Special Meeting Minutes
Budget Workshop
July 10,2013
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:45 p.m.
2. ROLL CALL: GRASSER, DEFAYETTE,BUTLER,PIERCE. All present. A quorum is
present.
Defayette moves to add to the Agenda discussion on the City Hall Reserve Fund. Seconded
by Grasser. ALL AYES: MOTION CARRIES
Cameron Arial, Zions Bank, Financial Advisor for the City provides Council an overview of the
Bond process and the selling of the City Hall Bonds. Distributes handouts to the Council and
discusses the same. Discussion on the City Hall Reserve Funds and where these funds will be
applied for the purchase of the City Hall building.
Jason moves to use Scenario#3 (from the Zions Bank handout). Seconded by Defayette.

Mayor introduces the issue.
City Clerk/Treasurer Bergmann introduces the budget discussion. I would like to rearrange the
order and briefly discuss the changes in the carry over amount and then go into the Department
Budgets that will have the biggest impact on the Budget. Council concurs.
Discussion on Revenue and Carry Over.
Planning and Zoning Director Vaughan provides Council an overview of his department budget.
General discussion.
Parks/Rec-Facilities Director Aho provides Council an overview of his department budget.
General discussion.
Mayor calls a recess at 8:45 p.m.

Mayor reconvenes at 9:00 p.m.
General discussion on Parks/Rec-Facilities Budget. Council concurs to add Director Aho's List
1, 2 and 3 into the budget for discussion purposes.
Building Official Nash provides Council an overview of his department budget. General
discussion.
Kellie Rekow, Water Department, distributes a handout and discusses a rate increase for the
Water Department. General discussion. Presents the Water Department Budget. General
discussion.
City Clerk Bergmann presented the following Budgets: Arts Commission, Historic Preservation
Commission, Library Bond Fund, City Hall Bond Fund, Tree Fund, Streamside and Economic
Development Fund. General discussion.
5. ADJOURNMENT:
Butler moves to adjourn. Seconded by Defayette. ALL AYES: MOTION
CARRIES...
