Minutes - 2014 - City Council - 04/28/2014 - Regular EAGLE CITY COUNCIL Town Hall Meeting Minutes April 28, 2014 1. CALL TO ORDER: Councilman Butler calls the meeting to order at 6:00 p.m. 2. ROLL CALL: MCFARLAND, BUTLER, KUNZ, RIDGEWAY. McFarland is absent. A quorum is present. Councilmember Butler: Our Mayor was previously committed to a seminar in McCall so he is not here tonight and Mary McFarland's daughter had a baby that ended up in ICU so she is not here tonight. 3. PLEDGE OF ALLEGIANCE: Councilman Butler leads the Pledge of Allegiance. 4. TOWN HALL MEETING: The Eagle City Council is pleased to invite all residents within the greater community of Eagle to a town hall meeting to speak their mind about matters or opinions they believe the City Council should address or consider. We have no agenda since we wish this to be an open discussion inspired by the interests of the people of our community. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their presentation to three (3) minutes. If time permits, and after all attendees who wish to address the City Council have done so, the City Council may invite rebuttals or engage in additional discussions with the attendees. It is the wish of the City Council that each speaker be treated with the utmost respect, courtesy and afforded the right to speak without interruption. The intent of our town hall meeting is to create a friendly community spirited forum where by the Eagle community may express their views openly and freely. May we suggest this is a gathering of neighbors openly speaking with neighbors, and we hope everyone will feel welcome to participate. Councilmember Butler: We want to make the meeting real informal tonight, no need to state your name and address. The only thing to be aware of is any applications that are in the City we cannot discuss tonight including Spring Valley Subdivision and the cell tower application. The three of us have agreed on having the Clerk take notes of what is discussed this evening. This is so that the issues people raise tonight can be addressed by the Council at the next Town Hall Meeting. The agenda says 3 minutes for comments but we don't have that many people here tonight so I'm open. Discussion items: Extensive discussion on the roundabout and the safety issues with a roundabout. Discussion on the Chevron Station at State and Eagle Road and what is going to be done with the property. Eagle Sports Complex, the Flow Trail and the City and Ada County working together to manage the trails on the Ada County Property'was a topic of discussion. Public Comment on all agenda items at City Council meetings was discussed. The Code Enforcement issue in regards to the motor home behind the Gathering Place that is being lived in on a permanent basis was discussed. Discussion on improving communications between the residents and the City and discussion on the City using the Idaho Statesman for City publications instead of the Valley Times. Councilmembers writing articles for local publications without having a disclaimer was discussed. Discussion on Eagle needing parks on the West side of Eagle and having a discussion with the Meridian School District. Councilman Kunz provided a brief overview of the City's RFP for audio/video. Residents in attendance appreciated being able to have conversations with the Councilmembers in a Town Hall forum and requested another Town Hall be scheduled soon so the Mayor and Councilmember McFarland can be in attendance. 5.
