The regular meeting of the Eagle City Council was called to
order by Mayor Deckard at 7:30 P. M. on December 11, 1979
at the Eagle City Hall.
Members present: KRASEN, PEARMAN, STURR.
Moved by KRASEN and seconded by PEARMAN to approve the minutes
of the regular meeting of November 13, 1979 as written.
Roll call on the motion resulted as follows: AYE: KRASEN,
PEARMAN, STURR. Motion carried.
ORDINANCES 47,48,49, and 50 were introduced for third reading.
Moved by KRASEN and seconded by STURR that in accordance with
Idaho Code 50-902, to dispense with the rule requiring the
reading in full of ordinances, as pertains to ordinances numbers
47,~8, 49 and 50. ~ii~ ¢~ v~t..~ .
Mayor Deckard read the following ordinances by title.
Ordinance #47 - annexation ordinance of Leonard Mace property.
Ordinance #48 - annexation ordinance of Marie Main property.
Ordinance #49 - annexation ordinance of Fidelity Holding property.
Ordinance #50 - annexation ordinance of Verlan Mace property.
A DESIGN REVIEW ORDINANCE was submitted to the council by a
committee who had been appointed to write this ordinance.
Moved by KRASEN and seconded by PEARMAN that in compliance
with Idaho Code 67-6511, that the Design Review Overlay District,
and amendment to the Eagle City Zoning Ordinance #40, be
submitted to the Eagle Planning and Zoning Commission to
determine the extent and nature of this amendment, to hold
hearings in accordance with Idaho Code 67-6509, and to make
recommendations to this council on the adoption, adoption
with changes, or rejection of this amendment.
Roll call on the motion resulted as follows: AYE: KRASEN,
PEARMAN, STURR. Motion carried.
A ZONING MAP ORDINANCE was introduced to the council.
Moved by KRASEN and seconded by PEARMAN that in accordance with
Idaho Code 50-902 we dispense with the rule requiring ordinances
to b~ read on three different days as pertains to Ordinance

Moved by KRASEN and seconded by STURR to adopt an Ordinance
entitled "AN ORDINANCE FOR THE CITY OF EAGLE, IDAHO, REPEALING
December 11, 1979

ORDINANCE NO. 17, OFFICIAL ZONING MAP, AND AMENDING ORDINANCE
NO. 40 OFFICIAL ZONING ORDINANCE, ARTICLE IV, TO INCLUDE THE
ADOPTING OF A ~4AP OF SAID LAND USE ZONES, ORDINANCE NO. 51.
Roll call on the motion resulted as follows: AYE: KRASEN,
PEARMAN, STURR. Motion carried.
Mayor Deckard read a letter to the council addressed to
Dick Erdley, chairman of the Ada Planning Association
requesting the Board of Directors to disclaim portions
of the Ada County Demographic and Employment Distribution
to year 2000 adopted August 1978. Councilman Krasen spoke
on the inadequacies of this report.
Moved by KRASEN and seconded by PEARMAN to confirm the Mayor's
letter of December 11, 1979 as written.
Roll call on the motion resulted as follows: AYE: KRASEN,
PEA~AN, STURR. Motion carried.
SPRUTE - COUNTY CONDITIONAL USE APPLICATION #79-61 CU
Mayor Deckard read a letter written to the Ada County Zoning
Department dated December 3, 1979 stating recommended disaproval
of this application until sufficient material had been received
by the City of Eagle.
Moved by KRASEN and seconded by PEA~4AN to confirm the mayor's
letter of December 3rd, 1979 to the Ada County Zoning Department
on the Conditional Use Application, #79-61-Cu for Gerald
and Mary Sprute.
Gerry Sprute and Attorney Bill Roden spoke in favor of the
application and presented architectural drawings and an aerial
photo of the intended use of a gravel pit.
Roll call on the motion resulted as follows: AYE: KRASEN,
PEARMAN, STURR. Motion carried.
Councilman KRASEN gave a report on the Growth Management Fees
Ordinance and discussion followed.
Roy Butler, JACKSON, MESSURI AND BATES, Auditor, presented the
council with the 1979 audit report.
Mayor Deckard read a letter to the council that he had written
to the residents of Eagle Village concerning their mail boxes.
Mayor Deckard and Councilman Pearman will visit with Mr. Campbell
concerning cars.
Councilman KRASEN asked the council to consider making deparmtment
head appointments during budgeting process and make them for
2 years. Mayor Deckard said he would take this under advisement
since he is the one to make the appointments.

EVANS # 4 SUBDIVISION - COUNTY
Moved by PEARMAN and seconded by STURR to sign the final plat
of Evans #4 Subdivision.
Discussion followed stating this subdivision was against the
Eagle Comprehensive Plan.
Councilman STURR removed his second from the motion.
Moved by KRASEN and seconded by STURR to table consideration
of this request.
Roll call on the motion resulted as follows: AYE: KRASEN,
STURR. NAY: PEARMAN. Motion carried.
Mr. Demery made a presentation to the council concerning the
building of a mortuary west of the city center in Eagle.
Moved by PEARMAN and seconded by KRASEN that the council
approve the purchase of a CANNON plain paper copier NP60
from INTERESTATE BUSINESS ~CHINES for $2785.00.
Roll call on the motion resulted as follows: AYE: KRASEN,
PEARMAN, STURR. Motion carried.
The council meeting was recessed for 10 minutes.
A public meeting was held on a Cable~Vision Franchise.
Boise-Ada Cablevision and United Cablevision made presentations
to the council.
Committee appointments of DECKARD, KRASEN, WELSH AND HALEY
were made to investigate both submittals and prepare a
presentation for the council at the regular January meeting.
Councilman KRASEN reported that he had scheduled a public
meeting at the Eagle Elementary School on January 15, 1979
at 7:30 P. M.
Moved by PEARMAN and seconded by STURR to approve the November
claims against the City of Eagle. Roll call on the motion
resulted as follows: AYE: KRASEN, PEARMAN, STURR. Motion
carried.
A copy of the minutes of Marcus/Marcus/DeShazo is to be
sent to the Idaho Housing ~ Agency
There being no further business to~efore the_council,
