Minutes - 2014 - City Council - 05/20/2014 - Special EAGLE CITY COUNCIL Special Budget Meeting Minutes May 20, 2014 1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 5:05 p.m. 2. ROLL CALL: MCFARLAND, BUTLER, KUNZ, RIDGEWAY. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance. 4. FY 14/15 BUDGET PROCESS AND BUDGET CALENDAR(SKB) City Clerk/Treasurer Bergmann provides Council the Budget Calendar and a Memo detailing the Budget process and provides an overview of the same. General Discussion. Mayor would like the Trauma Intervention Program added to the budget and will re-send the email to Council. Council would like to look at the City Contracts. 5. FUTURE GRANTS & GRANT WRITER CONTRACT (SKB) City Clerk/Treasurer Bergmann provides Council a Memo detailing the FY 07/08 and 08/09 Budgets that included funds for a Grant Writer Contract and Future Grants and Grants/Matching Funds and discusses the same. Also discusses the Grant that was procured by the Grant Writer for the improvements to the Senior Center Parking Lot. Council concurs to add Grant Writer Contract and Grants/Matching Funds or Future Grants to the FY 14/15 Budget. 6. PROJECTED REVENUE FOR FY 14/15 (SKB) City Clerk/Treasurer Bergmann asks that this item be continued to the June 3, 2014 Special Budget Meeting. Kunz moves to continue the Projected Revenue to the June 3, 2014 Special Budget Meeting. Seconded by McFarland. McFarland: AYE; Butler: AYE; Kunz: AYE; Ridgeway: AYE: ALL AYES: MOTION CARRIES 7. NEW MEMBER ORIENTAiTION—JIM MCNALL, ICRMP Mayor introduces Jim McNall with ICRMP. Jim McNall presents a power point on Understanding Roles and Responsibilities. Discusses the Legislative Branch's Roles and Responsibilities; budgeting& finance; effective personnel management; authority of individual Council Members; effective meetings; meeting purpose; public input, Idaho Open Meeting Law, and meeting rules. Council would like to schedule Mr. McNall to attend a future meeting to discuss these items. The City Clerk will work with Mr. McNall to schedule him for a future meeting. Bob VanArnem discusses the new Public Comment language on the May 13, 2014 Agenda. He finds no problems with language and it was easy for him to understand. Further discussion. Jim McNall continues with his presentation. Discusses meeting roles-staff; open meeting law basics, agendas, committees and Council liaison positions. General discussion. 8. Staff and Mayor work on a draft budget to present to the Council. Council holds budget meetings in May, June and July. July 22nd — Regular CC Meeting — last day for Council to approve a balanced budget so the budget can be published for the Public Hearing on August 11th Public Hearing Notice for the budget is published on July 28th & Aug 4th Aug l lth Public Hearing on the Budget. Council can make changes to the budget after the August 11th Public Hearing. Prior to September 3rd the City Council needs to adopt a balanced budget so the Clerk can prepare the Appropriation Ordinance for Council to adopt on or before Sept 3rd September 3rd is the last day for Council to approve the FY 14/15 Budget & the Appropriation Ordinance. September 4th is the last day to certify the tax levy to the Ada County Commissioners. If the tax levy is not certified to the Commissioners the City will not be allowed to collect property taxes for FY 14/15.
