Minutes - 1988 - City Council - 05/10/1988 - RegularEAGLE CITY COUNCIL MEETING MAY 10, 1988 The Eagle City Council met in regular session on May 10, 1988, at 7~30 p.m. Mayor GUERBER presiding. Roi1 call showed the following members present: TOM MINOW, STEVE MATLOCK, GARY WALKER, STEVE HAMMONS. Moved by HAMMONS and seconded by MATLOCK to approve the minutes of the April 12, 1988 meeting. ALL AYE: MOTION CARRIED. PUBLIC HEARING/KARPACH VARIANCE: Mayor GUERBER declared that it was the time and place for a public hearing regarding a variance application submitted by Roberta Karpach. Speaking on behalf of the applicant was Robert DeShazo. Mr. DeShazo stated that the reason for the variance request was that the lot was not suitable to build a home without variances to set-back requirements. There was no opposition to the proposed project. Public hearing closed. Moved by MATLOCK and seconded by MINOW to approve the set-back requirements as recommended by Eagle P&Z, a rear set back from 25' to 15'3" and a side set-back from 7 1/2' to 1'6". ALL AYE: MOTION CARRIED. BRUCE HONEY PRESENTATION: Candidate for Ada County Sheriff. Advised Council that he would use Eagle as a substitution in order to have a patrol car here at all times. ADA COUNTY TRANSMITTAL 88-03-PR: MATLOCK to approve the request road. ALL AYE: MOTION CARRIED. Moved by MINOW and seconded by from Ada County for a private ADA COUNTY TRANSMITTAL 88-15-CU: by WALKER to approve a storage plant. ALL AYE: MOTION CARRIED. Moved by HAMMONS and seconded building to a hot-mix asphalt AMENDMENT COMPREHENSIVE PLAN: Moved by MINOW and seconded by WALKER to approve the proposed amendments with the recommendation of the Eagle P&Z to modify Section 6.5-2.2 using the upper case "N" in non-farm. EAGLE CITY COUNCIL MEETING MAY 10, 1988 PAGE 2 ORDINANCE #138, TO PROHIBIT ABANDONING VEHICLES AND PROVIDING REMOVAL~ First reading, by title from MATLOCK. PARKS: Dr. Peterson advised the council about the repair of the sprinkler systems in the park, he has asked for bids on a contract for repair. He asked the council for a portable toilet for the summer at the tennis courts in order to provide facilities for the youth workers and park patrons. Dr. Peterson checked with "A" Co, Inc., which will provide the facility for $54.00 per month. Dr. Peterson told the council that the storage facility for the park would cost approximately $800. Bob DeShazo said that he would check on donated supplies in order to build a storage shed with wood and not have a metal building, then would advise council. Dr. Peterson now has the new commercial lawnmower for the parks. Moved by MATLOCK and seconded by HAMMONS to approve the funds in the amount of $54.00 per month for the facilities that Dr. Peterson requested in Friendship Park. ALL AYE: MOTION CARRIED. U OF I CONTRACT AND RESOLUTION #4-88, SUMMER RECREATION PROGRAM: Moved by MINOW and seconded by MATLOCK to approve the contract and resolution as presented. ALL AYE: MOTION CARRIED. APPOINTMENTS: Moved by MATLOCK and seconded by WALKER to approve the appointment of Mike Rutledge to the Eagle Planning and Zoning Commission. ALL AYE: MOTION CARRIED. Moved by WALKER and seconded by MINOW to add to the agenda LIBRARY DISCUSSION. ALL AYE: MOTION CARRIED. CONTRACT WITH ADA COUNTY FREE LIBRARY DISTRICT: Presented by Ada Costanza, new requirements provide difficulties for the Library. It was suggested that the Library form its own district. See attached proposal. SENIOR CITIZEN/CITY HALL LEASE AGREEMENT AND RESOLUTION 1-88: Moved by MINOW and seconded by WALKER to approve the lease and resolution, with the added items with include: 1. Renewal section, page 2, section 1 and 2. 2. Insurance-Seniors will have a rider policy to the city. 3. Sharing to common areas, maintenance of exterior of building, telephone costs, and 60-40 utilities. EAGLE CITY COUNCIL MEETING MAY 10, 1988 PAGE 3 4. Page 4, use by other groups, and scheduling by senior citizens. 5. Completion of landscaping by city. PUBLIC MEETING: Time set for public input on the new building and miscellaneous for May 24, 1988 at 8:00 p.m. at the new building. Council will meet at 7:30 p.m. prior to meeting. Notice to Bessie Clark for senior participation. Mayor GUERBER advised council that a committee has been formed to look into the possibility of a community swimming pool. LAW ENFORCEMENT: Tabled until after the election. Moved by MINOW and seconded by WALKER to go into executive session for the purpose of legal and personnel matters. The time was 9:00 p.m. Regular council session resumed at 10:10 p.m. CLAIMS AGAINST THE CITY: Moved by MINOW and seconded by WALKER to accept the claims as presented. ALL AYE: MOTION CARRIED.
