CALL TO ORDER: Mayor calls the meeting to order at 5:05 p.m. 2. ROLL CALL: MERRILL, BASTIAN, SEDLACEK, GUERBER. All present. A quorum is present. 3. DISCUSSION ITEMS: 1. Mike Mongelli, Building Official: Discusses the revenues generated from building permit fees, the number of residential and commercial permits issued. As of July 23rd them are 175 units for sale in our area. This may be one mason for the slow down in our residential permits. Commercial permits have increased from 5 at this time last year to 15. The amount of lots projected to be available next fiscal year would be approximately 800. General discussion on building permits. Council concurs to reduce the revenue budget from building permit fees by 5% for FY01/02. 2. Lt. Rainey, Cpt. Douthit, and Sgt. Calley, Ada County Sheriff's Office: Discusses a major change in the scheduling of the deputies. Displays overheads of the new scheduling and discusses the same. The new schedule will increase training time for the deputies. The new shift will be: 10 hours, 40 minute shift. Shift Cycle: 5 on 5 off, 1 day is an 8 hour training day, 5 on 4 off, 5 on 4 off = 28 day cycle. Everyone shares weekends off/weekends working. General discussion. Merrill moves to accept the Ada County Sheriff's new scheduling. Seconded by Sedlacek. ALL AYE: MOTION CARRIES ................. 3. Water Master Plan: Vem Brewer, Holladay Engineering, discusses the need for a Water Master Plan. The Master Plan will facilitate establishing rates. General discussion. Bastian moves to authorize the Mayor to enter into a Contract with Holladay Engineering to develop a Water Master Plan and water rate study not to exceed $25,000. Seconded by Merrill. ALL AYE: MOTION CARRIES .......... Mayor calls a recess at 6:00 p.m. Mayor reconvenes at 6:15 p.m. 4. Library Budget. Terry Loftus, Vice President of the Library Board, discusses the Capital Equipment of $43,000 for the Library and presents a spreadsheet for Council's review. General discussion on the overall Library Budget. 5. l'ersonnel Manual: Discussion on the City Clerk's Memo. 1) s t SSlOn on the Pmsonnel Manual. 6. Personnel - Salaries City Hall and Library: General discussion on Library salaries. Bastian moves to give the Library personnel a 5% increase with the exception of those employees who have received a grade increase or hours of work. Seconded by Merrill. ALL AYE: MOTION CARRIES .................... General discussion on City Hall salaries. Merrill moves to give the City Hall personnel a 5% increase in addition to the recummendations of the City Clerk on the salary levels within the Salary Range. Seconded by Sedlacek.
