The regular meeting of the Eagle City Council was called to
order on March 18, 1980 at 7:30 P. M. by Mayor Deckard at
the auditorium of the Eagle Hills School.
DECKER, HALEY, KRASEN, PEARMAN were present.
Mayor Deckard called a 10 minute recess to give the audience
an opportunity to sign the attendance sheet and public
hearing registration card.
The meeting reconvened at 7:40 P. M.
Mayor Deckard announced that this was the time and place for
a public hearing to be held on a Design Review Ordinance.
Wayne Crosby, chairman of the citizens committee to draft the
Design Review Ordinance informed the audience of the contents
of the plan which deals with building design, project land-
scaping and outdoor signs.
Cal Williams, 3285 Sycamore Drive, Boise, Idaho spoke in
favor of the ordinance as drafted.
Gary Drown, 1915 Roanoke Dr., Boise, a representative of the
owners of Eagle Village Shopping Center, asked for moderation
in the sign and window portion of the ordinance.
Don Wilder, Eagle, requested relief of the western theme
in order to attract large corporations into the Eagle Area.
Susan Keller, Route #3, Eagle, congratulated the involved
citizens in their effort in drafting the Design Review
Ordinance and expressed her appreciation to those citizens.
There being no further testimony to come before the council,
the public hearing was declared closed.

Moved by KRASEN and seconded by PEARMAN that the following
changes be made to the Design Review Overlay District
Ordinance:
Page 2, Section D, Paragraph 1 - delete "gay nineties"
and substitute "Western."
Page 3, Section F, Paragraph 3 - add to end of paragraph
"Members will serve without compensation."
AND that we reject the recommendations of the Planning and
Zoning Commission that this ordinance include a geographical
description of the boundaries in addition to the map.
AND that this ordinance be prepared in final format for
first reading at the next regularly scheduled council meeting.
Roll call on the motion resulted as follows: AYE: DECKARD,
HALEY, KRASEN, PEARMAN. Motion carried.
Mayor Deckard announced that this was the time and the place
for a hearing to be held on changes to the comprehensive plan.
Council president KRASEN presented the proposed changes to
the audience.
Cal Williams, Boise, Idaho, State Property Owners Association,
spoke in favor of the proposed changes and annexation and
complimented the council on not using the current plan in a
"cast in stone" manner.
Don Wilder, Eagle, opposed any changes that would allow
Middlebrook, and discussed the traffic problems relevent
to that development.
Sue Keller, Route #3, Eagle, Idaho opposed the policy change
on Page 21, Paragraph 4 where the word "generally" speaks
to densities in the city limits. She stated this verbage
was not specific enough.
Roland Freidericksen, Route #3, Eagle, Idaho objected to
the proposed changes in the plan at this time, and stated
he supports the comprehensive plan as is.
Barry Watts, Eagle, supported the present comprehensive plan
and opposes the revised plan as it specifically relates to
the technological park, and spoke of the staff report
of the Ada Planning Assocation dated March 14, 1980 and
requested the annexation be deferred until this report is
acted upon by the County Commissioners.

Brian McColl, 671 Amanita, Eagle, Idaho added his support to
those who encouraged the endeavor of slow progression on
this project.
He spoke in favor of the original comprehensive plan
and asked that the council consider the following three
things: 1. Further study 2. Wait for Ada County to act
on Middlebrook. 3. a voter initiative
Frank Stopello, Route #3, Eagle, Idaho does not support the
changes in the comprehensive plan. He requested the council
either table or deny these changes.
Betsy Langley, Eagle, opposes the Community Design Map
changes from rural land development to technological park,
and the Land Use Map changes from rural land development
to technological park.
She also spoke against the policy changes on Page 21, Par-
agraph 4, and Page 60, Paragraph 1 and asked the council
not to approve the changes.
Peggy Holmquist, Eagle, spoke against the changes in the
comprehensive plan, specifically those of annexation.
David DeWitt, Eagle, Idaho opposed any changes that would
permit annexation of Middlebrook site.
Mary Kelly, Eagle, Idaho, representing the Idaho Conservation
Leaque praised the original comprehensive plan and asked
the council to postpone their decision on changes until the
county commissioners have acted.
Garth Baldwin, Eagle, Idaho asked that dry line sewers be
approved in residential developments and that the council
take into consideration the heavy traffic at Chinden and
Eagle Road.
Rhonda Hynes, Eagle, opposes the major changes as suggested.
Glida Bothwell, Eagle, Idaho endorses the previous statements
opposing the major changes in the comprehensive plan and
urged the council to table consideration of this matter until
the recommendations of the APA staff have been considered
by the county commissioners.
Ed Chaney, Eagle, Idaho requested an impact study of the
proposed annexation.

Written testimony was received from Chris Korte opposing the
annexation of the Middlebrook Development.
There being no further public testimony the hearing was
declared closed.
Moved by KRASEN and seconded by PEARMAN to postpone further
consideration of these items until the next regular meeting
of the city council.
There being no further business to come before the council,
the meeting was adjourned.
