FEBRUARY 14, 1989
The Eagle City Council met in regular session on February 14,
1989 at 7:30 p.m. Mayor GUERBER presiding.
Roll call showed the following members present: TOM MINOW, STEVE
MATLOCK, GARY WALKER, STEVE HAMMONS.
Moved by WALKER and seconded by MINOW to approve the minutes of
the January 24, 1989 meeting.as presented. ALL AYE: MOTION
CARRIED.
TREASURE VALLEY MOBILE HOME PARK/extension of time.
Representative Bill Renault advised council that the extension of
time was needed as the weather does not permit the starting of
the project. He further stated that he does have financing for
the project. WALKER advised Renault that there, has been
discussion by the Highway District relocating Highway 55, and
that this may impact the project. Renault asked the council for
additional time in order to explore this question.
Moved by MATLOCK and seconded by MINOW to grant an 6 month
extension of time with the condition that discussion between the
representatives of Treasure Valley Mobile Home Park, the Highway
District and members of Council take place during that time
period regarding the possible relocation of the Highway. ALL
AYE: MOTION CARRIED.
Moved by WALKER and seconded by MATLOCK to request items 6 and 7
on the agenda be discussed at this time. ALL AYE: MOTION
CARRIED.
BRIGGS CONTRACT/Proposal for Engineering services for the City of
Eagle. Moved by MATLOCK and seconded by MINOW to approve the
contract submitted by Briggs Engineer, Inc. ALL AYE: MOTION
CARRIED.
ORDINANCE 150: Moved by MINOW and seconded by MATLOCK to
dispense with the 3 day reading rule and consider the ordinance
immediately. ALL AYE: MOTION CARRIED.
Moved by WALKER and seconded by MINOW to approve Ordinance 150,
amending Ordinance 25 authorizing the Eagle Library Board to set
the Library card fee, subject to Council approval, and waive fees
upon a showing of economic need.
ORDINANCE 149: Moved by MATLOCK and seconded by WALKER to
dispense with the 3 day reading rule and consider the ordinance
immediately. ALL AYE: MOTION CARRIED.
Moved by MATLOCK and seconded by MINOW to approve Ordinance 149,
amending Ordinance 136 to provide for the publication of garbage

collection and fee schedules upon the issuance of renewal.
ALL AYE: MOTION CARRIED.
TRANSPORTATION TASK FORCE/PUBLIC MEETINGs
It was announced that the members of the Transportation Task
Force Committee, representing Eagle are the following:
Erv Olen, Kay Bean, Scott Gurnsey, Tom Eason, Erv Sinclair
Tom Minow and Gary Walker, Chairman.
WALKER addressed the short and the long term needs that the task
force is concentrating on at this time. Among those needs are:
Pedestrian crosswalks, painted setbacks in downtown parking on
State Street, more law enforcement, crosswalk marking and more
adequate signs in the downtown area.
Other needs are dealing with the bypass, the routes, accesses,
frontage roads and long range plans for supporting arterials.
SCOTT GURNSEY~ Presented demonstrations of the proposed bypass
explained the routes to the audience, and answered questions.
Presented into record was a letter of petition from the property
owners against the long west or A B portion of the proposed
bypass, and a letter from Lynne Kunkler Sedlacek, also opposing
the west route. (attached)
MAYOR'S REPORT~ Mayor GUERBER advised council that City Hall has
received applications for the position of building inspector as
advertised in the newspaper. We have also received a proposal
from Ada County to combine inspectors. This proposal is not
confirmed and will be discussed at the next meeting.
The audit report will be presented in the March session of
Council. The report has been given to Council to review.
A report by HAMMONS on the Centennial Committee progress showed
that the survey on the swimming pool will be going out this week
and that there is a study now on beginning a "Miss Eagle"
contest in conjunction with Miss Idaho and Miss America.

Against the City. ALL AYE: MOTION CARRIED.
Moved by MINOW and seconded by WALKER to adjourn the meeting.
