Minutes - 1988 - City Council - 10/25/1988 - RegularEAGLE CITY COUNCIL MEETING OCTOBER 25, 1988 The Eagle City Council met in regular session on October 25, 1988 at 7:30 p.m. Mayor GUERBER presiding. Roll call showed the following members present: MATLOCK, GARY WALKER. Absent: STEVE HAMMONS. TOM MINOW, STEVE Moved by WALKER and seconded by MINOW to approve the minutes of the October 11, 1988 meeting as presented. ALL AYE: MOTION CARRIED. Moved by WALKER and seconded by MINOW to approve the minutes of the October 18, 1988 special meeting. ALL AYE: MOTION CARRIED. SENIOR CITIZEN LEASE was discussed. The lease will be approved with an addition of a list of projects that are to be completed. Moved by MINOW and seconded by WALKER to approve the lease and Resolution 7-88 providing for the lease as presented. ALL AYE: MOTION CARRIED. REPORT ON THE PARKS: Dr. Roy Peterson, parks supervisor, advised the council of the conditions of the parks. Dave Spriggs will turn the water off this week. Dr. Peterson made a request for the city to adopt an weed ordinance similar to Meridian's in order to control that problem. Dr. Peterson would also like to see the city provide some transportation for park use. Dr. Peterson commented on the addition of the canopy to Orval Krasen park as an asset to the park, and advised the council that this would be his last year as supervise park projects. Dr. Peterson was given a standing ovation for his work in the parks for the past two years. ADA PLANNING ASSOCIATION: Presentation by Erv Olen. Mr. Olen presented the council will the transportation study and informed them that the bypass was on the 1992 schedule. He requested a committee be formed in additional studies. Mr. Olen suggested the committee include council members, P&Z members and Chamber of Commerce members. He asked that the goals and objectives be included in the comprehensive plan later. RESOLUTION 8-88: BANBURY INCLUSION INTO THE EAGLE FIRE DISTRICT: Moved by WALKER and seconded by MATLOCK to adopt the resolution as presented. ALL AYE: MOTION CARRIED. The Centennial report was tabled until HAMMONS is present. EAGLE CITY COUNCIL MEETING OCTOBER 25, 1988 PAGE 2 MAYOR'S REPORT: Mayor GUERBER reminded the council of the legislative dinner coming up. A letter received by City Hall was brought into discussion regarding use of firearms within the city. The City Attorney, Mike Moore was asked to submit a proposal for a firearms control ordinance for council review. WALKER requested a proclamation from the council and mayor regarding the upcoming Red Ribbon Campaign, the theme is "the choice for me, drug free" Mayor GUERBER will sign a proclamation for that cause. The weed control ordinance previously suggested by Dr'. Peterson was discussed. The City Attorney will submit a proposed ordinance on it at a later date. CLAIMS AGAINST THE CITY: Moved by MATLOCK and seconded by WALKER to approve the claims as presented. ALL AYE: MOTION CARRIED. Motion for adjournment by MINOW and seconded by WALKER.
