1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 1:00 p.m.
2. ROLL CALL: BUTLER, MCFARLAND, KUNZ, RIDGEWAY. All present. A
quorum is present.
*3. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA
City Attorney Buxton provides Council an overview of the process of establishing and
managing the agenda. General discussion.
4. NEW BUSINESS:
*A. Request for building permit for Lot 8, Block 3, Mace River Ranch Subdivision
No. 1 —Tradewinds General Contracting, Inc.: Tradewinds General Contracting, Inc.,
is requesting approval for the issuance of a residential building permit for a home to be
constructed within a required utility easement pending approval of the vacation of said
easement.
Mayor introduces the issue.
General discussion.
Butler moves to continue this item to January 28, 2014 meeting. Seconded by Kunz.
Discussion. ALL NAY: MOTION FAILS
McFarland moves to approve Request for building permit for Lot 8, Block 3, Mace
River Ranch Subdivision No. 1 and authorize the Mayor to sign. Seconded by
Kunz. ALL AYES: MOTION CARRIES
5. UNFINISHED BUSINESS:
A. 2014 Liaison Assignments and Associate Responsibilities: This item was
continued from the January 14, 2014 meeting.

experience as a City Attorney for cities in Idaho.
City Attorney Buxton provides Council an overview of the Open Meeting Act, Roll of
Mayor and City Council, Public Hearings and Public Comments, Contracts, Personnel,
Public Finance, Finance/Budget, and Public Utilities/Enterprise Funds/Water Department.
Council concurs to schedule another meeting to discuss Land Use.
City Staff provides the Council an overview of their departments.
