This time is reserved for the public to address their elected officials regarding concerns or comments they

would like to provide to the City Council regarding subjects on the agenda. At times, the City Council may
not
seek comments/opinions regarding specific City matters during this allotted time. This is the time slot to
give formal testimony on a public hearing matter, or comment on a pending application or proposal. Out of
courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3)
minutes.
CONSENT AGENDA

Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless the Mayor, a Councilmember, member of
City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the City Council.
Any item on the Consent Agenda which contains written Conditions of Approval from the
City of Eagle City Staff, Planning & Zoning Commission, or Design Review Board shall be
adopted as part of the City Council’s Consent Agenda approval motion unless specifically
stated otherwise.

Resolution 14-13 –Vacation of Easement Dry Creek Estates Subdivision:

Resolution of the Eagle City Council to vacate the utility, drainage, and irrigation
easements from the interior lot lines of Lots 1 and 2, Block 1 (Dry Creek Estates
Subdivision) as shown on the attachments hereto; and providing an effective date. The
4.77-acre site is located on the west side of N. Edgewood Road, approximately 350-feet
south of the intersection of E. Beacon Light Road and N. Edgewood Road. (WEV)
FPUD-03-14/FP-11-14 – Final Development Plan and Final Plat for Bella Terra
D.
Subdivision No. 2 – Iron Mountain Real Estate, Inc.
Iron Mountain Real Estate, Inc.,
represented by Kent Brown, is requesting final development plan and final plat approvals
for Bella Terra Subdivision No. 2, a 48-lot (42-buildable, 6-common) residential

subdivision. The 17.71-acre subdivision is generally located on the east side of North
Linder Road north of Floating Feather Road (approximately 1,320-feet north of the

FP-08-14 – Final Plat for Castlerock Subdivision – Hammett Homes:
E. Hammett
Homes, represented by Dave Yorgason with Tall Timber Consulting, is requesting final
plat approval for Castlerock Subdivision, a 6-lot (5 buildable, 1 common [private road])
residential subdivision. The 10.04-acre site is generally located on the east side of North
Meridian Road approximately 940 feet north of West Floating Feather Road. (WEV)
Noise waiver request:
F. Bill McCarrel, with The Gathering Place (50 E. State Street), is
requesting a noise waiver for July 11& 12, 2014 until 1:00 a.m. to accommodate the
activities his Eagle Fun Days activities.

Review and Approval of interior renovations at the Eagle Senior Center.
A. The Eagle Senior
Center is requesting Council approval of interior renovations the center. The seniors are
proposing renovations including painting, carpet and linoleum replacement. There will be no
expense to the City, as the Senior Center will be funding the renovations. (JDR) This item was
continued from May 13, 2014 meeting.
Discussion on crafting public participation language to be utilized on agendas

testimony regarding the application or issue before the City Council. This testimony will become part of
the hearing record for that application or matter.
. ZOA-01-14 – Zoning Ordinance Amendment – Allowing portable classrooms as permitted

uses in certain zones and establishing performance criteria for placement - City of Eagle:
The City of Eagle is proposing to amend Eagle City Code §8-2-3 to classify “Portable
Classroom” as an allowed use in certain zones and to amend Eagle. (WEV)
NEW BUSINESS:

Ordinance 721 – Annexation and Rezone (Streamside Assisted Living) :
A. An ordinance
annexing certain real property situated in the unincorporated area of Ada County, Idaho, and
contiguous to the corporate limits of The City of Eagle, to the City of Eagle, Idaho; changing the
zoning classification of said real property described herein from RUT (Rural-Urban Transition –
Ada County designation) to MU-DA (Mixed Use with a Development Agreement); amending the
zoning map of the City of Eagle to reflect said change; directing that copies of this ordinance be
filed as provided by law; and providing an effective date. The Streamside Assisted Living
annexation property is located approximately 1,300-feet west of the intersection of North
Meridian Road and West Chinden Boulevard at 430 & 450 West Chinden Boulevard. (WEV)
