A RESOLUTION OF THE CITY OF EAGLE, IDAHO, ESTABLISHING AN OPTIONAL
GRASS RECYCLING PROGRAM WITHIN THE CITY OF EAGLE AND ESTABLISHING A
FEE FOR SUCH PROGRAM; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City has entered into a franchise agreement with Allied Waste Services
(now known as Republic Services) for waste management services; and
WHEREAS, Republic Services is offering a pilot program for optional grass recycling to
customers within the City of Eagle for a fee as established herein; and
WHEREAS, public notice for a public hearing for such fees has been published in The
Valley Times as required by Idaho Code §63-1311A; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF EAGLE, IDAHO as follows:
Section 1: That the City of Eagle hereby establishes an optional grass recycling program
through Republic Services.
Section 2: That the fee for grass recycling is established at $7.95 per month and $23.85
per quarter, which fee includes the City franchise fee, and which fee will be billed by Republic
Services.
Section 3: That this resolution shall be in full force and effect immediately upon its
adoption and approval.

Idaho's Treasure Valley is spread over two counties (Ada and Canyon) and is home to
approximately 450,000 people in 162,000 households. The population density is relatively high-
373 people per square mile.
Although considered high desert, this region of Idaho is similar to other parts of the country in
that at least one-third of all landfill material is yard waste and most of that is grass clippings (US
EPA). The average household in the Treasure Valley discards 250 pounds per household per
month during the growing season, with an estimated 80 pounds per month being grass.
This is an environmentally sensitive area that has shown great interest in curbside composting.
Landfill rates in Idaho are some of the lowest in the country, which makes waste reduction,
recycling and composting efforts seem relatively expensive. Over 90% of households in this
service area participate in the co-mingled curbside recycling program. Given the number of
composting inquiries we receive on a regular basis, support for existing programs available, and
municipal support for a pilot green-waste program, we believe a residential, curbside,
subscription ("opt-in") grass-only"recycling"program would be a successful line of business in
this part of Idaho.
The grass collected in the proposed program would be ensiled (made into grass silage) and used
as livestock feed or for other agricultural applications. This program:
1. Meets customer demand for green-waste service.
2. Diverts grass from the landfill.
3. Beneficially re-uses a waste stream (grass) for a local agricultural benefit.
4. Will allow many Eagle customers to utilize a smaller trash cart.
The program protocol is as follows:
1. Grass would be collected in gray 96-gallon trash carts with tan lids.
2. Grass would be collected on the same day as the resident's trash and recycling.
3. Grass would be taken on a daily basis to a silage pit in south Ada County where it will be
packed tightly on the sloped silage pit floor and tarped.
4. Within several months the grass will ferment and be available for use as livestock feed or
other agricultural uses.
5. The rancher taking the grass as feed will assume liability for the grass, regardless of
quality.
6. Republic Services will design, print and market this program with Boise City's approval
of collateral outreach pieces.
7. Grass collection will run April 1 —October 31, leaves would go in the cart during the
month of November(during the leaf collection program), and the rest of the year the cart
could be used for overflow garbage. These instructions will be on the cart lid.
8. First service year will begin June 2013.
The proposed rate for this program is as follows:
1. $7.95/month, $23.85/quarter
2. Billing would be handled by Republic Services.
3. The program would be optional (subscription).
4. The price includes the City franchise fee.
