Budget Workshop
July 11,2013
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:40 p.m.
2. ROLL CALL: GRASSER, DEFAYETTE, BUTLER,PIERCE. All present. A quorum is
present.
3. BUDGET DISCUSSION:
Mayor introduces the issue.
City Clerk/Treasurer Bergmann: I have distributed to you updated information from Cameron
Arial on the Bond Fund. He is using the correct purchase price. General discussion.
City Clerk/Treasurer Bergmann introduces the budget discussion.
I. Budget Items continued from the July 10th City Council Meeting
II. General Budget Discussion:
I made changes to the personnel on the salaries that were adopted for the Mayor and Council.
General discussion on General Administration Expenditures and Professional Dues. Council
concurs to have Compass, VRT and ICOG attend the July 23, 2013 Pre-Council discussion to
discuss their organization and their dues. Continued discussion on expenditures.
Council concurs to have Budget Discussion on their July 23, 2013 meeting.
General discussion on the Executive Department and City Clerks Department Budgets.
General discussion on the Revenue,potential Carry Over Funds and property taxes. Council
concurs to add an additional $100,000 to the Reserve Fund for the 1st Quarter Expenditures.
Discussion on animal control and the fines/fess in the City's ordinance and the potential of
increasing revenue for animal control. Mark will provide me the information on animal control
from Boise City. Continued discussion on revenue.
Discussion on Park/Rec-Facilities Budget.
General budget discussion.
Council concurs to add to the Park/Rec-Facilities Budget Director Aho's Priority#1, 2 and 3 and
add $30,000 to the upgrade of the sound system in the Council Chambers, a restricted fund of
$100,000 for Trees,Light Poles and Sidewalks replacement and add $200,000 to the Operational
Reserve for ACHD/City Cooperative Reserve Fund.
Continued budget discussion.
4. ADJOURNMENT:
Defayette moves to adjourn. Seconded by Butler. ALL AYES: MOTION
CARRIES
