SPECIAL MEETING MINUTES
MAY 19,2020
1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m.
2. ROLL CALL: Present: PIKE, GOLD, PITTMAN, BAUN. All present. A quorum is
present.
3. PLEDGE OF ALLEGIANCE: Mayor Pierce leads the Pledge of Allegiance.
4. FY 20/12 Budget Presentation:
a. Presentation of FY 20/21 Library Budget—Library Director, Steve Bumgarner.
Library Director Bumgarner provides the Council an overview of the Library Budget.
General budget discussion.
b. Presentation of FY 20/21 Public Works Budget—Public Works Director, Eric Ziegenfuss.
Public Works Director Ziegenfuss provides the Council an overview of the Public Works Budget.
General budget discussion.
c. Overview of FY 20/21 Budget—City Clerk/Treasurer—Sharon Bergmann.
City Clerk Bergmann provides an overview of the calculation of property taxes. General
discussion. The assessor's office will send out the New Construction Tax Roll and the
Annexation Values on June 1, 2020.
Idaho Suicide Prevention Hotline. City Clerk Bergmann, 4/28/19 the Council approved a payment
of$10,000. Does the Council want to fund this organization in FY 20/21? Council requests that
representative for the Idaho Suicide Prevention Hotline provide Council a presentation at the next
Budget Meeting.
General discussion on the following Budgets:
Park Fund
Pathway Fund
Police Impact Fee Fund
Clerk's Department
Executive Department
City Clerk Bergmann: The Fun Days, Recreation & Special Events Budgets will be presented at
the next Budget meeting.
d. Next Budget Meeting. June 2"d or June 16th1?
General Council discussion. The next Budget meeting will be held on June 16, 2020.

5. EXECUTIVE SESSION: 74-206. Executive session—When authorized. [effective until
July 1, 2020] (1)An executive session at which members of the public are excluded may be
held, but only for the purposes and only in the manner set forth in this section. The motion to
go into executive session shall identify the specific subsections of this section that authorize
the executive session. There shall be a roll call vote on the motion and the vote shall be
recorded in the minutes. An executive session shall be authorized by a two-thirds(2/3)vote
of the governing body. An executive session may be held:
(a) 74-206(e)To consider preliminary negotiations involving matters of trade or commerce
in which the governing body is in competition with governing bodies in other states or
nations.
Gold moves to go into Executive session to consider preliminary negotiation involving
matters of trade or commerce in which the governing body is in competition with governing
bodies in other states or nations. Seconded by Pittman. ALL AYES: MOTION
CARRIES
6. ACTION ITEM: Possible action to approve incentives and support for Project Hootch..
No Council action was taken on this item.
10. ADJOURNMENT:
Gold moves to adjourn. Seconded by Pittman. Mayor: we are adjourned.
Hearing no further business, the Council meeting adjourned at 9:20 p.m.
