.
Moved by WALKER and seconded by HAMMONS to approve the minutes
of the September 12, 1989 meeting as presented. ALL AYE= MOTION
CARRIED.
ORDINANCE %156= Moved by MATLOCK and seconded by WALKER to
approve the first reading of Ordinance 156 approving the
annexation and zoning R5 of the property known as Joplin Ranch.
ALL AYE= MOTION CARRIED.
ORDINANCE #157= Moved by MINOW and seconded by WALKER to approve
the first reading of Ordinance 157 a "Centennial Ordinance", a
historical preservation ordinance, second reading October 10th
and third reading, with public input, on October 24, 1989. ALL
AYE= MOTION CARRIED.
FINDING OF FACT AND CONCLUSION OF LAW= Moved by WALKER and
seconded by MINOW to approve the findings of fact/conclusion of
law on the Joplin Ranch annexation and zoning. ROLL CALL SHOWED
THE FOLLOWING: AYE= MINOW, MATLOCK, HAMMONS WALKER. MOTION
CARRIED.
EAGLE UNITED METHODIST CHURCH/Extension of time= Moved by WALKER
and seconded by HAMMONS to approve a one year extension of time
for a portable trailer on the church property. ALL AYE: MOTION
CARRIED.
BEER AND WINE LICENSE-DOYLE'S BROILER RESTAURANT= Moved by
WA~KE~ HAMMONS and seconded by M~24ONS WALKER to approve the beer
and wine license as submitted. ALL AYE: MOTION CARRIED.
ATTORNEY'S REPORT= The warranty deed is being prepared for the
additional property given the City by Block Bros. as part of O.K.
Park. The deed will be sent to Walt Wozak, of Block Bros. for
signature and returned to City Hall.
MAYOR'S REPORT:
Greenbelt guidelines: The Greenbelt Committee will have a
proposal to Council within the next month to 6 weeks on the
guidelines, dealing with set backs, and development, needed for
the greenbelt through the City of Eagle.
Idaho Dept. of Transportation: MINOW: The final Eagle bypass
decision was made by the Dept. of Transportation this month,
however, the proposed time frame was moved back to 1995. Members
of APA and Minow attended the meeting and spoke in favor of
moving the time frame back to the original date, 1992. It is now
back to the original 1992 schedule. Until the bypass is complete
we will have additional traffic problems. The Interchange under
construction at Eagle Rd. and the freeway will be the largest
interchange in the State of Idaho, with a Capacity of 20,000 to
25,000 cars per day. The engineers have been arguing the fact
that they do not understand Eagle's concern about the traffic
because they do not expect a heavy flow of cars down Eagle Rd. to
the light. The amount of traffic now disclosed seems to justify
concern. Due to the public safety issue that will be faced over
the next 2 years, before the beginning of construction of the
bypass, there will be a need to take some action. The
interchange is due to open in one year, there will be a
considerable increase in traffic, until the bypass is
constructed. Plans need to be made on how to handle that
traffic, especially a truck route. It may be necessary to limit
truck traffic through the intersection, establish better
crosswalks, lights, and a possible enlargement of the
intersection in order to accommodate the cars. It has been
established that the intersection at Eagle Rd. south will be
widened.
The Mayor will draft a letter to be presented to Council for
better recognition of crosswalks, to be sent to the Dept. of
Transportation.
Idaho Power Lighting Project: HAMMONS: The location for
neighborhood lighting is under study at this point.
There are plans for 4 lights in the Viceroy, Amanita, Monarch and
Stierman area, possible 2 more lights in the Mission and Amanita
area, and 1 light on Eagle Rd. between Ranch and Floating
Feather. Mayor GUERBER has been working on lighting in the
picnic area at O.K. Park, and the seniors have requested lights
to the back parking lot of the Center.
City records: Barbara Montgomery, Eagle City Clerk advised the
Council that a winter project will be re-organizing, updating and
some destruction of files in the City office. The project will
be taken to the Council in the form of a resolution later in the
year.
CLAIMS AGAINST THE CITY: Moved by MINOW and seconded by HAMMONS
to approve the claims as presented. ALL AYE~ MOTION CARRIED.
Moved by WALKER and seconded by MINOW to adjourn. The time was
