PRE-COUNCIL AGENDA 6:30 p.m.- 7:30 p.m.
Mayor introduces Sheri Horton and Randy Upson, new City Hall staff members to the
Council.
Randy reports on the Oasis project under review.
1. Ada County Sheriff's Office: Sgt. Patrick Called will present the monthly report for May.
Sgt. Calley is not present.
2. Jack Coonce will speak about the Payette River Scenic Byway project. Jack Coonce
distributes copies of the Preliminary Cost Estimate and reviews the bids for the Scenic Byway.
All bids came in over budget by $50,000. Discussion on the wall art. General discussion.
3. Mike Mongelli will review FEMA maps.
4. Mayor and Council's Report:
Guerber: No report.
Merrill: Discusses the water issue at the Skateboard Park. Ada County wants Hillside Nursery
to redo the grass at the Skateboard Park. Tal Trautman looked at the lawn area and determined
that there is still grass seed there but it needs to be watered. Some of the sprinkler heads are not
working. The mowing and maintenance has not been done properly. Discusses the lease
agreement with Ada County for the park. General discussion. Council wants to proceed with the
drafting of a lease agreement. Parks Comraission will look at all of the issues and make some
recommendations.
Old playground equipment has been removed from Friendship Park and OK Park.
Discussion of planting the trees stored behind City Hall.
Discussion on getting rid of ground chucks. General discussion.

5. City Engineer Report: No report.
6. City Clerk/Treasurer Report: Discussion on the new playground equipment. Tal Trautman
has left me a message concerning preparation of the sites for the new playground equipment and
that the work that is required to be done is going to be costly. I will discuss this with Tal
tomorrow.
The sign at the Museum has been installed.
Discussion on the Mayor and Council visiting Trautman Lawn and Landscape facility to look at
the Maxi-Com equipment. Council agrees that this visit will be at a later date when school is out.
June 19, 2001, joint meeting with ACHD. Discussion items: 5 Mile extension,
7. Zoning Administrator's Report: Discussion on some signs around town that are not approved
signs. Specifically US Timber and Blue Moose Cafe Wall Sign. General discussion.
Meeting on the future and clean up of the Ranch Building at Rocky Mountain Business Park is
scheduled Thursday, June 7 at 1:30 p.m.
Discussion on some lighting issues at projects around town. Specifically Sherwin Williams and
the Eagle Sewer District. General discussion.

retail nursery and landscape business. The 6.3-acre site is located on the northeast
comer of Park Lane and West State Street at 3950 W. State Street. (WEV)
F. Findings of Fact and Conclusions of Law for FPUD-4-01 - Final Development
Plan for Camille Beckman PUD: Camille Beckman, represented by Chris Korte
with Land Dynamics, is requesting final development plan approval for phase one of
a three phase mixed use planned development. This phase will include a
manufacturing, production, packaging, and office facility and related site
improvements. The 33-acre site is located on the south side of State Highway 44 and
east of the intersection with Park Lane.(WEV)
G. Findings of Fact and Conclusions of Law for FPUD-5-01 & FP-11-01
Countryside Estates No. 1 - Capital Development and Tom Ricks: Capital
Development and Tom Ricks, represented by Richard Cook with Briggs Engineering,
are requesting final development plan and final plat approval for Countryside Estates
Subdivision No. 1, a 42-1ot (31-buildable) residential subdivision. This 21.74-acre
phase of Countryside Estates Subdivision is located near the northwest comer of

A. CU-1-01 - Early Childhood Education Childcare Center - Alei & Cai Gothberg: Early
Childhood Education Center represented by Alei & Cal Gothberg, are requesting conditional use
approval to provide a specialized individual child care and education facility for pre-school age
children. The 2,497 sq. ft. building is located on the south side of East State Street approximately
1,125-feet west of Edgewood Lane, at 1275 E. State Street. (WEV)

Nancy Merrill, 1246 S. Watermark Place. I am representing Alei & Cai Gothberg, who is my
daughter and son-in-law. Displays an overhead of the site and provides Council an overview of
the project. General discussion.
Vaughan: Displays an overhead of the site plan and provides Council with an overview of the
project. Discussion on the shared access. Planning and Zoning recommended approval with
conditions. Discussion on the conditions.
Mayor swears in Justin May.
Justin May, 5571 S. Adonia Place, Boise, I am representing Virginia Duncan who is the property
owner to the East and shares the driveway. She operates an antique shop. Displays an overhead
of the site and discusses the parking issues. This new plan appears to address any issues that we
had with the parking. Mrs. Duncan is still concerned about the amount of traffic this day care
will generate. The numbers that I have heard is 50 students at this location. Mrs. Duncan and
her customers need to be able to have access. There has been no evidence presented as to how
many trips this day care is going to generate. Further discussion on the traffic that is going to be
generate. We would like to see some type of a study being done as to how many trips a day is
going to be generated. General discussion.

Cai Gothberg, 4411 N. Croft Place, Eagle, I am the applicant, and we have addressed everything
that has been asked of us from the Planning and Zoning Commission. We took the plan to the
ACHD and they looked at the plan and did not see a problem with the traffic flow. We are trying
to do a good place with the school and provide a place for our children to learn. The most traffic
will be in the morning and late afternoon. We are anticipating having approximately 50 students,
which will include full time and part time. There will be a split shift. General discussion.
Mayor swears in Alei Gothberg.
Alei Gothberg, 4411 N. Croft Place, Eagle, I am the applicant, the shifts for the children will be
tapered so that kids will be in several different programs at different times. Some of the families
enrolled will have more than one child. We have tried to adjust the hours for our programs to
help alleviate some of the traffic problems. General discussion. We will do one-way traffic
coming in and going out.
Nancy Merrill: Displays an overhead of the site and discusses ACHD's approval. ACHD has
reviewed this as a day care. For all these years two businesses have operated out of this
driveway and now the driveway is enlarged. Displays an overhead showing the parking spaces
for Duncan's antique shop. Further discussion on the traffic and parking issues. General
discussion.

Bastian moves to approve CU-1-01 Early Childhood Education Childcare Center with the
Site Specific Conditions of Approval Items #1-#11 and with Item #8 being omitted and with

B. VAC-2-01 - Vacation to the final plat of Merrill Subdivision No. 1 and No. 2 - Rocky
Mountain Fitness & Recreation Center: Rocky Mountain Fitness & Recreation Center LLC
and others, represented by Peter Loansbury with Quadrant Consulting, is requesting City
approval of a vacation to the final plat of Merrill Subdivision No. i and No. 2 to remove the
utility, drainage and irrigation easements along the side lot lines of Lots 3 and 4, Block 3 (Merrill
Subdivision No. 1) and Lots 6, 8, 9, 11, 14,15, Block 3, and Lots 1 through 6, Block 4, (Merrill
Subdivision No. 2) to satisfy multiple lot line adjustments. The utility, drainage and irrigation
easement required for all side lot lines will be satisfied with the creation of new easements along
the side lot lines of each new lot. A platted 25-foot wide access easement located on the
common side lot line of Lots 2 and 3, Block 4 and common lot lines of Lots 2 and 4, Block 4 of
Merrill Subdivision No. 2 is to be vacated and relocated to the common side lot line between the
new parcels labeled "A" and "B". The site is located on the southeast comer of the intersection

report reviewed by a couple of people. There were no great concerns to them. General

Bastian moves to direct the City Attorney to create a draft of a long term lease document for the
lease of the 84 Acre Ada County Sports Complex. Seconded by Merrill. Discussion. Bastian

Gardens, Tim and Marsha Hysell for the Payette River Scenic Byway Wall Art project and
instruct our project manager to take the next step to move the grant forward and to
further authorize our project manager to negotiate with the apparent low bidder, Wright
Brothers, to come up with a modified plan and bring it within budget. Seconded by

A. AA-3-01 - Appeal of Zoning Administrator and Building Official's decision to require
the lowering of the entire roof of a residential building which exceeds the 35-foot maximum
height limitation - Oasis Construction: Oasis Construction, represented by Mark Butler with
Land Consultants Inc, is requesting City Council approval of an appeal of the Zoning
Administrator and Building Official's decision to require the lowering of the entire roof of a
residential building which exceeds the 35-foot maximum height limitation. The site is located
1233 W. Colchester Drive within Banbury Meadows Subdivision. (WEV)

Vaughan: Provides Council with an overview. Distributes the building plans to Council for their

Vince Convino, owner of the home in question. We have new plans at the architect. We have a
few people who are complaining about this house. This house is neighboring more expensive
houses and this may be a factor in the complaints about this house. I am asking that the height be
accepted. The height does not encroach on any ones space. If you feel that this does not pass I
don't want to go ahead with public testimony. Some of the complaints may be because of the
contractor I have hired. General discussion.
Bastian moves to continue this matter to the next regularly scheduled meeting on June 26,
2001, with the time in between to provide opportunity for individuals who may object to
the plan or individuals who may approve the plan within the Banbury Meadows
Subdivision, particularly the architectural committee, I would like to get a statement from
them in writing or have them come to the City Council meeting to indicate their approval

Subdivision Phase 4 - Aries Development LLC: Aries Development, LLC, represented by
Mike Hormaechea, is requesting final development plan and final plat approval for Brookwood
Subdivision Phase 4, a 66-1ot (52-buildable) residential subdivision. This 45.5-acre (approx.)
phase of Brookwood PUD is located on the north side of Floating Feather Road and west of
Feather Nest Estates Subdivision. The site is within the Eagle City Limits.

Mike Hormaechea, Aries Development, applicant, displays an overhead of Phase 4 and provides

May 18 — Witnessed a 15 -year-old juvenile smoking a cigarette in a car. Stopped the vehicle and made
a deal with him. He will be writing an essay about the dangers of smoking. He will also be
cleaning up Justo's parking lot of litter in lieu of a smoking ticket.

May 5 — Safety Awareness and bike rodeo at Trail Creek from 10 to 12. Homeowners, Eagle Fire
Department and Ada County Paramedics all helped. It was a great success.
May 20 — Worked with Deputy Winegar on problems with bicycle registration program for Eagle. Still
waiting for information packets from Sun Valley Police Department.
May 26 — Discussed Safety Awareness Program for Buster's employees with Sergeant Calley.

May 1 — Team Eagle meeting. Crowd control technique training for Eagle Fun Days.
May 4 — Matt Eismann rode -a -long from 3 p.m. to 1 a.m.
May 18 — Guy Joslin rode -a -long. Guy will most likely be a self sponsored student at P.O.S.T Academy
in July and wanted to ride -a -long.
May 23 — Submitted article to the Valley Times on the practice of calling the substation to request an
officer to a particular location.
May 26 — Worked holiday directed patrol targeting speeders and seatbelt violations.
May — Worked with resident at 2393 Dunyon on cleaning up their property. Removed two junk cars and
large dump pile. Will keep in contact with resident on finishing cleaning and keeping it clean for
the children that play in that area.

May 8 — Deputy Winegar and I gave an Emergency Response Team demonstration and tour of
the P.O.S.T Academy to a boyscout troop.
May 12 — Ate lunch with some kids at the Skateboard Park. Talked to them about respecting peoples
property.
May 12 — Bike patrol: downtown and west State Street part of town.
May 19 — Participated in Emergency Response Team demonstration at the Public Safety Building for
National Law Enforcement week.
May 21 — Attended Eagle Springs Neighborhood Watch/Homeowner's association meeting. Talked
about neighborhood watch and public concerns.
May 24 — Participated in the Snake River S.W.A.T. Challenge with our Emergency Response Team.
Received 4th place out of 8.
May 28 — Assisted a family who came home and found their dog deceased. I removed the dog for them
and gave them some moral support.
May 39-31 — Attended Ground Fighting Instructor course.
Deputy John Harris
May 1 — Team Eagle meeting. Crowd control technique training for Eagle Fun Days.
May — Taking on two new community policing projects. Making contacts and planning for a concrete
barrier to be placed near Eagle Rd and Mace so vehicles won't be able to drive down onto the
rock bars next to the river. This will make recreation in that area safer. The other project
involves decreasing the vandalism at Blue Moose Cafe by skateboarders. Will speak with owner
to see if they are able to change their handrails so that skater's won't use them for unsafe
recreation. Also talked with neighbors to be sure they call when skaters are seen there.
May 25 — Directed traffic for Eagle Middle School end of the year school dance.
May 31 — Talked with owner of daVinci's about city alcohol ordinance and his plans for Fun Days.
Deputy Jon McDaniel
May 1 — Team Eagle meeting. Crowd control technique training for Eagle Fun Days.
May 20 — Bike patrol at Eagle Island Experience.
May — Bike patrol at lunchtime. Wrote tobacco citation and worked with Tom Holloway to stop
speeders and those who litter.
May — Rode bike patrol along green belt due to the belt receiving lots of pressure.

May 4 — Taught a safety class at Foundations Academy for one of the Kindergarten classes.
May 8 — Met with a group of Boyscouts and talked about our career in law enforcement. Also toured
P.O.S.T. Academy.
May 17 — Attended meeting at Boise Police Department. Presented ideas for traffic changes in Eagle.
May 19 — Assisted with curb painting project downtown Eagle.
May 23 — Met with Larry Strough at Idaho Transportation Department about road changes in the area of
Eagle and Highway 44.

May 19 — Volunteered as victim for Ada County Sheriff's Office Emergency Response Team
demonstration for the Open House at the Public Safety Building.

May 29 — Finished organizing a fieldtrip to Roaring Springs Waterpark with Visions girls. We
will be going on June 2 from 11:00 to 8:00.
