NOVEMBER 15, 1988 MINUTES
The Eagle City Council met in regular session on November
15, 1988. Mayor GUERBER presiding.
Roll call showed the following members present: MINOW, MATLOCK,
HAMMONS, WALKER.
Moved by WALKER and seconded by MINOW to approve the November
7, 1988 Minutes as presented. All Aye: Motion carried.
Moved by WALKER and seconded by MINOW to approve the Minutes of
the special meeting held November 9, 1988. All Aye: Motion
carried.
ORDINANCE #144: Moved by MINOW and seconded by WALKER to
dispense with the rule requiring ordinances to be read on three
different days, and to consider Ordinance #144 prohibiting
weeds upon premises within the City. All Aye: Motion carried.
Moved by WALKER and seconded by MINOW to adopt Ordinance #144
as presented. All Aye: Motion carried.
ORDINANCE #]45 Prohibiting the discharge of firearms within
the City: Moved by MATLOCK and seconded by WALKER to table
discussion on this Ordinance for further review. All Aye:
Motion carried.
The Planning & Zoning Commission and the City Council will
meet on December 5, 1988 for a special workshop dealing with
firearms, the Impact Area, Transportation Committee and other
workshop matters.
ORDINANCE #146 Regulating the sale of Liquor by the Drink:
Discussion - if the golf course is annexed will that permit
Eagle an additional Liquor License? Can we retain a liquor
license over and above the quota? It is the attorney's
opinion that we can restrict a license if desired. State
Alcohol & Beverage Control has stated that if we issue three
licenses and then annex the golf course they (the golf course)
will be allowed to re%ain their license.
Moved by HAMMONS and seconded by WALKER to dispense with the
rule requiring ordinances to be read on three different days,
and to consider Ordinance #146. All Aye: Motion carried.

Moved by MATLOCK and seconded by HAMMONS to approve Ordinance
#146 with the following Amendments:
(1) Page 2, Section 2: Delete the second paragraph
referring to annexation of the golf course.
Delete all sections of the ordinance dealing with
the annexation of the golf course.
(2) Page 5, paragraph 3: 1:00 A.M. should be changed
to 2:00 A.M.
(3) Page 6, Section 10: subparagraph (a) - delete the
first word,"Sunday" and change 1:00 to 2:00.
subparagraph (b) - change 1:00 to 2:00.
SENIOR CITIZEN FEES: For use of the facility. Moved by
WALKER and seconded by MATLOCK to approve as presented.
Aye: Motion carried.

MAYOR'S REPORT: Report on building. Connolly is to be notified
that there are doors that must be repaired.
CLAIMS AGAINST THE CITY: Moved by MATLOCK and seconded by
MINOW to approve claims against the City. All Aye: Motion
carried.
