Minutes - 2013 - City Council - 08/24/2013 - Town Hall EAGLE CITY COUNCIL Eagle Sports Complex Town Hall Minutes August 24,2013 1. Council President Defayette opens the meeting at 3:10 p.m. 2. Roll Call: Grasser, Butler, Defayette, Pierce. Pierce is absent. A quorum is present. 3. Welcome: City Council President Defayette. I want to thank everyone for being here. This is our 41t'and final public hearing on the concept plan for the Sports Complex Snowboard and Water Park. This is just like a regular meeting and we want to hear from everyone. No decision will be made tonight. The decision will be made Tuesday night at the Council meeting and it will not be a Public Hearing. Mr.Neptune has a presentation and we are hoping the presentations that are given will answer a lot of the questions you have. After the presentations you are welcome to write down your questions. We have some note cards available and we will collect them. 4. Gateway Parks Presentation—Ryan Neptune. Ryan presents a power point and discusses the same. Hopefully this presentation will address some of the concerns that you have. Our company is solely based on having fun and building fun environments for families. Our team is comprised of the most experienced snow design venue operators in the world. We are a worldwide company. Discussion on the concept plan for the Sports Complex. This project is a tiny foot print of the park. Discusses lights, noise,water and pollution. 5. Parks Presentation—Park Director Mike Aho: The Parks Department had to do some early work and determine if this was something that was worthy to bring forward to Council. I want to share 3 reasons why we are able to support this project. Discusses the Master Plan and how this project fits into the plan, the ongoing maintenance for this project compared to our other parks, and the revenue that the City will receive from this project and we are serving our families and youth. 6. Special City Attorney Presentation—Jeremy Deus: Susie Mimura, I am the special city attorney in this matter. We have done our due diligence and we formed a working group which included members of the Council. The City commissioned a water study to be completed by an engineer to assure that this would not have a negative impact on domestic wells. We had input from Council Member Pierce and we took advantage of members of the community. We posted the draft agreement on the web site. Discussion on the terms in the agreement. Jeremy Deus, provides an overview of the working group meetings. The primary areas that we studied were water,traffic,noise and light. This is a relative new concept, there are only a handful of these in the world at this point. We wanted to make sure the City was adequately represented so the City hired Terry Scanlan who is one of the foremost water experts in this area and he had done extensive work in the City. Terry's report is posted on the website. We feel comfortable where we are at in regards to the water. A traffic study was done when the Veledrome was proposed. Council President Defayette: Note cards are available for you to write your questions on they will be collected and distributed to the appropriate person. We will take a short break while you are doing your note cards. Meeting recess at 3:35 p.m. Meeting reconvenes at 3:50 p.m. General Council discussion on the procedure going forth and how to conduct an open house. 8. Q&A Session. Ryan Neptune provides answers to the questions pertaining to water for the park, the noise, the lights,weather studies,revenue to the City,the other parks that Ryan's company has built. Mike Aho provides answers to the questions pertaining to wildlife, if Ada County is going to get revenue from this park, the Concession Agreement does not need to be approved by Ada County but the City is going to take the agreement to them,we will be meeting with them next week, discussion on what the City has done to get the word out about these park meetings, discussion on the noise, discuss on the bike trails, discusses the music,traffic, Susie Mimura, Special City Attorney, answers questions and discuses the contract. Susan Buxton, representing Ryan Neptune, answers questions and discusses the contract. Council answers overall questions concerning the park. Jeremy Deus, answers questions on the reservoir,water, Tracy Uria, discusses the intersection,noise,the master plan, Lisa Grasser, discussion on the revenue that the City would receive. Jonathan Marter, discusses the parking on Horseshoe Bend Road, discusses the City water tank. Robert Bonds, discusses the traffic at the park, Karen Harp, discusses the current uses she has observed at the Park, discusses the fee for getting into this park when it is located on public land. Lowel Hurst, discussion on the water pressure. Jeff Kunz, discusses the water study on the property and the terms of the contract. Susie Mimura discusses the water system design and discusses the terms of the contract. Mark Piper, discussion on how many jobs would be created. How many other businesses are coming to Eagle to create 25 new jobs? This is a wonderful idea. I'm happy when new businesses come to town. I use the sports complex. Barry Watts, I have been a counselor for many years and many kids do not have the opportunity to part in winter sports opportunity. This park will give these kids the option to have winter sports opportunity. This park will reach across the valley to offer these opportunities. Garret Kirk, I am a younger face in this crowd, I teach swimming. I'm a member of BAMBA. I have been to a lot of these hearings,there is always going to be people who are not satisfied. This is a park that is for everyone. There are people that will want to live next to this complex. I'm grateful to people like Ryan Neptune to offer us the opportunity. Jason White, I have met with Ryan and I am very much in favor of this project. Recreation in the area helps the area. I and my company are very much in favor of this. Discussion on the revenue, what happens if there is no income on this park? Discussion on the contract. Teresa Bamber, I want to express my support for this project. This is going to be a very positive thing. Linda Snodgrass, I also had concern about the water. I would like to suggest an outdoor ice skating rink. General Council discussion. 9. ADJOURNMENT: Butler moves to adjourn. Seconded by Grasser.
