Minutes - 2020 - Design Review - 06/11/2020 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session June 11, 2020, Basher presiding. 1. CALL TO ORDER calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: BRASHER, GRUBB, SAYER, KOCI. via Webex: GERMANO, DUPERAULT. ABSENT: BAER. A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of June 2, 2020. Grubb moves to approve the consent agenda as written, and would like to add items 5A and 5C and 5E to the consent agenda. Seconded by Sayer. Duperault abstains. Discussion. ALL AYE...MOTION CARRIES. 4. UNFINISHED BUSINESS: A. ACTION ITEM: DR-17-20—Modification to the Exterior Building Elevations and Site Landscaping for a Restaurant with Drive Through — Dan Todd: Dan Todd, represented by Amanda Ryan with BRS Architects, is requesting design review approval to modify the exterior building elevations and site landscaping for a restaurant with drive through. The 0.32-acre site is located on the southeast corner of East State Street and South 2nd Street at 231 East State Street (Lots 1 & 2, Block 6, Aikens Add to Eagle Subdivision). Members Grubb and Koci recuse themselves from this item. Trent Koci, 1010 S. Allante, Boise, addresses the application and changes made. City Planner Gero reviews the application. Board discussion. Brasher moves to approve DR-17-20—Modification to the Exterior Building Elevations and Site Landscaping for a Restaurant with Drive Through with the site specific and standard conditions of approval as written with the following modifications: Site specific condition#1: At the end of the first sentence I would like to add the words "and replaced",strike the second sentence entirely. Site specific condition#12: Strike. Site specific condition#19: The applicant shall provide revised plans indicating all K:IDESI_REV\MINUTES\Temporary Minutes Work Area\DR-06-I 1-20MIN.doc of the member sizes for the green screen and or a cut sheet from the manufacturer, the Design Review Board suggests the applicant consider a sturdier design than that proposed due to the proximity of foot traffic. Site specific condition#20: The applicant shall provide revised color samples, indicating options with warmer white tones for consideration by staff and two members of the Design Review Board. Site specific condition#21: The applicant shall provide revised landscaping plans indicating street trees and grates as well as historical street lights, per the EASD book with required irrigation service. Comments: The majority of the Board agrees that the Eagle City Council should relax or waive section 8-2A-3 as requested. Seconded by Duperault. Discussion. Brasher amends the motion to include strike site specific condition#18. Second concurs. Discussion with staff. Brasher moves to amend the motion to include the following: The majority of the Design Review Board would like to recommend that site specific condition #10 be stricken,the Design Review Boards basis for this recommendation is that the structure is existing and the proposed benefits to the city outweigh the need for this requirement. The majority of the Design Review Board would like to recommend that site specific condition#11 be stricken, the basis of this recommendation is that the building is existing and a large quantity of the structure is already glass and the applicant is proposing yet more glazing and openings and we feel that they've attempted to comply with this in good faith. The majority of the Design Review Board recommends striking specific condition #13, as the building is already existing and the proposed benefits to the City outweigh the needs for this requirement. The majority of the Design Review Board recommends striking site specific condition #14, again because the building is existing and the proposed benefits to the City outweigh the need for this. The majority of the Design Review Board recommends striking site specific condition #15, as the coverage for the use of this structure seems appropriate with the exterior dining opportunities and parking and green space. The majority of the Design Review Board recommends striking site specific condition#16, as the existing site would make this difficult to achieve and the Board feels they've reached a reasonable compromise with the applicant for the proposed improvements. ACTION ITEM: DR-69-19 MOD—Rooftop Patio for a Multi-tenant Office (Business and Professional, Medical and Dental) and Personal Services Building—C & 0 Development: C&O Development, represented by Rory Heggie with CSHQA, is requesting design review approval to construct an 1,100-squre foot rooftop patio for a 49,968-square foot multi-tenant office(business and professional, medical and dental) and personal services building (1'Floor= 16,609-square feet, 2nd Floor= 16,858-square feet, and 3rd Floor= 16,501-square feet). The 3.8-acre site is located on the east side of North Eagle Road approximately 290-feet south of East Eagles Gate Drive within the proposed Lakemoor Subdivision No. 8. This item was moved to the consent agenda. B. ACTION ITEM: DR-19-20—Multi-tenant Office (Business and Professional) Building — Paradigm Construction: Paradigm Construction, represented by Glenn Walker with Architecture Designs Plus, is requesting design review approval for a 2,534-square foot multi-tenant office (business and professional) building. The 0.25-acre site is located on the south side of South Fitness Place approximately 700-feet west of East Iron Eagle Drive at 553 South Fitness Place (Lot 27, Block 3, Merrill Subdivision No. 4). The 0.25-acre site is located on the south side of South Fitness Place approximately 700-feet west of East Iron Eagle Drive at 553 South Fitness Place (Lot 27, Block 3, Merrill Subdivision No. 4). This item was moved to consent agenda. D. ACTION ITEM: DR-30-20 — Multi-tenant Mixed Use Artist Studio/Food and Beverage Sales/Office (Business and Professional), Retail, Restaurant, and Residential Building — Steven E. Roth: Steven E. Roth, represented by Doug Russell with The Land Group, is requesting design review approval for a 13,572-square foot, three-story, mixed use building (eight residential units and three artist studio/food and beverage sales/office (business and professional)/restaurant/retail units). The 0.41-acre site is located on the south side of East Aikens Road at the intersection of East Aikens Road and South 1 st Street at 79 East Aikens Road. Brasher moves to approve DR-30-20—Multi-tenant Mixed Use Artist Studio/Food and Beverage Sales/Office(Business and Professional), Retail, Restaurant, and Residential Building with the site specific and standard conditions of approval as written with the following modifications: Site specific condition#1: Strike. Site specific condition#14: The applicant shall provide a revised landscape plan indicating that the streetscape along Aikens shall be constructed by owner as required, reviewed and approved by ACHD,the City of Eagle and the Eagle Fire Department. Site specific condition#15: The applicant shall provide a revised landscape plan indicating that the fence on the property line is to be an earth tone or darker tone,to be reviewed by staff and one member of the Design Review Board. Site specific condition #16: The applicant shall provide revised landscape and or civil drawings, indicating the height of the retaining wall to the south, its material, color and appearance as well. Comments: The majority of the Design Review Board agrees that the set-back requirements should be relaxed in order to accommodate the regional pathway and agrees that the increased street scape or courtyard is a fair trade off for that. The majority of the Design Review Board agrees that the percent of coverage is appropriate considering the existing drainage canal. The majority of the Design Review Board feels that the application is being approved with the understanding that the uses of the building are such that the parking is adequate or in excess of that required by the code and that if the owner is to have occupants that require more parking that shall comply with any requirement of the K:IDESI_REV\MINUTES\Temporary Minutes Work Area1DR-06-I 1-20MIN.doc city, including section 8-4-4-5. Seconded by Sayer. Discussion. Brasher amends the motion to add the majority of the Design Review Board agrees that the alternative method of compliance is appropriate for tree mitigation and removal on this site. Comments: The owner should not be penalized for tree removal along Aikens Street as those trees would likely need to be removed or replanted by the city if the applicant wasn't volunteering to do it for us. The majority of the Board feels the street trees along Aikens that are existing now are being adequately addressed since the applicant is volunteering to provide street improvements the city was already planning on for the future. Sorry it took me a while to get to this. It has been a busy week! Below are my comments. Thanks! Item 4-A 1. I appreciate the fact that they widened the streetscape along 2"d street. I think they should be required to add some tree grates with 2" caliper trees to help compensate for the fact that there will no longer be 4 large street trees there. I think 1 tree per 35' linear feet. Although not ideal, it could look similar to the townhouses down l_ ` t the road a little ways on 2nd street. •'t 2. They should be required to replace the existing shrubs along E State Street with new planting. Those existing juniper shrubs look awful in my opinion. The are patchy and dying out in places. 3. I like the idea of a 36"tall landscape screen wall, but the type they are proposing looks like it will not be a solid screen. It looks like they are proposing a green screen with nothing growing on it. I suggest they install a different style fence or wall that is more solid or plant vines that will grow up the green screen. Otherwise it is pointless and doesn't screen anything. Item 5-D r 1. Some of the Keynotes are cutoff from the bottom of the sheet on C2.00 I am not sure what they are proposing for screening around the trash enclosure. 2. I'm assuming the property to the west will eventually be commercial. If that is the case, I am ok with allowing the vinyl fence and shared driveway without the 5' wide landscape buffer as long as there is an agreement between the two property owners. 3. I like the plaza area near the regional path. YJ 4. The building lot coverage looks fine to me. It allows for good flow for pedestrians and vehicles. 5. I agree that the Aikens improvements can be done when the sidewalk redesign happens in 2023. 6. I am ok with the increased tree caliper to help mitigate for removed trees. There are not many places they could add more trees, so I am ok with them contributing to the tree fund for compensation. 7. I agree with all of the site specific comments. Hope that is helpful.
