PRE-COUNCIL AGENDA: 5:30 p.m.- 6:30 p.m.
1. Museum Curator's Report: Alana Dunn provides a Quarterly Report for the Council.
Presents the Military Exhibit at City Hall which is now complete. Discusses getting a street sign
on Eagle Road identifying that the Eagle Historical Museum is at the next right. Council
Member Kunz brought up a suggestion that maybe two would be good. Council concurs that two
signs would be good and Council Member suggested contacting ACHD and have a sign put on
Hwy 55. Discusses the new speaker system in the Museum that plays music and every 7 minutes
a narrative the early history of Eagle plays. The Eagle Historical Society ladies bought the
speakers and the narrative was done for free. Discusses the interactive kiosks in the Museum.
I'm going to look for donations for the iPads but I do have the cost in my Budget. Steve
Bumgarner gave me some of his volunteer applicants and I will be contacting them. I have three
volunteers and I'm looking for more. Discusses a"Traveling Trunk"program. Discussion on
the Bronco Billy program. General discussion.
2. Library Director's Report: Steve Bumgarner distributes the February 2014 Usage Statistics
and discusses the same. We now have the Hobbies and Craft Collection and the Fishing Poles.
Discusses the Heirloom Seed program. General discussion on putting the garden in. General
discussion.
3. Mayor and Council Reports:
Butler: Tomorrow is the meeting with the Historic Preservation Commission and they presented
to us previously about the rooster that used to be at Merrill's Egg Farm and at this time the plan
is to put it in one of the ponds in Merrill Park. Discussion on the placement of the rooster in the
park. The Bronco Billy movie is tentatively scheduled for April 16t.
Ridgeway: Discusses having Eagle City Limits signs at the entrances to the City. General
discussion. I had a tour of the Library. We really need to paint the inside of the Library.
Facilities Director discusses painting the inside of the Library. The proposal came in at$15,000
and I only have $5,000 in my Budget. I might be able to allocate some other funds to cover the
additional cost. General discussion.
McFarland: Reports on the Eagle Sewer District meeting which was held last night. M3 was up
for their annexation into the Sewer District.
Kunz: Reports on the Industrial Development Corporation meeting on February 27th. On March
26th ACHD is holding a public hearing and decision adoption meeting concerning the proposed
recommendation of"No Build" at the Eagle Road State Street intersection regarding the concept
study that they have done. Discusses the Travel Demand Model done by ACHD and Compass
within the Treasure Valley. General discussion.
Mayor: As of last Sunday night we now have 4 new Eagle Scouts from Troop 138. Discusses
another Eagle Magazine in town which is a coffee table type which is similar to what they have
done in Meridian and Caldwell. It will be free for the first year.

4. City Hall Department Supervisor Reports:
P/R Facilities Director Aho: Discusses the Rooster that is proposed to be placed in Merrill Park
which is going through the Design Review process. The HVAC system at the Library broke
down and it took 3 days for the parts to arrive. This is the original HVAC when the building was
built. The cost for replacement will be$20,000. General discussion. Discusses the replacement
of the Eagle on the Arch over Eagle Road. The total project cost will be $22,975.00. Discusses
the work projects that are starting at the BMX Track. One area of concern is the restrooms.
Currently there is no other option but the portable bathroom. Discussion on the Mace Trail.
PZ Administrator Vaughan: The rooster has not been to Design Review yet it was before the
Parks &Pathway Commission. Reports on the Hill Road construction. Construction is to begin
the end of this year and end 2015. Discusses the Cost Sharing Agreement and the design options.
Building Official Nash: Discusses the new home starts, we are at 136 through March 11th and
last year at the same time we had 103 starts. Last year at this time we had 46 new starts and this
year we have 71. The new subdivisions are contributing to this. I now have a full team in place.
We cleaning up the Department and sorting through records. We hired an Administrative
Assistant that is going to become a Certified Permit Tech. Discusses the Code Adoptions.
5. City Attorney Report: You have seen the correspondence question how we undertake your
invocation prior to the meeting and we will prepare a response and we have monitoring all issues
regarding public prayer through the courts. We have been monitoring the Design Review
Legislation as well as other Legislations. We have dealt with some Public Records Request and
we are getting ready for some public hearings that will start for the M3 Application which will be
ready to go before the Planning and Zoning Commission in April.
City Clerk/Treasurer Bergmann reports on finalizing the fixed assets of the City so the City's
insurance coverage is up to date and discusses amendments to the Records Retention Manual.
March is the beginning of the staff discussion about the FY 14/15 Budget. The budget will
discussed at the next Department Head Meeting on Thursday,March 20th and the Council is
invited to attend.

3. PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance.
4. ADDITIONS,DELETIONS OR MODIFICATIONS TO THE AGENDA: None
5. PUBLIC COMMENT:
This time is reserved for the public to address their elected officials regarding concerns or comments
they would like to provide to the City Council regarding subjects not on the agenda. At times,the City
Council may seek comments/opinions regarding specific City matters during this allotted time. This is
not the time slot to give formal testimony on a public hearing matter, or comment on a pending
application or proposal. Out of courtesy for all who wish to speak, the City Council requests each
speaker limit their comments to three(3)minutes.

Lisa Marie, 823 West Resigue St, Boise, I am announcing that I will be a candidate on the ballot
for the US House of Representative for the State of Idaho in District las a Republican. We are
also starting a new party in Idaho which will be called Pass For Kids In God We Trust party. I
really appreciate that you say a prayer at your meetings. Displays a poster that will say she is
running for President in 2016. Discusses bringing her companies to Idaho.
Teri Murrison, 2380 W. Beacon Light Road, discusses public participation and the Idaho
Meetings Act. This public expects to be invited or actually speak on any item of discussion.
Refusing to hear us says that your mind is made up. General discussion.
Butler: We have Public Comment on the Agenda and I want it removed because it is not
transparent. The reason why is people can come in say things like I have heard in the past like
the people who run the golf course and the golf course people don't know about it. I would
prefer to remove Public Comment and have a section called Public Comment but there is a time
frame before the agenda is put together that the people provide what they want to talk about to
the Mayor and the topics can be seen on the agenda therefore providing transparency. General
discussion.
6. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless the Mayor, a
Councilmember, member of City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent Agenda
will be placed on the Regular Agenda in a sequence determined by the City Council.
♦ Any item on the Consent Agenda which contains written Conditions of Approval
from the City of Eagle City Staff, Planning & Zoning Commission, or Design
Review Board shall be adopted as part of the City Council's Consent Agenda

B. Re-appointments to the Parks & Pathways Development Commission:
Mayor Reynolds is requesting the re-appointment of Charlie Baun and Marc
Grubert to the Commission. Mr. Baun and Mr. Grubert will be serving three
year terms. (JDR)
C. Noise Waiver Request: Alexis Lillie is requesting a noise waiver to be utilized
on July 12, 2014 at The Winery (formerly Wood River Cellars) in order to
accommodate her wedding reception. The waiver is requested until midnight.

D. Findings of Fact and Conclusions of Law for PP-14-13—Overton Acres
Subdivision- William & Wanda Overton: William and Wanda Overton,
represented by Jimmie Miller with John L. Scott Real Estate, are requesting
preliminary plat approval for Overton Acres Subdivision, a 6-lot(4-residential,
2-common)residential subdivision. The 4.66-acre site is located on the west
side of South Locust Grove Road approximately 1,000 feet north of Chinden
Boulevard at 3145 South Locust Grove Road. (WEV)
E. Arbor Day Proclamation: A Proclamation for the City of Eagle designating
April 25, 2014 as Arbor Day in the City of Eagle.(MA)
F. FPUD-01-14/FP-01-14—Final Development Plan and Final Plat for SCS
Syringa Subdivision No. 1—SCS Brighton,LLC SCS Brighton,LLC,
represented by Mike Wardle, is requesting final development plan and final plat
approvals for SCS Syringa Subdivision No. 1, a 56-lot(52 buildable,4 common)
residential subdivision. The 22.88-acre site is located on the north side of West

7. UNFINISHED BUSINESS:
A. Eagle Fun Days: Parks &Recreation Director Aho is seeking direction on the possibility of
closing State Street from Eagle Road to Stierman on July 12"'. Also inquiring if the City Hall
and Library campus area could be utilized to accommodate Fun Day's activities on July 11 and
12th. (MA) This item was continued from the February 25, 2014 meeting.
Mayor introduces the issue.
P/R-Facilities Director: Discusses the closure of State Street. I held a meeting and everyone was
in favor of the road closure. I'm requesting authorization to apply for the Use Permit. General
discussion.
Kunz moves that we direct Director Aho to submit the permits to close State Street from
Eagle Road to Stierman on July 12th for the hours indicated for Eagle Fun Days. Seconded
by McFarland. ALL AYES: MOTION CARRIES
B. Discussion with the Eagle Transportation Committee Representative's about the City's
recommendation and upcoming ACHD action on the State Street& Eagle Road
Intersection completed by ACHD. Public comment will be taken on this item. (JDR)
Mayor introduces the issue.
Jeff Laughlin, Chairman of the Transportation Committee,presents a power point on the State
Street&Eagle Road Intersection and discusses the same. The Committee unanimously voted for
the Council to move forward with the roundabout.
Bruce Mills, member of the Transportation Committee, discusses the ranking from the public.
Plays some videos on roundabouts. Discusses the no build scenario and the roundabout. General
discussion.
Sabrina Anderson,Planning Manager ACHD,the other circulation projects are part of the overall
plan. The projects are in the plan but they are not necessarily funded. The two projects that are
funded in the Integrated Five Year Work Plan are Plaza Drive Extension and Aikens Extension
going east. The roundabout is separate project. It is considered a congestion project while the
others are circulation projects. General discussion.
Joel Grounds, member of the Transportation Committee, I am a civil engineer that has designed
and over seen the construction of two roundabouts out in Middleton. We did quite a bit of
analysis on speed. There is quite a bit of safety reduction in them. These have been functioning
well and they are continuing to look at additional roundabouts.
Jeff Laughlin,the Committee has voted for the roundabout and the Committee agrees that a no
build is not an option, we need to do something. General discussion.
Kunz: I have taken the Eagle Road/State Street Intersection Concept Study and I have taken the
criteria and the options and the rankings that we just went through that the Stakeholder
Committee and ACHD as put together and using their data and the only thing that is subject to

slight change is how you prioritize the criteria because that is open to discussion but if you put
all of those things together the model and analysis that ACHD and the Stakeholder Committee
has put together leads me to conclude that depending on how you prioritize your criteria which is
an important part of decision making you could potentially arrive at a very different decision
other roundabout. Summarize some of the important concepts from the ACHD and Stakeholder
Committee Model.
Mayor opens the Public Comment
Jane Kramer, I was also a member of the Stakeholders Committee,there are pros and cons to
each of the alternative. I want to bring to your attention what some friends and I put out last
Wednesday afternoon. I don't know if you want to call it a petition or survey. No one has
addressed that 85 out of 100 cars that go through the intersection are going someplace other than
Eagle. We support safety and preserving downtown and business along that intersection corridor
and we don't see how that can happen with an expanded intersection or a roundabout. We are
endorsing finding alternate routes for the non-vehicle traffic intended for areas other than Eagle.
We put out at Jacksons and the Chevron Station and we have 703 signatures from people
supporting what we are suggesting and we hope to have more before the ACHD meeting at the
end of the month. Jane provides the petition to the City. General discussion.
Harry Moore,this presentation this evening is very informative. I thought that one of the
approaches was to improve some of the surface streets around Eagle and put that into the budget
and see how those improvements would improve the traffic through town. I'm trying to envision
the concept of the roundabout and it is overwhelming. I understand how it improves traffic and
slow things down.
Steve McIntyre, I have lived overseas for several years and rode on roundabouts. You need to
consider the environmental impact when considering a roundabout. We have seen nothing but
positive impact on communities with roundabouts.
Mayor: I do need to add one thing,Mr.Mark Miller who owns a business here in town ask that
we include his name as being heavily in favor of the roundabout.
Mayor closes the Public Comment
Butler moves that the City of Eagle recommend to ACHD based upon the recommendation of our
Transportation Committee that a roundabout be installed at State and Eagle Road. Seconded by
McFarland. Discussion. The quadrant map is displayed and Sabrina Anderson discusses how
traffic moves through the quadrant. Butler calls for the question. McFarland: AYE; Butler:

Kunz moves to use the next two weeks to evaluate the quadrant and other options and report back
for a final recommendation to ACHD at the March 25th meeting. Seconded by Ridgeway.
Discussion. Bruce Wong,ACHD Director, I assume that you appreciate timely information. I
will not speak for the Commission but I think the Commission would appreciate timely
information and I have seen them not appreciate last minute discussion especially on issues that
have been well vetted and discussed. Further Discussion. Kunz withdraws the Motion. Second
concurs.
Kunz moves that the City Council call a Special Meeting for March 18th at 5:00 p.m.for the
express purpose of discussing the City Councils' recommendation for the Eagle Road/State
Street Intersection. Seconded by Ridgeway. ALL AYES: MOTION CARRIES

8. PUBLIC HEARINGS:
Public Hearings are legally noticed hearings required by state law.The public may provide
formal testimony regarding the application or issue before the City Council.This testimony will
become part of the hearing record for that application or matter.
A. VAC-02-14—Partial Vacation of Easement—Tresidio Corporation: Tresidio
Corporation, represented by Russ Van Wagenen/Jon Hastings, is requesting a partial vacation of
a public utilities, drainage, and pressurized irrigation easement from Lot 7, Block 2, within
Bellaterra Subdivision. The site is located on the east side of North Livorno Way at 1878 North
Livorno Way. (WEV)

Mayor: Does anyone on Council have any exparte contact to declare? McFarland: I believe
this was brought up at the Eagle Sewer District meeting last night so I did hear testimony but
I'm assuming it is the same testimony that we will hear tonight.
Mayor: Does anyone on Council have any potential or actual conflict of interest?None
Russ Van Wagenen,I am one of the principals of the Tresidio Corporation, I think as far as
the recommendation from Staff the two conditions the only question that we would raise is the
condition regarding the relinquishment letters from the utility companies be stricken since we
don't have any utilities located in the subject easements and we will be maintaining an
easement for public utilities,draining and irrigation through a separate instrument created
through the lot boundary adjustment and record of survey. General discussion.
PZ Administrator Vaughan: Planning and Zoning recommended approval of this vacation with
the conditions as recommended. I have never dealt with a vacation application where we
weren't' requiring the utility owners to provide their approval of the relinquishment,
understanding that they are still going to get an easement. Would you inquire from the
applicant in regards to why they do not want to provide the relinquishment letters?
Discussion on State Statute requiring the relinquishment letters. General discussion. PZ
Administrator Vaughan I believe Idaho Code requires that we the agreement in writing.

9. NEW BUSINESS:
A. Discuss state transportation issues with ITD representative: (MLB)
Mayor introduces the issue.
Butler: I asked the Mayor to put this on. I actually emailed some of the things that were brought
up by Mr. Guerber and Mr. VanArnem. I'll run through them. What is the chance to get
pedestrian improvements to make it easier for pedestrian to get across Hwy 44 near Les Schwab,
can enhancements be done to some crossing that are there,Mr. Guerber asked if Hwy 44 can be

raised so that there can be a road and pedestrian crossing underneath it, if a bridge can be put in
for pedestrians, what is happening with getting a future road connection at the half mile point
where Eagle hits 44 and Edgewood and State hits 44. Mr. Guerber mentioned that at one point
there was a stop a head beacon that was proposed or a light that notified people that were headed
west bound on 44 that they were approaching a signal for Edgewood/44. Bob VanArnem wanted
to know why ITD did not collect impact fees.
Dave Szplett, addresses issues that were brought up at a previous Council meeting. Discusses
impact fees;the light at Edgewood and the advanced warning light;the overpass, and discussion
on a right in right off at Plaza from State Street/44. General discussion.
B. Review of 2004 Western Area Comprehensive Plan Goals : (JDR)
Mayor introduces the issue.
Planner Baird-Spencer provides Council an overview of the 2004 Western Area Comprehensive
Plan Goals. General discussion.
C. Ordinance 700 A—Amending Flood Control Regulation Code: An ordinance of the City
of Eagle, Idaho, a municipal corporation of the State of Idaho, amending Eagle City Code Title
10, "Flood Control", Chapter 1 "Flood Control Regulations", Sections 1, 3, 6, 7, 8, And 9;
providing a repealer clause;providing for severability; and providing an effective date. (WEV)
Mayor introduces the issue.
City Attorney Buxton: Ordinance No. 700A was considered and passed and was sent in for
publication but the publication on this ordinance did not occur. If you do not print an ordinance
that was passed within 30 days it does not go into effect. Then you have to go back through the
process of passing the ordinance by the Council and then publish it within that 30 day period.
General discussion.
Kunz changes to Ordinance No. 700A: At the bottom of Page 3 of 9 LETER OF MAP
REVISION(LOMR),the 2nd sentence delete the word"shows"; and top of Page 7 2nd sentence
delete the word"the".
Butler moves,pursuant to Idaho Code,Section 50-902,that the rule requiring Ordinances
to be read on three different days with one reading to be in full be dispensed with,and that
Ordinance#700A be considered after being read once by title only. Butler reads
Ordinance#700A by title only with the amendments proposed by Council Member Kunz.

D. Ordinance 716—1St Reading-Annexation and Rezone for Creek Water Subdivision and
the Hazen property: An ordinance annexing certain real property situated in the unincorporated
area of Ada County, Idaho, and contiguous to the corporate limits of the City of Eagle,to the
City of Eagle, Idaho; changing the zoning classification of said real property from RUT(Rural-
Urban Transition) to R-3-DA(residential with a development agreement); amending the zoning
map of the City of Eagle to reflect said change; directing that copies of this ordinance be filed as
provided by law; and providing an effective date. (WEV)

Planning and Zoning Administrator Vaughan: Mr. Mayor and the Council we would ask that you
complete the first reading of this proposed annexation and rezone for Creek Water Subdivision
and we will provide you with the executed Development Agreement at your next meeting.

Creek Water Subdivision and the Hazen Property. Butler reads Ordinance#716 by title

E. Ordinance 715—1st Reading- Intermountain Gas Franchise Fee. An ordinance of the
City of Eagle,Idaho, granting to Intermountain Gas Company a twenty (20) year franchise to
construct, maintain and operate a gas transmission and distribution system; providing for the use
of streets and alleys, and rules governing the same, subjecting the grantee to all powers of the
City; setting forth the rules of the franchise and grant; providing for the right of inspection by the
City of grantee's plans, accounts, and books; requiring grantee to furnish certain maps; setting
forth the quarterly payment to the City, and the filing of quarterly reports with the city;
requiring grantee to indemnify city, and file evidence of insurance; requiring compliance with
safety regulations; setting forth an agreement not to compete,reserving power of eminent
domain; providing for surrender of franchise; granting right to salvage; requiring written
acceptance; providing for consent to sale or assignment providing for payment of publication
costs; setting forth penalties and forfeitures, separability and repeal. (SKB)

City Attorney Buxton provides an overview of the Franchise Fee Statute. You need to do the
first reading and direct the City Clerk to publish the Ordinance. You cannot adopt the ordinance
for 30 days. At the April 22nd Council meeting you will waive the three meeting rule and adopt
the ordinance.
Kunz changes to Ordinance 15: Page 4 Section X, 1st sentence change "if'to "of', and the City
of Eagle to Mr. Van Slyke it says Dear Mr. Slyke and should read Mr. Van Slyke.
Kunz moves that Ordinance#715 be read for the first time by Title only. Kunz reads
Ordinance#715 by title only and include in the motion to direct the City Clerk to have the
Ordinance published in the local media and with the corrections to the Ordinance as

F. Council action to send the Letter Agreement to Intermountain Gas for their signature.

G. Request for Proposal (RFP)for Audio/Video Services: (MA, SKB,JK)

Kunz provides an overview of the draft RFP for Audio/Video Services.
Kunz moves to adopt the draft RFP and Vendors Check List to be amended to include the
language proposed by City Attorney Buxton and to include additional mandatory and
option system requirements emerging directly from the Vendors Check List. Seconded by

H. Authorization to reallocate funds from 2013-2014 budget from Merrill Park Trail
rehabilitation to Guerber Park Playground Pad sealant$10,000: (MA)
Mayor introduces the issue.
P/R-Facilities Director Aho provides Council information about the pad and displays pictures of
the same. The pad would cost$70,000 -$90,000 to replace. We have since found out a new
product called FlexCoat which would cost$9,500.00 and has a 3 year warranty. Staff would be
able to apply future coast at an estimated cost of$3,000 per application. This was not in the
budget and the pad is a safety feature for the park. Discussion on taking the funds for the Merrill
Park Trail Replacement being used for this cost. General discussion.
McFarland moves to allocate$10,000.00 from the Operational Reserve Fund to repair the

City Attorney Buxton provides Council an overview of the annexation statutes. Annexation is a
Legislative Action. You can talk about it in general terms but what you cannot talk about are the
types of land use. You do not want to predetermine on how you would act or what you would do
or if an application ever came to you how you would address that. Discussion on forced
annexation. General discussion.
Dan Richter, I am the Managing Partner for the Avimor Ownership Group. As to cost to Eagle
our infrastructure is already in. As far as services Eagle would provide; we have our own sewer
system and water is provided by United Water. We built a substation for electric and that is all
in. The natural gas lines are already in. We have services from the Ada County Sheriff and we
are annexed into Eagle Fire District so I don't know what the costs would be. We are pretty
much self-supporting. We are 4 miles from Beacon Light and its 8 minutes to the WinCo Store.
General discussion. Our trails are open to the public now and we would like to keep the
maintenance of our parks and keep them open to the public. General discussion.
J. Discussion of Motor Sports Complex: (SR)
Mayor introduces the issue.
Dan Richter discusses the area in Avimor where a Motor Sports Complex could be build and the
type of tracks, events, and business that would locate in the area. Also discusses the potential of
having a Country Club that would sell membership to the track. It would cost about $20M to put
the infrastructure in. General discussion.
Ridgeway: I don't have an issue with the industrial development because I do think we need
that. I keep hearing about the race facility and what I'm concerned about is the circle track and
the drag strip. My experience with these types of facilities is that competition is just not good.
In my opinion, if a drag strip or circle track was built here it would cause either track that not to
be successful or it would put two well established tracks in this area out of business.
Richter: there is a little bit of misconception about what the track is about. The track would be
more of a recreational track not so much for events that are sponsored by those other two.
Discussion on a track operated like a golf course/club house(motor sport country club)and the
track could be rented. The industrial users that manufacture auto parts would rent time on the
track to test their products. So it is not the type of track where you will see those big events like
you will see the tracks in Meridian and outside Eagle.

Ridgeway: I bring this up because I have heard all of these rumors that Firebird is going to be
closed and sold off to development and it is not a safe track. I have talked to those people and in
the last 6 years that track has been the top track in the Northwest 3 of those years. I'm not sure
the families are going to close that track and to work for you. I appreciate you saying that.
K. Discussion of Branding of Eagle: (SR)
Mayor introduces the issue.
Ridgeway,I'm having a hard time with this one. If we are going to brand Eagle I think we
should talk about this. We need to discuss this as a Council. We are a City of parks and
pathways. I would like for us to work on this as a Council. I think it would be great if we have a
brand for the City. I will be glad to work on this. General discussion.

• 2008 worked with ACHD, Canyon Highway District #4, & COMPASS on
identifying a connection between Beacon Light and Purple Sage (northern
loop) between Ada and Canyon Counties. City supported the corridor
and inclusion in LRTP (aka Purple Light Corridor).
• 2006 Floating Feather Re -alignment study. Identified Floating Feather as
having an overpass to SH16 (no direct access) in the long term. Focused
through traffic to Beacon Light Road. City supported this study.
• Presented to ITD Board the City's access management strategy included
limited access on SH1 6 and planned 1 mile separation.

Dear Eagle Residents,
We have over 300 children homeless just in the Boise area living in our local shelters.
along the rivers, under the I-84 Connector next to Rhodes Skate Park. This has to
cone to an end, no matter what I will personally make sure there are no children
living on our streets and next to the river under the age of 18 in our city.
From deep in my heart everyone must know that Tom Holloway of Albertson's Eagle
and John Williamson of Williamson Ranch helped me unconditionally. For the past 6
months returning back to Idaho, there was no way I could have carried on every day
building solutions right now. Soon press releases about how these two men made sure
1 was safe during my homeless journey in Florida, California and Arizona.
It is great to be home because Eagle. Idaho is my love and joy. Thank you to Jim
Reynolds for allowing me to present to city council many times. Keeping my city
informed about bringing all of my new companies, PASS4kids University,
SunnRooibos & ReddRox back home to Eagle. All pictures of living on the streets for
over 3 years will become available to be viewed first by all Eagle residents. This
picture I personally took next to Rhodes Skate Park this summer. Every day I cry
because this is happening in every city I am in.
Starting today I will hug everyone and visiting businesses bringing my new brand
LysaSays Earthfood Cookies & MyHartBars. These foods are all made with
SunnRooibos & lots of nutrient dense ingredients that my NFL world adore and life
saving for all homeless children.

Lisa Marie Story
Dear Governor Butch Otter & President Barack Obama,
My name is Lisa Marie and I was born in Riverside, Calif. Tampa, Fla.,
is where my deep southern roots were established and is one of the main
reasons for my many successes as an adult.
Idaho became my home at the age of 14 and 1 am thankful every day
because it took a full year to convince my mother that we should move to
the gem state. Getting on an airplane in 1979, from Rhode Island to
Idaho, was true pioneering in those years, considering we carried 14
boxes and 2 bicycles.
When we moved to Idaho, we did not have a car for over 2 years. Were
we poor? Indeed, but my mother made sure that I had clean clothes,
food, and a safe place to live. Mostly, she loved me unconditionally and
did not drink or smoke, and thank goodness she never used drugs.
The Idaho school system was my foundation. Being a Golden Girl at
Capital High School was a privilege. Graduating in 1981, from Boise
High School was my proudest moment, moving to a new high school in
your senior year is dramatic; my school mates, teachers and my
guidance counselor Mrs. Bender changed my life forever.
In 1983, becoming a Boise State University student was a dream come
true, professors intrigued me, especially the ones that actually
experienced what they taught. My love has always been science and
math, the passion for chemistry was unchartered waters. There was a
job available in the chemistry department and how excited I was to learn
about natural ingredients. To actually hold and touch these amazing raw
earth miracles blew my mind every day.
My mother was poisoned from second-hand cigarette smoke and fired
from Boise Cascade in 1986, which is the reason why 1 am so passionate
about whatever I set my mind do and will not fail. Today, my mother still
suffers, and my son was born breech because of serious neglect from my
OBGYN and Saint Luke's Regional Hospital.
1just felt like a number and we almost died. In 1993, 1 was losing my
family and no money in the world could help. This is when I realized that
we must set goals, and conquering the impossible is possible.
Eight years later, 1 found the mystery plant rooibos, a miracle for the
world. Thus was born SunnRooibos and Reddrox. Becoming the
centerfold feature article in the "US News & World Report" and having
the opportunity to tell this story was a huge responsibility and great
honor to represent Idaho. In November 2009 being called
by Entrepreneur Magazine informing me that my quote will be seen by
millions globally. How greateful 1 was; these articles gave me the
credentials to help millions of people, which is what God leads me to
do every day.
But by the end of 2009, the amazing companies I had developed with the
endless help of my children and many Idahoans had been destroyed by
the greed of just a few.
Unfortunately, one rotten apple can destroy the entire bunch; this was
the fate of my companies, greed took over. How shocking! February
2007, the front page of the Idaho Statesman featured Idaho business
owners who purposely harmed our credibility. No longer could 1 watch
a local company that went global, developing an amazing
rooibos miracle just be destroyed. Our creation would never reach the
children and our loving shareholders would be left with nothing.
My company, ReddRox, was started with pennies and my children
helping me day and night. Resigning from ReddRox in November 2009,
wealthy for safety. The problem has become so bad that it is now
essentially illegal to be homeless in Beverly Hills.
There are reasons why some homeless children & adults have to wave
signs for money, there is not enough help.
Never did 1 think just 2 months ago an entire homeless family sitting on
a bench in between the Grove Hotel and the Centre on the Grove would
be fully ignored. People just walked by not wanting to look at this horror
story. Have we become so cold? Has life become so hard for us day-to-
day that we have lost our compassionate heart? Do we really feel like
there is nothing we can do to help our own local children? These are not
children living in a foreign country.
On that day 1 cried very hard not expecting to see our Idaho homeless
being treated the same as in Los Angeles, and New York City. Over the
past years 1 have been living a very dangerous life on the
streets. Many homeless children from the wealthiest families in
Hollywood. This past Friday, one of my homeless 15 -year-old teenagers
was shot in Hollywood, Calif. This young man had to leave his home by
age 11 sleeping wherever he could because he was forced into a gang
like many young children are. That child was very brave. If he stayed
home his family could be murdered; many families become victim to the
forced actions of many children by age 10.
Among the homeless in Calif. and Fla., there is horrifying violence
among the older homeless who prey on children and homeless
families. Unfortunately, in Boise, 1 am finding homeless predators that
look all too familiar. At night when the homeless on our streets make it
to our local shelters many do not feel safe through the night. Thank
goodness among our Boise homeless there are some leaders that look
out for the children; 1 call them the village leaders and they are
extremely brave.
But simply there are not enough government funds, shelters and people
dedicated day-to-day to help this horrific problem; the situation
ripped my soul; about a month later, sitting in Hawley Troxell being
voted off my own board while looking out at the city of Boise, a city that
I love with all of my heart, prolonged the hurt.
What would never end was my promise to God that rooibos would be in
every child's glass of water. And that the beautiful personal
relationships that were built with the most amazing trainers, coaches
and athletes in the National Football League and Major League
Baseball could never be taken away.
In 2006, spending time with Steve Jobs was truly a dream come true. His
story of being fired from his own company never left my heart. In our
final minutes, Steve looked me deep in my eyes and said "Lisa Marie, on
this day 1 cried so hard it hurt."
By the spring of 2010, it was necessary to leave Idaho knowing that 1
could not return for many years to seek help from global business
leaders. During this time, forced to go homeless 1 chose to do mission
work for over 3 years, it was necessary to determine why so many
children under the age of 25 were homeless.
Over these years, when I came home to see my family, walking our
downtown Boise streets had become very painful. Homeless children
with their families on many street corners; and many are under the age
of 25. Are you kidding me? Since Hollywood, Calif. became my home
base working with homeless children on the street day and night, it was
necessary to bring solutions back home to Idaho.
Becoming homeless in today's world was a blessing, it was necessary
for me to understand why there are so many homeless children.
Shocking of all, many children under the age of 13 in Fla., and Calif.,
are alone with no parents; I have seen them as young as 7 years
old. Over the past 2 years in Los Angeles I have named these youth "The
Children of The Night." They will beg for money on Hollywood Blvd.
then make their way to Beverly Hills to sleep in the bushes of the
continues to get worse. Of course, our shelters have rules. If you arrive
late, even if you have children, you must sleep outside. Many families
must leave during the day to try to generate some kind of income. Our
shelters do the best they can, but it is up to the residents of Idaho to
solve this increasing problem.
Please understand this problem is only going to get worse, as private
citizens to help solve this horrific situation. We can do this by
empowering holding hands, communicating and setting solid
plans. Failure is not an option!
It is time for Boise residents, business owners and their employees to be
informed how together we can build solutions and put an end to the
rising number of homeless children living on our streets or in
shelters. Every child should live in safety and stability, drug and
alcohol free. Mental abuse is hard to see. Enough is enough!
I will personally help every day to educate and train our Idaho youth
who can lead this country, solving a serious problem in our own state,
which will help this dire situation in the entire USA. Remember nothing
is impossible; we can do this with just a few dedicated leaders.
Thank you, Boise State University. Because working in the school 's
chemistry lab set my passion for science forever. With the illnesses of my
mother and son nothing was going to stop finding a cure.
In 1996, being mentored over 3 days by C. Everett Koop M.D. (the
former, and late US. Surgeon General,} was a dream. Four years
earlier 1 had researched his work as far as back as his time at
Dartmouth College; this man put his life on the line to fight the tobacco
industry and for the good of mankind. On these days death was no
longer a fear for my work ahead. Dr. Koop will forever be my
inspiration.
And now very soon, the entire story of my journey will be revealed to
children nationwide and globally. Disturbing of all we are losing our
children, in the Wood River Valley another teenager committed suicide
reaching 15 needless deaths.
In 2014, 1 plan to seek the nomination for the U.S. House of
Representatives in Idaho or California, which will be revealed March
2014. In 2016, my name will be on the U.S. presidential ballot. It is my
honor to serve our country and all of my companies will be Idaho
registered.
And now, every day, 1 shed tears of joy, because I am bringing ReddRox
and SunnRooibos back to Eagle & Sun Valley. Every Idaho child aged
25 and under will hold a share of each company. The Willy Wonka
Movie inspired me that one day I could gift children.

Chairman of the Board, Carl Johnston became a frightening nightmare. Thanks to
Wells Fargo who informed me of potential criminal actions, and to protect us
just at the right time to avoid Security Exchange Commission criminal action which
would have left ReddRox lost forever.
ReddRox Board of Directors voted in December 2009 were named in an Ada
Country police report. These individuals will be held accountable for a number of
actions that abrubtly ended ReddRox in May 2010. Documents will become public
spring of 2014 to only residents of Eagle, Idaho.
Reddrox Vice President of Sales, Alan Linder, falsely contacted Central District
Health of Idaho and the FDA. Documentation is available for our company's previous
clients and CEO of the food and beverage industry.
Boise Cascade fired my mother in 1986 leaving her poisoned from second hand
cigarette smoke forever. This spring the CEO and board of directors will be contacted
and given full details and asked to please help my 82 -year-old mother. She lives with
pain every day. Worse of all, she gave her heart and soul to her job.
Lastly, SunOpta a U.S. Company will be asked in the future by the
Idaho children shareholders why our bottle runs were ruined making it impossible to
recover from Reddrox losses in 2007. This company cannot harm another small
company ever again; I will make every effort to make sure a situation like this never
happens again.

Hundreds of Foods in U.S. Contain
Hazardous Chemical: Report
Nearly 500 foods found on grocery store shelves in the United States, including many foods
labeled as "healthy," contain a potentially hazardous industrial plastics chemical, according to a
report issued Thursday by a health research and advocacy group.
Azodicarbonamide, also known as ADA, was found as an ingredient in breads, bagels, tortillas,
hamburger and hot dog buns, pizza, pastries, and other food products, according to a report by
the Environmental Working Group, based in Washington.
Some consumer groups have called for the removal of azodicarbonamide from use in foods. Fast
food chain Subway said earlier this month that it was removing the chemical from its products,
but stated that ADA is a safe and widely used ingredient for many foods.
Azodicarbonamide is fully approved for use in food by the United States Food and Drug
Administration and the Canadian Food Inspection Agency. But ADA is banned as an additive in
Australia and some European countries.
As a food additive, azodicarbonamide is used as a flour bleaching agent and as an oxidizing
agent in dough to improve its performance for bakers. It is also used in plastics to improve
elasticity and can be found in yoga mats and shoes.
The World Health Organization states that epidemiological studies in humans and other reports
have produced "abundant evidence that azodicarbonamide can induce asthma, other respiratory
symptoms, and skin sensitization" to people working with the chemical.
The Environmental Working Group said manufacturers should immediately end the use of ADA
in food. U.S. Senator Charles Schumer, a Democrat from New York, this month called on the
FDA to ban ADA from foods.
The FDA states that azodicarbonamide can be used safely if the amount in flour does not exceed
2.05 grams per 100 pounds of flour or 45 parts per million.
