Special Meeting Minutes
March 19, 2002
I. CALL TO ORDER: Mayor Yzaguirre called the meeting to order at 5:45 p.m.
2. ROLL CALL: BASTIAN, MERRILL, SEDLACEK, GUERBER. Guerber is absent. A
quorum is present.
Merrill: I would like to add discussion of funding for a traffic engineer study for the Plaza Drive
Project to the Agenda.
Mayor: I would like to add approval of Holladay Engineering's proposal for survey work at the
new City Hall Site to the Agenda.
Merrill moves to amend the Agenda by adding a Traffic Engineer Study for Plaza Drive
and approval Holladay Engineering's proposal for survey work at the new City Hall Site.
Seconded by Bastian. ALL AYE: MOTION CARRIES ....................
3. Traffic Study: Vern Brewer: We are not looking for a large study. Staff and myself have
prepared information on the downtown core. General discussion.
Merrill moves to approve up to $5,000 for a traffic study on Plaza Drive. Seconded by
Sedlacek. Discussion. ALL AYE: MOTION CARRIES .......................
Mayor: ACHD has provided some meeting dates for discussion on Plaza Drive.
Council decides on April 25th at 4:00 p.m.
4. Approval of Holladay Engineering Company's proposal for survey work at the new City
Hall site:
General discussion.
Merrill moves to approve the proposal from Holladay Engineering Company for site
survey work for the new City Hall in the amount of $6,295.00. Seconded by Bastian. ALL
AYE: MOTION CARRIES ...............
General discussion on the survey.
5. APPROVAL OF ZGA CONTRACT: (SB)
Mayor: ZGA Contract is not ready for signature at this time.
Merrill moves to continue approval of ZGA Contract to the March 26, 2002 City Council
meeting. Seconded by Sedlacek. ALL AYE: MOTION CARRIES ....................
6. EXECUTIVE SESSION: I.C. 67-2345(a)
Evaluation of Statements of Qualifications for a Construction Manager by Screening Committee.
Merrill moves to go into Executive Session for the discussion of personnel, I.C. 67-2345(a).
Seconded by Bastian. Bastian: AYE; Merrill: AYE; Sedlacek: AYE: ALL AYE: MOTION
CARRIES ................
Council discusses personnel matters.
Council leaves Executive Session.
General discussion on the Construction Manager.
Council invites Wright Brothers, K2 Construction, and Earth Tech to the March 26, 2002
meeting for a special 5:30 p.m. executive session for interviews.
