MINUTES
The Design Review Board met in regular session May 28, 2020, Brasher presiding.
1. CALL TO ORDER calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, GRUBB, SAYER,
BAER, GERMANO, KOCI, DUPERAULT. (PRESENT VIA WEBEX: GERMANO,
DUPERAULT). A quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

4. UNFINISHED BUSINESS:
A. ACTION ITEM: DR-11-20—Common Area Landscaping within Hollyhock
Estates Subdivision—Maddvn Homes, LLC: Maddyn Homes, LLC, represented
by Kyle Enzler, is requesting design review approval of the common area landscaping
within Hollyhock Estates Subdivision. The 6.72-acre site is located on the east side of
North Lanewood Road approximately 770-feet north of the intersection of West
Floating Feather Road and North Lanewood Road at 2220 North Lanewood Road.
This item was continued from the March 12, 2020, meeting.

Brasher moves to approve DR-11-20— Common Area Landscaping within Hollyhock
Estates Subdivision with the site specific and standard conditions of approval with
the following modifications:
Site specific condition #3: Add sentence at the end, this may be achieved by
increasing the slope of the berm up to 2-1 provided there is no lawn on that section.
If an easement is utilized to achieve this, the easement shall prohibit fencing within it
and provide access for any irrigation in it.

5. NEW BUSINESS:
A. ACTION ITEM.' DR-15-20—Change of Use from Residential to Outdoor
Preschool, Nursery (Plant Materials), and Residential—Tamara Jahelk and
Miranda Deckwa: Tamara Jahelka and Miranda Deckwa Jasper are requesting
design review approval for a change of use from residential to outdoor preschool, a
nursery business, and residential. The 1.41-acre site is located on the north side of
East Dunyon Street approximately 320-feet west of the intersection of North
Parkinson Street and East Dunyon Street at 2230 and 2248 East Dunyon Street (Lots
12 and 13, Block 2, Randall Acres Subdivision No. 15).

Brasher moves to approve DR-15-20 Change of Use from Residential to Outdoor
Preschool, Nursery (Plant Materials), and Residential with the site specific and
standard conditions of approval as written with the following modifications:
Site specific condition #19: The fencing around the preschool area as required by
the State of Idaho shall be in place prior to operation of the preschool.
Site specific condition #20: Three months shall be added to the fence construction
time frame approved by city council.

B. ACTION ITEM: DR-21-20—Master Sign Plan for an Outdoor Preschool and
Nursery (Plant Materials) —Tamara Jahelk and Miranda Deckwa: Tamara
Jahelka and Miranda Deckwa Jasper are requesting design review approval of a
master sign plan for an outdoor preschool and a nursery (plant materials). The 1.41-
acre site is located on the north side of East Dunyon Street approximately 320-feet
west of the intersection of North Parkinson Street and East Dunyon Street at 2230 and
2248 East Dunyon Street (Lots 12 and 13, Block 2, Randall Acres Subdivision No.

C. ACTION ITEM: DR-16-20—Bank with Drive-Up Service—Hawkins Companies:
Hawkins Companies, represented by Brittnee Elliott, is requesting design review
approval for a 4,200-square foot bank with drive-up service. The 0.79-acre site is
located on the north side of East Eagles Gate Drive at 80 East Eagles Gate Drive
within The Bridges at Lakemoor (Lot 3 & por Lot 4, Block 1, Lakemoor Commercial
South Subdivision).
Member Koci has recused himself from this item. Member Duperault has recused
himself from this item.

Brasher moves to approve DR-16-20—Bank with Drive-Up Service with the site
specific and standard conditions of approval as written with the following
modifications:
Site specific condition #9: The applicant shall provide revised elevations indicating
location and types of gutters to be reviewed by staff and one member of the Design
Review Board.
Site specific condition #10: The applicant shall provide a revised landscape plan
indicating mulch or rock and the type of utilized in planting beds.
Site specific condition #11: The applicant shall provide a revised landscape plan
indicating that the evergreens providing screening for the drive-thru shall be 48
inches in height at time of planting, to be reviewed by staff and one member of the
Design Review Board.
Site specific condition #12: The applicant shall provide revised elevations indicting
that the standing seam metal roofing shall utilize concealed fasteners.
Site specific condition #13: The Design Review Board strongly recommends the
applicant specify the potted plants shown on the elevation renderings, if the
applicant does so they shall provide cut sheets for the pots to be reviewed by staff
and one member of the Design Review Board. Seconded by Grubb. ALL

D. ACTION ITE: DR-17-20—Modification to the Exterior Building Elevations and
Site Landscaping for a Restaurant with Drive Through—Dan Todd: Dan Todd,
represented by Amanda Ryan with BRS Architects, is requesting design review approval
to modify the exterior building elevations and site landscaping for a restaurant with drive
through. The 0.32-acre site is located on the southeast corner of East State Street and
South 2"d Street at 231 East State Street (Lots 1 & 2, Block 6, Aikens Add to Eagle
Subdivision).
Members Koci and Grubb have recused themselves from this item.

Brasher moves to continue DR-17-20—Modification to the Exterior Building
