Thre regular meeting of the City of Eagle was held August 13,
1974 at 7:30 P. ~. Elmer Bacus was absent. John Smidt made
a motion to approve the minutes as printed. LeRoy Pearman
seconded the motion.
John Smidt made a motion to approve the July Treasurer's
Report and the budget review. Emily DeShazo seconded the
motion.
John Smidt gave a report on the library telling of Further
plans and adjustments to be made, including plans to be drawn
up for a city office. Emily DeShazo made a motion to allow
John $1500.00 to proceed with library improvements. LeRoy
Pearman seconded the motion.
Nr. A1 Narsden and Bryce Peterson from the Regional Planning
and Zoning Commission presented five alternative palns to
the City Council for revamping the pattern of the Regional
Planning and Zoning Commission.
#1. Continue as it is now.
#2. No Regional Planning & Zoning Commission.
#3. Planning and Zoning would be a mediator between
ACOG and the City's. No Regional Planning & Zoning
Commission.
#4. Regional Planning & Zoning Commission made up of
3 members from Boise, 3 members from the County,
and 1 from each of the citys. A comprehensive plan
would need to be developed by every enity, and
a building department in the county. This is the
plan recommended by ACOG and the Regional Commission.
#5. Same as number four except for a hearing officer.
John Smidt made a motion to direct the ~ayor to tell the
Commission that we have not had enough time to study these
alternatives, and therefore we will have to vote with #1,
or the existing system. LeRoy Pearman seconded the motion.
Emily DeShazo abstained.
Mayor Adams told the council that Jim Knapp had been hired to
do the house numbering for the City of Eagle. LeRoy Pearman
made a motion to use a 360' grid instead of the 330' grid
advised by ACOG. John Smidt seconded the motion.
The matter of flood insurance was referred to Attorney Cosho
for his recommendations at the next meeting.

Notion Home Placement. LeRoy Pearman seconded the motion.
LeRoy Pearman made a motion to refer the Beers trailers
on property to Attorney Cosho. John Smidt seconded the
motion.
John Smidt made a motion to approve Deckard's application
for a recreation center. LeRoy Pearman seconded the motion.
There being no further business to come before the council,
the meeting was adjourned.
