Minutes - 2020 - City Council - 05/01/2020 - Special EAGLE CITY COUNCIL SPECIAL MEETING MINUTES May 1,2020 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 12:31 p.m. 2. ROLL CALL: Present: PIKE, GOLD, PITTMAN, BAUN. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: 4. ACTION ITEM: APPOINTMENTS TO THE EAGLE BUSINESS AND WORKFORCE RECOVERY COMMITTEE: In accordance with Resolution 14-19, Mayor Pierce is requesting Council confirmation of the appointment of up to 9 members to the Eagle Business and Workforce Recovery Committee. All members will serve the same 12-month term that ends in April 2021, unless this term is amended by Resolution of the City Council. Mayor introduces the item. Discussion regarding the composition of the Committee. The Mayor recommends the appointment of the following: Richard Nalder (barber & beauty business owner), CJ Cacioppo (restaurant owner) , Brandee Kennington (gym owner), Ellaine Fredriksson (new small business owner) , Meg Glasgow (small business owner) , Nat Clarkson (Eagle resident), Mark Butler (developer), Ryan Kuhns (entrepreneur) and one member from the Chamber of the Commerce (add in what sector is represented by each individual listed). The Mayor, one Council Member and the Economic Development Director would serve as advisory members. General discussion. Pittman moves to take a 15-minute recess. Seconded by Pike. ALL AYE...MOTION CARRIES. General discussion. Bann moves to approve the 9 candidates recommended by the Mayor. The 9 candidates include Richard Nalder, Christopher Cacioppo, Brandee Kennington, Ellaine Fredriksson, Meg Glasgow, Nat Clarkson, Mark Butler, Ryan Kuhns and a designee from the Chamber. Seconded by Pittman. Discussion. Bann amends the motion to add Mayor Pierce, Council member Pike and Economic Development Director Robin Collins are to serve as advisory members. Second concurs. ALL AYE...MOTION CARRIES. 5. ACTION ITEM: IMPLEMENTATION OF THE GOVERNOR'S 4 STAGE PLAN TO REOPEN IDAHO: A request for the Eagle City Council to set forth plans to educate Eagle Residents and Businesses about the Governor's 4 Stage Plan to Reopen Idaho. Mayor introduces the item. Mayor discusses the re-opening message that the City will be bringing forth. Discussion regarding messaging to the public regarding business openings, closings and partial closings and possibly public service messaging regarding correct PPE usage. Mayor reads the statement that he is planning to release: May 1 begins the first stage of Governor Little's plan to reopen Idaho in the wake of COVID-19 with a stay healthy order. The Governor has announced the gradual reopening of the State will happen in four stages, spanning from today through June 26th, as long as there is not a surge in new coronavirus cases. You can read more about the Governor's phased plan at-.,ti,.,,,v� I want to talk about how Eagle is going to handle the staged reopening. First of all, we want to make sure that Eagle residents and businesses can start to feel normal in their community again while feeling safe. Here in Eagle, education is going to be our primary approach. We encourage everyone to follow the path that the governor has laid out, but we do not have the resources to shut down businesses that open before the governor's timeline. First and foremost. we want to make sure that all Eagle businesses are being safe and smart about their reopening plans, so that the people who have been laid off, or had to close up shop can get back to working and earning a living. Good public health practices are going to be the keys to keeping people safe while reopening the economy. So, business owners, per the Stay Healthy Order, do your research and establish health and safety plans to protect yourselves,your staff and your customers. The P boon ; IJaH S;t;, I1;>,lth. and have materials to help you build this plan. Some customers are going to be back and ready to buy right away. Others are going to need time and reassurance that coming to your business is safe. Having a health and safety plan is a great first step to help build consumer confidence. Businesses should also be following the guidance from other local and state regulating bodies, like the Idaho Department of Labor, Alcohol Beverage Control, or state licensing boards. Also, do you due diligence to make sure that you do not hurt your business by breaking any rules you agreed to when accepting federal aid dollars. The City has established a Business and Workforce Recovery Task Force comprised of members of the local business community. Their mission is to come up with the best ways to support and promote local businesses during this staged reopening and into the future, because the financial impacts of the coronavirus will extend far past the staged reopening. The City Council appointed the committee members today so that they can get to work immediately on ideas for recovery. It has been incredible to see the ways the community has pulled together. Let us continue to rally around those who need it the most as we reopen Eagle! Discussion regarding when other standing committee meetings should begin again and how to safely implement social distancing. Phase 2 begins on May 16'h, allowing the public to attend but adhere to the no more than 10 individuals on site at a time. City Attorney Villegas provides clarification on the legal criteria required to meeting current requirements for public testimony. General discussion. Gold moves to implement the Governor's four stage plan to reopen and for the City to begin having public meetings starting May 15', pending the criteria to move out of the first stage has been met. And the Eagle Recovery Task Force may begin meeting immediately. Seconded by Pittman. Discussion. Gold amends the motion to add that each Council Liaison shall create a meeting plan that will be implemented for the Committees they liaison for and bring them back to a future meeting for Council consideration.
