The regular meeting of the Eagle City Council was called to order
by Mayor Deckard on September 23, 1980 at 7:30 P. M. at the
Eagle City Hall.
HALEY, KRASEN, PEARMAN were present. DECKER was absent.
Moved by KRASEN and seconded by HALEY to correct the minutes of
the previous meeting of September 9, 1980 as follows:
Page 2, paragraph 2, line 4 ~bee~em~ substitute.
Page 2, paragraph 2, line 6 d~e~e~ deffered.
Motion resulted as follows: AYE: HALEY, KRASEN, PEARMAN.
Motion carried.
Ordinance #62 establishing an Area of Impact and providing for
a map of that area received its second reading by title only
by Mayor Deckard.
Mayor Deckard gave a report on the Area 208 committee meeting
which was held September 19, 1980.
Councilman KRASEN gave a report from the committee to update the
comprehensive plan. He feels that the cost would be approximately
$4,000.00 to do the population, economic development, housing and
land use sections. The possibility of a grant to do this work is
being investigated.
DESIGN REVIEW #6-80
A presentation was made by Charlie Hartman representing Provident
Federal and their architect for a new Provident Federal Building
to be located on the corner of Highway 44 and Stierman Way.
A letter was read into the record from Gary Drown, Co-Owner of the
Eagle Village Shopping Center, requesting a temporary use permit
to access the Proposed Provident Federal Savings and Loan Building
to State Street for the purpose of egress and ingress, said permit
baing subject to annual review.
Moved by KRASEN and seconded by PEARMAN that the Landmark Holding
Company be granted a temporary use permit to access the Proposed
Provident Federal Savings and Loan Building to State Street for the
purpose of egress and ingress. Said permit shall be subject to annual
review by the Eagle City Council as the needs and specific layout plans
for the Eagle Village Shopping Center come into better focus~
Motion resulted as follows: AYE: HALEY, KRASEN, PEARMAN. Motion
carried.

Moved by KRASEN and seconded by HALEY to approve Design Review
Application #6-80 for Provident Federal Savings and Loan. This
council has also reviewedthe application in accordance with Eagle
City Ordinance #55 and this council concurs in the findings of the
Design Review Board. The sign and landscaping have not been approved
as yet. The applicant is to return to the Design Review Board for
approval of these items.
Motion resulted as follows: AYE: HALEY, KRASEN, PEARMAN. Motion
carried.
Moved by KRASEN and seconded by PEARMAN that the Design Review
Application #2-80 for Watson and Maxey specifically reflect that
this council approves the use of medium density overlay plywood,
specifically that made by Simpson Timber Company known as ruf-
sawn with 316 cedar batts for the siding on their building.
Motion resulted as follows: AYE: HALEY, KRASEN, PEARMAN. Motion
carried.
Mayor Deckard was asked to look into the situation of a beer license
transfer to the new owners of Sun Ray Dairy who have been operating
over a month without a proper license in the City of Eagle.
Mayor Deckard was asked to contact Nagel Beverage and ask if they
had permits to install three new Pepsi signs in the city.
A rough draft of an engineering and f~asability study on Ranch Drive
and Stierman Way was received from the Ada County Highway Department.
A copy of the study is on file in the office of the city clerk.
A special meeting of the Eagle City Council will be held September
30, 1980 at 7:30 P. M. at the Eagle City Hall to consider transactions
for fiscal year end 1979/80.
There being no further business to come before the council, the
meeting was adjourned.
