JUNE 14, 1988
The Eagle City Council met in regular session on June 14, 1988,
at 7:30 in the new City Hall. Mayor GUERBER presiding.
Roll call showed the following members present: TOM MINOW, STEVE
MATLOCK, GARY WALKER. STEVE HAMMONS absent.
Moved by MINOW and seconded by WALKER to approve the minutes of
the May 24, 1988 meeting. ALL AYE: MOTION CARRIED.
BEER AND WINE LICENSE APPLICATION/Connie Reitan: Moved by
MATLOCK and seconded by MINOW to approve the application as
presented. ALL AYE: MOTION CARRIED.
TRASH HAULING LICENSES: Moved by MATLOCK and seconded by MINOW
to approve the application for trash hauling from BFI, Boise-Ada
and Ida Clean. ALL AYE: MOTION CARRIED.
HOOK LINE AND SINKER-DESIGN REVIEW APPLICATION/Edwards: Moved by
WALKER and seconded by MINOW to approve the Design Review
application for the sign, camping, and landscaping as approved by
the Design Review Committee. ALL AYE: MOTION CARRIED.
SENIOR CITIZEN LEASE: Clarification in the Eminent Domain
section of the lease, page 5, was discussed. Moved by MINOW and
seconded by MATLOCK to amend Resolution 1-88, to add the change
in the section EMINENT DOMAIN, of the lease. ALL AYE: MOTION
CARRIED.
GRANT OF WATER SERVICE LINE EASEMENT: Moved by MINOW and
seconded by WALKER to approve the easement with the following
corrections: Page 1, third paragraph, "for the purpose of
construction, operation--" to be changed to "for the purpose of
constructing, operating,--", and the sixth paragraph deleting
"After the pipelines have been initially constructed". The
paragraph starting with "The GRANTEE shall be responsible--".
ALL AYE~ MOTION CARRIED.
FINDINGS OF FACT/CONCLUSIONS OF LAW/Karpach: Moved by MATLOCK
and seconded by WALKER to approve as presented. ALL AYE: MOTION
CARRIED.
PARKS/Dr. R. Peterson: Presentation on the work in the parks,
and vandalism there also. Dave Spriggs will be contracted to
maintain and repair the sprinkler system this year. There is no
more information regarding Block Bros. donation of land for
additional land for the O.K. Park.

SUMMER RECREATION/Cecilia Monda: Presentation by Cecilia to
report progress of the summer recreation to council and citizens.
There will be a bike ride to Eagle Island. Cecilia will also
provide a schedule of events this week.
ADA COUNTY TRANSMITTAL 88-02-VAC/Yorgason~ Vacation of common
areas. Moved by MATLOCK and seconded by WALKER to approve the
transmittal as presented. MINOW: abstained from vote as a
relative bought one of the lots in the subdivision in question.
ALL AYE: MOTION CARRIED.
ADA COUNTY TRANSMITTAL 88-03-SP/STOREHOUSE CHURCH: A application
for special exception for temporary use of the former 7 Mile
Lounge to a church. Applicant is the tenant, not the owner.
Present Ada County zoning, C-2, does not allow churches in that
particular zone. Moved by MATLOCK and seconded by WALKER to
approve the transmittal with the condition that the owner of the
property be in agreement with the application. ALL AYE: MOTION
CARRIED.
ADA COUNTY TRANSMITTAL 88-05-PR/Wolin and 88-06-PR/Wolin: Moved
by WALKER and seconded by MATLOCK to approve both transmittals as
presented. ALL AYEs MOTION CARRIED.
ADA COUNTY TRANSMITTAL 88-19-TLQ/Mason: Mobile home used as
temporary living quarters. Moved by WALKER and seconded by
MATLOCK to deny the application based on lack of information.
will review at another time providing questions are answered as
to, close relative, and what kind of time limit, are answered.
ALL AYE: MOTION CARRIED.
ADA COUNTY TRANSMITTAL 88-30-CU/Beggrow: Addition to the Golf
Course. Moved by WALKER and seconded by MINOW to approve the
transmittal with the stipulation that the addition include
central sewer. ALL AYE: MOTION CARRIED.
MAYOR/ATTORNEY: Council was advised that the City of Eagle won
litigation with the suit regarding the franchise/Intermountain
Gas. Fred Shoemaker, attorney will make application for attorney
fees through the court.
Mayor GUERBER advised the council that we have received a
donation of $287.67 from Mrs. Krasen for the Orval Krasen Park.
The donation is to be used for a wooden canopy over the table in
that park and a memorial plaque.

There is a request for playground equipment in Orval Krasen Park.
Mayor GUERBER commented on the work being done on Stierman by Ada
County Highway. Only the preliminary work has been completed the
final work will be done within the month.
EAGLE FUN DAYS: The golf tournament grossed $190.00 for the
Senior Center, $250.00 was made on the fun run, the Library made
$922.00 which will be used for the purchase of video tapes for
the Library, and the booths grossed $235.00. The oyster feed was
reported to have made $7,000.-$8,000 profit, which will go to the
Fireman Fund and will provide equipment and supplies, plus
sponsoring softball teams, boy scouts, etc. The oyster feed was
mentioned on the Today Show. It was suggested that next year, in
the planning of fun days, a councilman be on the committee since
at the dance this year there were some problems. Some
alternatives to a dance may be in order.
SWIMMING POOL: MINOW reported that his committee is checking
with other communities in order to find out answers to financing,
how to meet expenses, and types of pools. They will be forming a
questionnaire in order to get the survey completed.
A request was made from Mr. & Mrs. Reitan that liquor be allowed
in Eagle. The attorney was requested to study the laws regarding
undertaking liquor in Eagle being permitted.
CLAIMS AGAINST THE CITY: Moved by WALKER and seconded by MINOW
to approve the claims as presented. ~JuL AYE: MOTION CARRIED.
WALKER informed the council that we were covered by insurance
until August 26, 1988. Work is being done for final insurance
coverage.
Moved by WALKER and seconded by MINOW to go into Executive
Session regarding Personnel. ALL AYE: MOTION CARRIED.
The time was 8:50 p.m.
Executive session ended and regular session was called to order
at 10:45 p.m.
The meeting adjourned at 10:50 p.m.
