CALL TO ORDER: The meeting was called to order at 5:30 P.M. 2. ROLL CALL: BLAINE, CROCKETT, ELW,ER, HUFFAKER, MARSHALL, MINCH, STIRRAT ........ _ ... ~ LIAISON: COUNCIL MEMBER BAUN Absent: Marshall 3. APPROVAL OF MINUTES: A. Minutes of December 19, 2019. Based on attendance, Vice Chairman Stirrat moved the approval of the minutes to next month's meeting. B. Election of Chairman and Vice-Chair. Due to the absence of Chairman Scott Marshall , Vice Chairman Stirrat moved the election to next month's meeting. 4. PUBLIC COMMENT None Vice Chairman Stirrat makes a motion that llA and llB on the agenda be moved up followed by reports. Seconded by Commissioner Huffaker. ALL A YES ... MOTION CARRIES. 5. NEW BUSINESS: Becky Mckay with Engineering Solutions, 1029 N. Rosario St. Meridian . Becky McKay presented on Rene Place Subdivision . Commissioner Huffaker asked in regard to the packet the commission received, there are exhibits with recommendations and if the applicant has any disagreement with the recommendations. Steve Noyes presented a checklist of what the City of Eagle feels should be supplied by the development. General Discussion. Becky McKay stated the Pathway Network Plan doesn't show anything along the Farmers Union Canal. The City of Eagle nor Engineering Solutions can allow pedestrians or bicycles to go onto their maintenance facility without their permission . The pedestrian pathway was not taken to the north boundary, only into the common lot. Becky McKay recommends the City of Eagle talk with the Farmers Union Canal to get their permission to allow Engineering Solutions to take the pathway to the north boundary. Council Member Baun asked if the recommendation is to go up to 3ft of Farmers Union property. Not onto the property itself. Becky McKay stated Engineering Solutions can do that. General Discussion Commissioner Minch asked with the private path and public easement, who will determine and sign for the acceptable uses of that path and what times the path would be available. Steve Noyes stated that by reserving the right to display signage would give the City of Eagle the right to display any reasonable ordinance or regulation the City comes up with. The City of Eagle does not have that at this time and currently goes by the dawn to dusk policy for the parks. Commissioner Minch stated that the City of Eagle has not contemplated what would happen if there is a conflict between what the city would like to see as acceptable use to what the HOA would like to see as acceptable use. Steve Noyes stated that in this case the City of Eagle will dictate what signage goes within the easements regarding the pathways use. Seconded by Commissioner Elwer. ALL A YES ... MOTION CARRIES. David Sterling with T-0 Engineers presented on Snoqualmie River. General Discussion Commissioner Huffaker makes a motion that the commission recommend approval to the City Council of the Snoqualmie 15 Subdivision plans for pathways and sidewalks according to the checklist that Steve has created and the 2 southern most easements, the northern most of the 2 southernmost and at the proposed road as indicated on the map on the west side and that the more southern most of those 2 and at Palmer and that the easement on the far east side be eliminated in its entirety. Commissioner Huffaker would like to approve all of Steve Noyes recommendations and recommends concrete instead of asphalt. Seconded by Commissioner Elwer. ALL AYES ... MOTION CARRIES. 6. MAYORS REPORT: Mayor Pierce stated there are approximately 32 million in capital projects but every year the city is having to take what is leftover in the budget from paying what the city needs to pay but never discussing what it takes to maintain what we have. Commissioner Huffaker asked if the Mayor could discuss Westpark and the Community Center. Mayor Pierce stated that the Council voted to sell the Landing. A resolution was passed to put it up for auction at a minimum of 1.65 million. The next step is putting the Landing out for bid. Westpark is currently being leased to a fanner to grown com. Commissioner Huffaker asked ifthere was a vote from Council to list Westpark for sale . Mayor Pierce stated not at this time. Commissioner Huffaker asked if there is any contemplation that is part of the capital improvement plan to have the city build its own recreation center. Mayor Pierce stated that city hall will be expanded to allow more space . Commissioner Huffaker asked if the city will be building a YMCA type facility with a pool or workout area as part of its capital improvement plan. Mayor Pierce stated that has not been discussed but it's something that could be added to the capital improvement plan if that's what the residents want. Commissioner Elwer asked if the Westpark location doesn't work, does the Mayor have anything else in mind. Mayor Pierce stated there have been some projects coming in for the west side . 7. TRAIL SUPERINTENDENT REPORT: Steve Noyes stated that the first phase of Williamson River Ranch trail is in and functional. With the FEMA public assistance , one site has been completed with two other sites partially completed. The Public Assistance Grant has been awarded to the City of Eagle. General Discussion Vice Chairman Stirrat inquired about the dog cleaning stations at the bike park and how the city would like to see trail users clean up after their pets but there are no trashcans throughout the trail system. Steve Noyes stated that the city does not want to impact the trail system but there are a few trashcans at the northern part of the park. Every trashcan that is added creates another stop that an employee has to make twice a week but will make a suggestion to add more to the BMX area. Commissioner Minch asked if there was an update on the proposed Molinari subdivision. Steve Noyes stated that Molinari was going to be on the agenda this evening but there is litigation between the city and Molinari. Page 2 of 3 8. RECREATION SUPERINTENDENT REPORT: Brandon Johnson stated that the Arts Commission approved Eagle is Home Map which will be made available on the City of Eagle website. Council Member Baun stated that the Mayor has approved a GIS position that will benefit the City of Eagle with mapping in the future. Brandon Johnson presented on the Saturday Market and the challenges due to COVID. Eagle Fun Days will be virtual for 2020. Eagle Fun Camps will have many protocols in place to keep the kids safe. 9. PUBLIC WORKS REPORT: Eric Ziegenfuss reintroduced the Public Works department and what they take care of such as park maintenance , construction, assist with events and recreation . 10. UNFINISHED BUSINESS: None 11. NEW BUSINESS: None 12. PPRC LIAISON ASSIGNMENT REPORT: Council Member Baun asked to the change the Mayors Report to Mayors I Council Report. The Council will be asking a lot more from the Commissions as far as work sessions and interacting with the public . 13.
