The regular meeting of the E~gle City Council was called to order
at 7:30 P. M. on September 8, 1981 by Mayor Deckard.
Members present: DECKER, HALEY, PEARMAN. Krasen was excused to testify
at Ada County budget hearing.
Moved by HALEY and seconded by DECKER that the minutes of the previous
meeting of August 25, 1981 be approved as printed.
Motion resulted as follows: AYE: DECKER, HALEY, PEARMAN. Motion
carried.
Mayor Deckard read the annual appropriation ordinance by title
only. AN ORDINANCE MA.KING AN APPROPRIATION OF MONEY FOR ALL THE
NECESSARY EXPENSES AND LIABILITIES OF THE CITY OF EAGLE, ADA COUNTY,
IDAHO FOR THE FISCAL YEAR COMMENCING THE FIRST DAY OF OCTOBER, 1981,
AND ENDING THE THIRTIETH DAY OF SEPTEMBER, 1982. THIS ORDINANCE BEING
KNOWN AS THE ANNUAL APPROPRIATION BILL, AND DECLARING AN EMERGENCY.
Moved by tiALEY and seconded by PEARMAN that in accordance with
50-902, Idaho Code, we dispense with the rule requiring an ordinance
be read on three different day, one reading of which shall be in full
and adopt this ordinance assigning an ordinance number of 77 to this
appropriation ordinance.
Roll call on the motion resulted as follows: AYE: DECKER, HALEY,
PEARMAN. Motion carried.
Moved by HALEY and seconded by PEARMAN to adopt Resolution No. 9-81
A RESOLUTION PROCLAIMING A GENERAL CITY ELECTION TO BE HELD ON
NOVEMBER 3, 1981, DESIGNATING THE POLLING PLACES, DESIGNATING THE
REGISTRARAND DEPUTY REGISTRARS, AND ORDERING THE CITY CLERK TO
PUBLISH NOTICE OF SUCH ELECTION.
Roll call on the motion resulted as follows: AYE: DECKER, RALEY,
PEARMAN. Motion carried.
Moved by DECKER and seconded by HALEY to approve Design Review
Application 7-81 submitted by Orval Smith (Smitty's Auto Repair)
for the SW Corner of State Street and Eagle Road provided that:
1. The improvements on the property adhere to Eagle City Ordinance #55
2. The materials used will be used barnwood on the exterior.
3. The roof is flat and not exposed and will use plywood and tarpaper.
4. The colors will be dark brown trim.
5. The signs will be wood letters on wood on the roof
6. No changes in the windows or glass
7. Planter box in NE corner of property
8. 5' fence on the SE corner to hide exterior storage area
9. Phase 2 will include fence on west side of lot and false front
on east side of existing building.

10. That the number of parking spaces and shown on the submitted
site plan be provided.
Roll call on the motion resulted as follows: AYE: DECKER, HALEY,
PEARMAN. Motion carried.
Moved by DECKER and seconded by PEARMAN to approve the claims against
the city for August.
Motion resulted as follows: AYE: DECKER, HALEY, PEARMAN. Motion
carried.
There being no further business to come before the council, the
meeting was adjourned.
