NOVEMBER 7, 1988
The Eagle City Council met in regular session on November 7, 1988
at 7:30 p.m. Mayor GUERBER presiding.
Roll call showed the following members present: TOM MINOW, STEVE
MATLOCK, GARY WALKER, STEVE HAMMONS.
Moved by MINOW and seconded by HAMMONS to approve the minutes of
the October 25, 1988 as presented. ALL AYE: MOTION CARRIED.
Mayor GUERBER declared that it was the time and the place for the
first public hearing of the evening, a Community Block Grant for
the Senior Citizen/Community Center. The request is for a grant
for additional funds for parking spaces, sidewalks, curb and
gutters and landscaping. Presentation for the grant was made by
Carlyle Briggs of B&A Engineers. There was no opposition to the
proposed grant. The grant request would be for a $50,000 matched
grant. It is estimated that $41,761 would be designated for
construction and 8,239 for administration and audit fees. 48% of
the funds would be grant and 52% local sources through donations
of funds and labor. The matched grant would include some land.
Donated sources will include landscaping and concrete.
Mr. Briggs estimated that the parking area would offer 28 spaces
at the N.E. corner, back parking would provide for 44 cars and
with the parking area established now in the front would total a
parking area of about 81 spaces in all. The grant application
must be submitted November 10, 1988.
There was a letter in favor of the grant submitted prior to 5:00
p.m. on November 7, 1988 by Wayne Crosby for record.
Moved by MINOW and seconded by MATLOCK to apply for the grant in
the amount of $50,000 for the project. ALL AYE: MOTION CARRIED.
Mayor GUERBER declared it was the time and the place for the
second public hearing, a request by the EAGLE SEWER DISTRICT for
a block grant application with the City of Eagle as a sponsor for
the district in the amount of $800,000. This grant would be a
matching community block grant also. The amount of the block
grant itself would be $263,000. The Sewer District will
contribute $105.00 to the project. There will be additional
funding through EPA and additional sources.

Kirby Vickers of JUB Engineers presented council with a facility
plan for East of Eagle. The a~ea would include Roundy's Trailer
Park on Highway 44. The reasons for the grant are health
related.
Moved by WALKER and seconded by HAMMONS to support the efforts of
the Sewer District and apply for the grant. ALL AYE: MOTION
CARRIED.
CENTENNIAL REPORT/HAMMONS: Hammons reported that each city is
attempting to locate a stagecoach or wagon for the event. The
swimming pool committee is meeting and may be a centennial
project for the city. The schools are contributing by
establishing a time capsule and there are efforts being made to
provide tee shirts with a centennial logo. The Friends of the
Library are providing a history of Eagle for the Centennial. Tom
Gilbert has proposed that Eagle establish a tourist center
through the Senior Citizen/Community Center to be able to provide
information to travelers the areas of interest. He would like to
see the Idahahosts provide their video at the center. Other
ideas are for the Eagle Fun Days events, such as cloggers,
dancers, and cowboy poets.
MAYOR'S REPORT: Mayor GUERBER asked for a presentation from Gene
Hill, representing Ada County Highway District. The highway
district is seeking permission to move a rock crusher into the
Sewer District's property off Eagle Road. He believes that the
work would be completed in 10-15 days. He would like the council
to establish hours for the crew, and reminds council that the
problems to contend with are noise, dust and the location of the
crusher. Moved by MINOW and seconded by WALKER to allow the work
to begin and establish working hours from 7:00 a.m. to 7:00 p.m.
ALL AYE: MOTION CARRIED.
It was established that council will meet again on November 9,
1988, the day after the city's special election on the liquor
referendum to canvass the votes of that election. Council will
meet at 6:00 p.m.
ATTORNEY'S REPORT: Mike Moore presented council with drafts for
2 ordinances for review. One ordinance deals with weeds within
the city and the other is a firearms control ordinance. Council
would like Dan Friend, the Eagle Fire Chief to attend the next
regularly scheduled meeting of council to discuss the weed

control issue.
CLAIMS AGAINST THE CITY= Moved by MATLOCK and seconded by MINOW
to accept the claims as presented. ALL AYEs MOTION CARRIED.
Moved by MATLOCK and seconded by WALKER to adjourn the meeting.
