The regular meeting of the Eagle City Council was called
to order by Mayor Deckard on July 22, 1980 at 7:30 P. M.
at the Eagle City Hall.
DECKER, HALEY, KRASEN, PEARMAN were present.
Moved by KRASEN and seconded by PEARMAN that the minutes
of the previous meeting of July 8, 1980 be approved as
printed.
Motion resulted as follows: AYE: DECKER, HALEY, KRASEN,
PEARMAN. Motion carried.
Moved by KRASEN and seconded by HALEY to approve Design
Review Application #3-80 submitted by Summer's Funeral
Home, and that during the course of its deliberations, the
Eagle City Council used Eagle City Ordinance 955 as its guide.
The following items were considered with the results and
findings as indicated:
1. Materials - no change from existing stucco.
2. Roof - no change from existing roof
3. Colors - The parsonage house behind the main building will
be painted in the same color scheme as the Funeral Home.
All paint colors are to be of earthen tones.
4. Sign - There will be a carved wood sign on the SE corner
of the building within the angled column. It will have
indirect lighting and read "EAGLE-SUMMERS FUNERAL HOME."
5. Windows & glass - A verticle screen from under the roof
line to the ground will be constructed of wood and built
on the west side of the building.
The windows on the south side of the building will have
wooden shutters added.
The metal awnings on the front windows of the parsonage
house will be removed.
6. Landscaping - Plantings on the south end of the funeral home
will include groundcover and two flowering plum trees. The
existing sidewalk will be removed and the existing shrubbery
on the west side will remain. A sprinkler system will be
installed in the south shrub area.

The parking lot on the SW corner of the intersection of
Second and Idaho Streets will be landscaped as follows:
It will be surfaced with asphalt paving.
On the West side of the lot there will be a 5 or 6 feet
chain link fence constructed to be used as a trellis for
English Ivy planted in a 3 foot wide shrub area. There will
also be approximately 6 deciduous shrubs (Forsythia, Mock
Orange, etc.) spaced equally.
All existing trees on the lot will remain with the exception
of two, one of which would obstruct their entrance, and
the other is diseased. These two will be replaced in a
different location by other oak trees or flowering plum.
The new trees are to be 2-2½ d.b.h.
The existing pump house will be reconstructed in a manner
to be level with the pavement.
The applicant agrees to construct proper drainage of the
lot, possibly using the ditch on the North property line,
which will be enclosed with 12 inch re-inforced concrete
pipe. He may also make use of the drain in the alley behind
the property.
Accessory Structures - The small garage and shed north of the
parsonage house will be removed.
The parsonage house will be used as quarters by the caretaker.
Miscellaneous- Slotted window covers will be placed over the
basement window wells.
The metal support pipe under the front entry roof to the
funeral home will be wrapped in wood.
New wooden panel doors will be installed at the front entry
to the funeral home.
The applicant agrees that as finances permit he will construct
a wooden canopy the full length of the west side of the building.
Roll call on the motion resulted as follows:
KRASEN, PEARMAN. Motion carried.
AYE: DECKER, HALEY,
Larry Leach from EM5 Inc. made a presentation to the council
for a remodel on the front of the market. Ron Marshall, chairman
of the Design Review Board also spoke about the application.
Moved by KRASEN and seconded by PEARMAN to approve Design Review
Application #4-80 submitted by EM5 Inc., and that during the
course of its deliberations, the Eagle City Council used Eagle
City Ordinance #55 as its guide. The following items were
considered with the results and findings as indicated:
1. Materials - New materials will be cedar siding
2. Roof - no change to existing roof
3. Colors - New materials will be natural cedar wih the old
part of the building to be painted to match the cedar color.
4. Signs - A sign with letters made of colored plastic will
be installed on the upper portion of the store, reading
"MAIN AND FIFTH FOODTOWN."

Weekly sale specials will be placed on signs located on
the north face of the building between the windows in
enclosed window cases.
5. Windows & Glass - there will be no metal showing around
the windows and the door will be anodized.
6. Landscaping - none at the present time
Miscellaneous - This council approves the findings of
the Design Review Board shown in their minutes of
July 15, 1980.
Roll call on the motion resulted as follows: AYE: DECKER,
HALEY, KRASEN, PEARMAN. Motion carried.
Mayor Deckard announced a public hearing will be held August
14, 1980 at 7:30 P. M. at the Eagle Elementary School. The
purpose of the hearing is the Area of Impact and will be
held in conjunction with the Ada County Commissioners.
Councilman DECKER reported that he and Councilman KRASEN
had met with residents of the Lakewood Townhouse Association
in reguards to several complaints they had. He will forward
a copy of the City's nuisance ordinance to the chairman.
A letter was received from Chris KORTE, County Zoning Administrator,
asking for the city's imput into a public hearing record to
consider the rezoning of certain lands in rural areas of the
County to make the zoning of those lands consistent with
the adopted Ada County Comprehensive Plan.
Moved by KRASEN and seconded by PEARMAN that a letter be
written to Mr. Korte stating we have no comment.
Motion resulted as follows: AYE: DECKER, HALEY, KRASEN,
PEARMAN. Motion carried.
There being no further business to come before the council,
the meeting was adjourned.
