MINUTES
The Design Review Board met in regular session June 25, 2020, Chairman Brasher
presiding.
1. CALL TO ORDER calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, GRUBB, SAYER,
BAER Via Web -Ex GERMANO, DUPERAULT. ABSENT: KOCI. A quorum is
present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of June 11, 2020.
B. Findings of Fact and Conclusions of Law for DR-19-20 — Multi -tenant Office (Business
and Professional) Building — Paradigm Construction: Paradigm Construction, represented
by Glenn Walker with Architecture Designs Plus, is requesting design review approval for a
2,534-square foot multi -tenant office building. The 0.25-acre site is located on the south side
of South Fitness Place approximately 700-feet west of East Iron Eagle Drive at 553 South
Fitness Place (Lot 27, Block 3, Merrill Subdivision No. 4).
C. Findings of Fact and Conclusions of Law for DR-20-20 — Master Sign Plan for a Multi -
tenant Office (Business and Professional) Building — Paradigm Construction: Paradigm
Construction, represented by Glenn Walker with Architecture Designs Plus, is requesting
design review approval of a master sign plan for a multi -tenant office (business and
professional) building. The 0.25-acre site is located on the south side of South Fitness Place
approximately 700-feet west of East Iron Eagle Drive at 553 South Fitness Place (Lot 27,
Block 3, Merrill Subdivision No. 4).
D. Findings of Fact and Conclusions of Law for DR-30-20 — Multi -tenant Mixed Use Artist
Studio/Food and Beverage Sales/Office (Business and Professional), Retail, Restaurant,
and Residential Building — Steven E. Roth: Steven E. Roth, represented by Doug Russell
with The Land Group, is requesting design review approval for a 13,572-square foot, three-
story, mixed use building (eight residential units and three artist studio/food and beverage
sales/office, business and professional/retail units). The 0.41-acre site is located on the south
side of East Aikens Road at the intersection of East Aikens Road and South 1" Street at 79
East Aikens Road.

E. Findings of Fact and Conclusions of Law for DR-31-20 — Master Sign Plan for a Multi -
tenant Mixed Use Artist Studio/Food and Beverage Sales/Office (Business and
Professional), Retail, Restaurant, and Residential Building — Steven E. Roth: Steven E.
Roth, represented by Doug Russell with The Land Group, is requesting design review
approval for a 13,572-square foot, three-story, mixed use building (eight residential units and
three artist studio/food and beverage sales/office, business and professional/retail units). The
0.41-acre site is located on the south side of East Aikens Road at the intersection of East

F. Findings of Fact and Conclusions of Law for DR-69-19 MOD — Rooftop Patio for a
Multi -tenant Office (Business and Professional, Medical and Dental) and Personal
Services Building — C & 0 Development: C&O Development, represented by Rory Heggie
with CSHQA, is requesting design review approval to construct an 1,100-squre foot rooftop
patio for a 49,968-square foot multi -tenant office (business and professional, medical and
dental) and personal services building (1" Floor = 16,609-square feet, 2" Floor = 16,858-
square feet, and 3r 1 Floor = 16,501-square feet). The 3.8-acre site is located on the east side of
North Eagle Road approximately 290-feet south of East Eagles Gate Drive within the
proposed Lakemoor Subdivision No. 8.
Grubb moves to approve the consent agenda as presented. Seconded by Sayer. ALL AYES...

A. ACTION ITEM: DR-03-97 MOD — Modifications to the Extra Mile Convenience Store
and Car Wash Buildings — Jacksons Food Stores: Jacksons Food Stores, represented by
Cindy Huebert with BRS Architects, is requesting design review approval to modify the
exterior building elevations of the Extra Mile convenience store and car wash. The 1.49-acre
site is located on the northwest corner of South Eagle Road and West Inlet Bay Lane at 503
South Eagle Road (Lot 8, Block 1, Channel Center Subdivision).

Grub moves to approve DR-03-97 MOD — Modifications to the Extra Mile Convenience
Store and Car Wash Buildings with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #9: Provide additional cut sheets and clarification on the light fixture
noted as high liner 2 to be approved by staff and one member of the Design Review Board.
Site specific condition #10 provide and replace in like kind in areas that were damaged by
the removal of the existing canopies or signage.
Seconded by Baer. ALL AYES... MOTION CARRIES.
B. ACTION ITEM: DR-68-03 MOD3 — Modification to the Master Sign Plan for Jacksons
Food Store, including Building Wall, Monument, and Site Signage at the Extra Mile
Convenience Store and Car Wash — Jacksons Food Store, represented by David Kimmel
with YESCO Sign Co., is requesting design review approval to modify the master sign plan
for Jacksons Food Store (fka Smith's Eagle Chevron), including building wall, monument,
and site signage for Extra Mile Convenience Store and Car Wash. The 1.49-acre site is

Brasher moves to approve DR-68-03 MOD3 — Modification to the Master Sign Plan for
Jacksons Food Store, including Building Wall, Monument, and Site Signage at the Extra
Mile Convenience Store and Car Wash with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #2 add a second sentence that says, "as an alternative the applicant
may retain the internally illuminated signage and not turn on the internal illumination
and/or externally illuminate the signage with new lighting."
Site specific condition #3 at the end of the first sentence add the words "or white."
Site specific condition #6 under item #3 add the words "or white."
Add site specific condition #10 applicant shall provide revised drawings that indicate the
siding shall be repaired or replace where existing signage is removed to be reviewed by
staff.
Seconded by Baer. Discussion. Brasher modifies his motion to revise to say on site specific
condition #3 the first sentence shall read, provide revised monument sign elevations
showing the background panels to all be Chevron Gray or all background panels to be
white and item #3 under site specific condition #6 to be the same.
Seconded by Baer. ALL AYES... MOTION CARRIES.
C. ACTION ITEM: DR-68-19 — Common Area Landscaping within Stadium View Center,
Including One Multi -tenant Office/Retail/Restaurant Building — Jerron and Margie
Porchia: Jerron and Margie Porchia are requesting design review approval of the common
area landscaping within Stadium View Center, including a three-story, multi -tenant mixed
use (commercial and residential — 4-units) building. The 2.56-acre site is located on the west
side of North Horseshoe Bend Road approximately 1,030-feet north of East Hill Road at
10201 North Horseshoe Bend Road.

Jerron and Margie Porchia: Jerron and Margie Porchia are requesting design review
approval for a master sign plan for a multi -tenant retail/restaurant/office/residential (4-units)
building within Stadium View Center. The 2.56-acre site is located on the west side of North
Horseshoe Bend Road approximately 1,030-feet north of East Hill Road at 10201 North
Horseshoe Bend Road.

Brasher makes a motion to continue item DR-71-19. Baer makes a comment to suggest
approving this item since there is not a lot of comments on the application. No second.
Motion fails.
Brasher makes a motion to approve DR-71-19 with all of the site specific conditions and
standard conditions of approval as written. Seconded by Baer.
Brasher amends the motion with the following modification adding a site specific condition
that the applicant has the option to revise the elevations indicating non illuminated tenant
signage along the Horseshoe Bend elevation and compliance with the code to be reviewed by
staff and two members of the Board. Seconded by Baer. ALL AYES... MOTION

F. ACTION ITEM: DR-93-19 — Multi -tenant Office/Retail Building within Stadium View
Center — Jerron and Margie Porchia: Jerron and Margie Porchia are requesting design
review approval of a 5,032-square foot multi -tenant office/retail building. The 2.56-acre site is
located on the west side of North Horseshoe Bend Road approximately 1,030-feet north of
East Hill Road at 10201 North Horseshoe Bend Road.

side of North Horseshoe Bend Road approximately 1,030-feet north of East Hill Road at
10201 North Horseshoe Bend Road.
