Minutes - 1988 - City Council - 12/13/1988 - Regular CITY COUNCIL MEETING DECEMBER 13, 1988 minutes The Eagle City Council met in regular session on December 13, 1988. Mayor GUERBER presiding. Roi1 call showed the following members present: MINOW, MATLOCK, HAMMONS, WALKER. Moved by HAMMONS and seconded by MATLOCK to approve the minutes of the November 15, 1988 meeting. ALL AYE: MOTION CARRIED. Moved by WALKER and seconded by HA~{ONS to approve the minutes of the November 16, 1988 meeting as presented. ALL AYE: MOTION CARRIED. PUBLIC HEARING: .Hope Lutheran Church Pastor Ray Venghaus represented the Hope Lutheran Church and advised the Council that the property had been purchased, for a church, approximately 10 years ago. The property consists of 4 acres, located on Eagle Rd. He asked Council to consider a rezone in order to build a churOh on that site. LaRue Bevington spoke in favor of the rezone, and stated that at the time of the purchase of the property a R zone permitted a church. He stated that Planning and Zoning endorsed the building site at that time. Moved by WALKER and seconded by MATLOCK to approve the rezone based on the findings of Eagle Planning and Zoning, and to rezone the property C-1. DESIGN REVIEW/GERBER: Moved by MINOW and seconded by MATLOCK to approve the Design Review request for a new building, materials, sign and landscaping as presented. ALL AYE: MOTION CARRIED. APPOINTMENTS: Moved by MINOW and seconded by H~ONS to approve the appointment of Ken Tewksbury to the Design Review Committee. ALL AYE: MOTION CARRIED. Moved by MATLOCK and seconded by HA~MONS to approve the Liquor and Beer license applications submitted by THE LOFT and THE BANK CLUB. ALL AYE: MOTION CARRIED. Moved by MATLOCK and seconded by MINOW to approve the Beer and Wine license applications submitted by: EAGLE BEVERAGE, EAGLE FOODTOWN, GO-FER MART, and CIRCLE K. ALL AYE: MOTION CARRIED~ EAGLE CITY COUNCIL reviewed the proposal of the change to the Eagle Policy Diagram Map and Comprehehsive Plan. There will be further discussion at the joint Planning and Zoning and City Council Meeting on December 19, 1988. DOWNTOWN EAGLE: Discussion took place regarding the crosswalks, traffic, and pe~e_~arians in the mid-town area. Council agreed to review theformer proposal of NO PARKING on State Street. The area disoussed was from 2nd street to Eagle Rd. The City Attorney was asked to revise the ordinance that previously dealt with that issue and to revise it for the next council meeting in January. The new Ordinance would provide for no parking in the areas designated and issuance of citations by the City Clerk, and others designated by Council. Notification of that meeting will be given to shop owners. Discussion took place on reader board signs within the city. The City Clerk was asked to investigate the legality of reader board signs in the Design Review code, and to act on it. Council requested that in view of the dangers of the downtown area that we ask Ada County Highway and the Ada County Sheriff's Department to have a ~epresentative at the January meeting to discuss safer alternatives in the mid-town area. Moved by MATLOCK and seconded by HAMMONS to approve the Claims. Against the City. ALL AYE: MOTION CARRIED.
