MARCH 14, 1989
The Eagle City Council met in regular session on March 14,1989
at 7:30 p.m. Mayor GUERBER presiding.
The following members were present:
STEVE MATLOCK. Absent: GARY WALKER.
TOM MINOW, STEVE HAMMONS,
Moved by MINOW and seconded by.HAMMONS to approve the minutes of
the February 28, 1989 meeting as presented. ALL AYEs MOTION
CARRIED.
Moved by MAMMONS and seconded by MINOW to approve the minutes of
the March 6, 1989 special meeting as presented. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/TOWNE REZONE:
Mayor GUERBER announced that it was the time and the place for a
public hearing regarding the Towne request for a rezone from
Agricultural to Commercial (C2). The representative, John Towne,
advised the Council that his desire to rezone was in order to
establish a Storage Unit Business in that area.
~Moved by MINOW to approve the rezone as requested. Motion
seconded by MATLOCK. ALL AYE: MOTION CARRIED.
AMENDMENT TO ADA COUNTY CODE, TITLE 8 TO ACCOMMODATE THE
SOUTHWEST COMMUNITY PLAN. Moved by HAMMONS and seconded by
MATLOCK to approve the Ada County Amendment as presented. ALL
AYE: MOTION CARRIED.
TRANSPORTATION TASK FORCE COMMITTEE REPORT=
meeting in April.
Tabled until the
FINDINGS OF FACT AND CONCLUSION OF LAW/ 1989 Eagle Comprehensive
Plan. Moved by MINOW and seconded by MATLOCK to approve the
Findings as presented. ALL AYE: MOTION CARRIED.
REVISED BUDGET: Proposal to reopen the budget due to the Ada
County Free Library District's contribution to the Library and
because of the additional Sewer and Senior Grants expected
presented to Council. Council would like to review again at the
March 28, 1989 meeting. Moved by MINOW and seconded by MATLOCK
to start procedure to reopen the budget. ALL AYE: MOTION
CARRIED.
STOREHOUSE CHURCH DISCUSSION: Council agreed that it was not
advisable to annex at this time as the owner has not consented,
as there is problem with the CU permit with Ada County and
Council sees no real reason to annex, at this time.

ORDINANCE 150: Moved by MINOW and seconded by MATLOCK to repeal
Ordinance 150 and to consider Ordinance 151 in it's place. ALL
AYE: MOTION CARRIED.
Moved by MATLOCK and seconded .by MINOW to allow the dispensing
rule and to consider Ordinance 151 at this time. ALL AYE:
MOTION CARRIED.
Moved by MATLOCK and seconded by MINOW to adopt Ordinance ~151, an
Ordinance amending Title 6, Chapter 3, Eagle City Code to require
Library borrowers to possess Library cards, to authorize the
Eagle Library Board to set the Library maintenance License fee
subject to the approval of the City Council and to waive such
fee upon a showing of economic need. ALL AYE: MOTION CARRIED.
APPOINTMENTS:
Moved by MINOW and seconded by MATLOCK to approve the nomination
of Ken Tewksbury to P&Z. ALL AYE: MOTION CARRIED.
Moved by MINOW and seconded by MATLOCK to approve the nomination
of Mike Rutledge to the Design Review Committee. ALL AYE:
MOTION CARRIED.
Library Board member appointment will be tabled until the next
Council meeting.
Moved by MATLOCK and seconded by MINOW to approve the appointment
of Daunt Whitman as Eagle's Building Inspector. ALL AYE: MOTION
CARRIED.
MAYOR'S REPORT: The Eagle Chamber of Commerce is sponsoring an
Easter Egg Hunt, and work is beginning on the upcoming Eagle Fun
Days.
CLAIMS: Moved by MATLOCK and seconded by MINOW to approve the
Claims as presented. ALL AYE: MOTION CARRIED.
Meeting adjourned at 8:10 p.m.
Meeting was reopened in order to approve the contract between the
Building Inspector, appointed earlier in the evening, and the
City of Eagle. Moved by MATLOCK and seconded by HAMMONS to
approve the contract as written. ALL AYE: MOTION CARRIED.
