of the PPDC,provides Council an overview of the allocation of Impact Fees for FY 14/15 in the
Park Fund. Discussion on the Parks Master Plan. General discussion.
2. Eagle Fire District Chief Winkle distributes the Community Report 2013 and discusses the
same. General discussion.
3. Ada County Sheriff's Office Monthly Report: Distributes the May 2014 Police Report and
discusses the same. General discussion. Chief Bartlett introduces Ann Yates the new Admin
Clerk for the department. Ann Yates provides Council an overview of her background.
4. City Engineer's Report: Mike Davis, City Engineer provides Council an overview of the June
24, 2014 report in the Council packet. The next Council meeting I will have information on the
Dry Creek underpass. General discussion.

5. City Hall Department Supervisor Reports:
Planner Baird-Spencer: M3 did not do their property posting so the Public Hearing will need to
be rescheduled. Provides Council several dates to consider, one being on July 22nd the Public
Hearing on the Budget. General discussion. The Council will consider a date after the Budget
Discussion,the last item on the Agenda.
PR/Facilities Director Aho: today the review committee met to go over the RFP for the Park
Master Plan,the two vendors being considered are MIG out of Sacramento and Portland and The
Land Group here in Eagle. General discussion.

1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:35 p.m.
2. ROLL CALL: MCFARLAND,BUTLER, KUNZ,RIDGEWAY. All present. A quorum
is present.
3. PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance.
Mayor: We are again the talk of the Valley ladies and gentlemen and not in a good way. The
best way that I could describe what happened last night is an organized mob that took over our
meeting last night and used it to humiliate or berate our Council. This is a place of safety, a
place of civil discourse and that means that people can come here and share their ideas no matter
what they are and if you disagree with them you treat them with all due politeness, you will not
threatened them or berate them in any way. That behavior will no longer be tolerated.
Comments that are made about a bomb or bombing an agency we take those very seriously. That
means that intimidation can take many forms. It can take the form of applause or yelling out for
your people, this will not be tolerated any longer in these chambers. If it becomes a problem you
will be given a warning and then you will be removed from the Chambers and if there is no one
here to remove you from the Chambers then we will remand your issue back to staff for hearing
at another time. My point here is that we must maintain peace and civility to one another.

5. PUBLIC COMMENT: None
This time is reserved for the public to address their elected officials regarding concerns or comments
they would like to provide to the City Council regarding subjects not on the agenda. At times,the City

not the time slot to give formal testimony on a public hearing matter, or comment on a pending
application or proposal. Out of courtesy for all who wish to speak, the City Council requests each
speaker limit their comments to three(3)minutes.

Resolution of the Eagle City Council to vacate the utility, drainage, and

Creek Estates Subdivision) as shown on the attachments hereto; and providing
an effective date. The 4.77-acre site is located on the west side of N. Edgewood
Road, approximately 350-feet south of the intersection of E. Beacon Light Road

Real Estate, Inc.,represented by Kent Brown, is requesting final development
plan and final plat approvals for Bella Terra Subdivision No. 2, a 48-lot(42-
buildable, 6-common) residential subdivision. The 17.71-acre subdivision is
generally located on the east side of North Linder Road north of Floating Feather
Road(approximately 1,320-feet north of the intersection of North Linder Road

E. FP-08-14—Final Plat for Castlerock Subdivision—Hammett Homes:
Hammett Homes, represented by Dave Yorgason with Tall Timber Consulting, is
requesting final plat approval for Castlerock Subdivision, a 6-lot(5 buildable, 1
common [private road])residential subdivision. The 10.04-acre site is generally
located on the east side of North Meridian Road approximately 940 feet north of
West Floating Feather Road. (WEV)
F. Noise waiver request: Bill McCarrel, with The Gathering Place(50 E. State
Street), is requesting a noise waiver for July 11 & 12, 2014 until 1:00 a.m. to
accommodate the activities his Eagle Fun Days activities.

7. UNFINISHED BUSINESS:
A. Review and Approval of interior renovations at the Eagle Senior Center. The Eagle
Senior Center is requesting Council approval of interior renovations the center. The seniors are
proposing renovations including painting, carpet and linoleum replacement. There will be no
expense to the City, as the Senior Center will be funding the renovations. (JDR) This item was
continued from May 13, 2014 meeting.

to you and we feel like you are not listening to us. I hope you can come up with something that
can accommodate us. General discussion.

Mark Tate, I was not here last night and talked to people who were. When a Town Hall meeting
takes place like the one last night you will never have the business owners or the average citizen
attend a Town Hall meeting to participate in a meeting like that and it is problematic if you are
basing your decisions on those kinds of participants.
McFarland moves to table this to the next Council meeting so the City Attorney can

C. Box Lacrosse proposal update: (MA)

PR-Facilities Director Aho: the Council wanted me to reach out to other Box Lacrosse users and
I did reach out to other vendors. I shared with one of the other users some presentation points for
Council and they decided not to go forward. So you are seeing just a single presentation by Tom
Welch and a proposal to utilize the Ada/Eagle Sports Complex for a Box Lacrosse program.

Tom Welch, The Kids, Inc., displays a power point presentation on his Box Lacrosse proposal

City Attorney Buxton: the Council can move to instruct Mr. Aho to come back to the Council
with a proposed contract.
Anna Amanie with Treasure Valley Roller Derby, we have been using this facility for 6 years
and I have talked to Torn and Mike. We do have a question about what the width would be with
the modifications. Tom states that the walls will not impact the main court and he doesn't have
any plans to modify the surface, only install the boards.
McFarland moves to ask Director Aho to work with the City Attorney and Tom Welch for
a contract agreement and bring back to Council. Seconded by Butler. Discussion.
Ridgeway states that there may be a conflict with the City Attorney and the Council may
need to use a Conflict Attorney. Council Discussion. McFarland my motion would be that
we remand this to Mike Aho and the Attorney that is deemed appropriate to handle this to
work with Mr. Welch towards an agreement and bring it back to Council when that
agreement is ready. Seconded by Ridgeway. ALL AYES: MOTION CARRIES

Jaylene Groeniger, Chairman of Friends of Beacon Light, reads Sheri Randall's comments into
the record. I would like to now speak as Friends of Beacon Light road about this review. We
have not had a lot of time to summarize for you. The Friends would like to know why there were
no members from the community on the panel. We wanted to make sure that you did not think
that the Friends or the large land owners were not bullying you. We would like you to notify us
sooner of these types `of things.
Kathy Pennisi, I appreciate this data gathering but it is not enough. We need to address the
traffic issues. We need to have a comprehensive plan on traffic that can be presented to ACHD.
Community members need to be on these committees.
Steve Purvis, I'm here to second what Jay and Kathy said. There are many, many of us that have
a stake in this. I and the Friends of Beacon Light have asked to be included in the process. It
would be helpful if the rest of us understand the process and that we are involved. This was a
very closed process. I'm disappointed that we were not included. General discussion.

Doug Devina, all of this is new to me as we have not been here that long. The numbers are
shocking. Where are the availability of water and sewerage? Will water resources support these
numbers? General discussion.
Jonathan Seal, we can run all of the numbers that we want but there still needs to be the human
element. I think you need to bring the people on Beacon Light in for the human element.
Beacon Light is unique. What if the road is widened, what will the impact to the City be?

Curtis Stoddard, I live close to Highway 55 so I use part of Beacon Light Road to get onto Hwy
55. Are there any age groups worked into the modeling for jobs? Nichoel: it is in the larger
modeling. Discuss the number of retired residents in Eagle relative to the use of the roads.
Jan Combe, if this is widened to five lanes it puts this at our door step and we farm and take farm
equipment on this road. Taking these vehicles down a five lane highway would be dangerous.
Putting in these huge highways is wiping out our farmland, who is going to be feeding the
people? All of this development is not a good idea, we can't wipe out communities.
Mark Tate,I want to thank you for having a forum to comment on these. Discusses the
scenarios. Large lot developments do not pay the costs of services and you are shifting the costs
to the developments with smaller lots. The question is what does the City want to be? One more
alternative should be a higher density. General discussion.

A. ZOA-01-14—Zoning Ordinance Amendment—Allowing portable classrooms as
permitted uses in certain zones and establishing performance criteria for placement- City
of Eagle: The City of Eagle is proposing to amend Eagle City Code §8-2-3 to classify"Portable
Classroom" as an allowed use in certain zones and to amend Eagle. (WEV)

A. Ordinance 721—Annexation and Rezone (Streamside Assisted Living) : An ordinance
annexing certain real property situated in the unincorporated area of Ada County,Idaho, and
contiguous to the corporate limits of The City of Eagle,to the City of Eagle, Idaho; changing the
zoning classification of said real property described herein from RUT(Rural-Urban Transition—
Ada County designation) to MU-DA(Mixed Use with a Development Agreement); amending the
zoning map of the City of Eagle to reflect said change; directing that copies of this ordinance be
filed as provided by law; and providing an effective date. The Streamside Assisted Living
annexation property is located approximately 1,300-feet west of the intersection of North
Meridian Road and West Chinden Boulevard at 430&450 West Chinden Boulevard. (WEV)

Brief description of the project

Lightning sparked a fire that charred about
1,000 acres along Highway 16 near
Firebird Raceway in July. Strong wind
pushed flames across the dry grass, forcing
Eagle firefighters and crews from neighbor-
ing agencies to work quickly to stop them.
About 30 homes were evacuated. One
woman who watched flames come within
feet of her house told reporters she was
thankful to firefighters that night. "They !
did a great job of protecting our house...we
all got evacuated, everyone is safe and that's
the important part; she said.
Fire crews credit the homeowner for heed-
ing advice from fire prevention experts by
clearing brush and trimming trees to create
defensible space around her property. It
made the difference in saving her home.
Two outbuildings were damaged by flames,
but all of the homes were saved.

The beautiful terrain of our fire district can
pose a challenge for first responders needing
to reach patients as quickly as possible
wherever they may be. EFD added this
tactical rescue vehicle to its fleet that allows
firefighter EMTs to reach remote areas
where fire trucks can't go. The TRV has
already proven valuable on multiple rescues.

Each member of the Eagle Fire Department is trained as a firefighter and
emergency medical technician (EMT). In 2013, the crews responded to 16% more
incidents than in the previous year. More than half of those calls were for emergency medical
services. Another quarter of the calls were at schools, senior living centers and
businesses where firefighters check safety plans, change smoke detector
batteries and educate members of our community how to reduce the risk of fire and
other dangers that threaten Iives and property. That time spent on public service is an
important part of ensuring you have the tools and information you need to feel safe.

Eagle Fire is prepared for any situation - from structure and wildland fires to
swift water rescues and extrication - due in large part to the many hours we spend
training on every type of emergency we manage.

The 32 career firefighters at Eagle Fire received an average of 323 hours of training each
in 2013. The 45 volunteer firefighters received an average of 146 hours of training each
in 2013. (data excludes senior staff)
The Eagle Fire Department could not be successful without the support of the fire
commissioners and district residents. As with most public service agencies, the
majority of our annual budget goes toward personnel but our 45 volunteers help
reduce the budget impact of staffing significantly. Facilities, vehicles and equipment
account for 25% of the budget, and the remaining 6% goes towards training, code
enforcement and administrative costs We are committed to spending your tax dollars
wisely while keeping your family safe.

We mourned the loss of Captain Brandon
Erickson in November. Brandon under-
went back surgery for an on -duty injury
and passed away a day later.
Brandon had been the Training Captain
since April. He spent the five years before
as a firefighter/paramedic with Meridian
Fire. Hundreds of firefighter brothers from
around the country participated in his
memorial services.
Brandon was a compassionate, hard-work-
ing instructor who found a way to connect
with every person he met. You can see
permanent tributes to him on Engine 43
and in the
admin office - small reminders of an
incredible man with a giant personality
and servant heart.

• About the Kids, Inc. (ATK) would like to enhance the concrete pad asset at
the Eagle Sports Park by installation of a complete rink system of dasher
boards and plexi -glass at no cost to the City of Eagle
• This enhancement would leverage the space for it's intended use, Roller
Hockey, Box Lacrosse and Roller Skating. Other potential activities are
Floor Hockey, Ball Hockey and Futsal.
• The rink would be available to the general public except for pre -scheduled
ATK practices, games or clinics.

• Combined participation in the four most -popular U.S. team sports—basketball, soccer, baseball and
football—fell among boys and girls aged 6 through 17 by roughly 4% from 2008 to 2012
• Idaho numbers mimic this national stat
• Lacrosse participation was up 158% between 2008 and 2012 in the same demographic
• Lacrosse participation in the Treasure Valley is up over 300% in that time frame

majority of the time. The number of touches of the ballandthe ability to develop better stick skills in a
game of box lacrosse far surpasses what happens on a field. Learning how to pass and catch in traffic,
understanding how to shoot, and developing a sense of physicality are all positive traits developed by the

Law enforcement agencies in Idaho report
crime within their jurisdictions to the Idaho
State Police under the National Incident -
Based Reporting System which has standard
definitions, rules and guidelines for reporting
crimes in three categories:
• Person Crimes = murder, manslaughter,
rape/sodomy, assault, intimidation and
kidnapping offenses
• Property Crimes = robbery, burglary,
larceny/theft, arson, destruction of
property, counterfeiting, fraud,
embezzlement, blackmail and stolen
property offenses
• Society Crimes = drugs/narcotics,
gambling, pornography, prostitution and
weapons law violations
The purpose of the program is to provide
reliable statistics and inform the public
about the nature of crime problems.
Crimes get cleared when we make an arrest
on a case, which includes citations and court
summonses under NIBRS. Some crimes are
more difficult to solve than others, so
clearance rates vary by crime type and can
have significant lag times.

Now that school is out, some kids in our community struggle
to find constructive things to do with their time — and that can
lead to them getting in trouble. In summers past, property
crimes like vandalism and car burglaries have gone up. That's
why we formed our Juvenile Enforcement Teani, a team of
deputies who spend their summer working with kids and
parents on issues like curfew violations and alcohol use.

SCOPE OF WORK
• Staue 1: Modelinu of Land Use Scenarios
Work collaboratively with COMASS and ACHD to analyze
through the regional transportation models 4-5 land use
scenarios based on the 2040 COMPASS population projections
and the impacts on Beacon Light Road at three horizon years -
2025, 2030, & 2035. All modeling will look at both the state and
local roadway networks. Establish an executive committee to
select/review scenarios and model runs. Results of the
scenario process will be presented to the public and City
Council at an open house/public comment session during a
regular council meeting.

Please note: These assumptions apply to all scenarios
ASSUMPTION NO. 1
All scenarios will reflect the complete build out of the
Transportation Analysis Zones (TAZ) adjacent to Beacon
Light Road and within the foothills regardless of the horizon
year. The intent is to allow the city to see the impacts and
maximum trip generation based on the scenario's
parameters versus a horizon year.

HSSUMPTION NO. 2
All scenarios to be modeled on both the 2013 roadway
network (what exists today -Beacon Light 2/3 lanes, Linder
at 3 lanes) and on the proposed 2040 network (as proposed
in the CIM 2040 plan). The use of the 2013 network will
allow the City the ability look at the various scenarios with
limited background traffic (regional growth) impacting the
City. Conversely, the 2040 network will allow the regional
growth to continue on as is planned in the CIM 2040 plan.
ASSUMPTION NO. 3
All scenarios will show build out of existing City approved
entitlements (approved subdivisions and development
agreements). The Committee believed that the removal of
approved entitlements (development agreements or
subdivisions) should only occur at the direction of the City
Council.

ASSUMPTION NO. 4
All scenarios will show the planned Communities in Motion
(CIM 2040) growth allocation for 2040 within the TAZ(s) not
adjacent to Beacon Light Road or in the foothills.
ASSUMPTION NO. 5
Scenarios 1, 2, and 4 will not include an east/west
connection between State Highway 16 and State Highway 55
within the foothills. The east/west connection was identified
by ACHD and the City as a "developer constructed"
roadway. If there is no development in the foothills the
roadway network would not be constructed. The M3 portion
of the roadway from SH 16 to Eagle Road will be shown in all
scenarios as part of the M3 entitlement. Conversely,
scenarios 3 and 5 will include an east/west connection
between SH 16 & SH 55 within the foothills

SCENARIO NO. 1: 2013 + ENTITLED
• No new growth/development is allowed in any of the transportation analysis zones
(TAZ) along Beacon Light Road and into the Foothills.
• All TAZ(s) are kept at the 2013 levels (population, households and job) except
those with existing entitlements.
• Build -out of all existing entitlements (approved subdivisions and development
agreements).
Committee Rationale:
This scenario is the most accurate illustration of what has been approved to date.

• The TAZ(s) south of Beacon Light Road to Floating Feather Road are modeled at a
development intensity of 1 unit per 2 acres.

• No development within the foothills.
• Build -out of all existing entitlements (approved subdivisions and development

• Will include an east/west road within the foothills connecting SH 16 to SH55.

This scenario mirrors the pre -2004 land use patterns within the City but adds the 2007
