Minutes - 2013 - City Council - 10/09/2013 - Joint EAGLE CITY COUNCIL SPECIAL MEETING City Council and Ada County Commissioners Ada County Courthouse 1st Floor Public Hearing Room October 9, 2013 2:00 p.m. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 2:00 p.m. ROLL CALL: GRASSER, DEFAYETTE, BUTLER, PIERCE. Grasser is absent. A quorum is present. The Ada County Commissioners amended the agenda to take up item 3 first and then item 4. I. OPEN SESSION 1. Proposed Eagle Terrain Park- a. Water Study b. Planning and Zoning Issues c. ACHD Issues d. Economic Impact Study e. Business Plan 2. Other Projects/Construction Taking Place on Ada-Eagle Sports Complex a. Crit Course b. Roadside Landscaping c. Firewise Garden and Native Plant Demonstration Area d. Storage and Bathroom Facility 3. Re-Negotiation/Clarification of Lease Agreement 4. Dispose of the Property Discussion then took place regarding the "Ada-Eagle Sports Complex" property. Eagle has been working with the County on this property since 1997 and entered into a lease with the county in 2004. Commissioner Case stated this is a government to government lease. Concern of private company making a profit on public property and concerns over water. Mayor Reynolds addressed concerns regarding water issues. Special City Attorney, Susie Mimura representing the City as the special City Attorney, discussed the declared conflict of interest by City Attorney, Susan E. Buxton. Mimura discussed group meetings being held to address concerns such as water usage. Also discussed was the difference in legal opinion regarding the lease. The discussion turned to the County selling a portion of the property to the City. Mayor Reynolds recognized at this time a quorum of the City Council and asked for discussion regarding the desire to purchase property. All members expressed their views regarding the purchase of the park property. Butler moved to have the City Council work with Ada County regarding a purchase price for the property and how much of the property would be purchased. Seconded by Defayette. Defayette: AYE; Butler: AYE; Pierce: AYE: MOTION CARRIES The Commission did not discuss agenda items 1 and 2 with the City Council.
