Minutes - 2001 - City Council - 04/03/2001 - SpecialORIGINAL EAGLE CITY COUNCIL Special Meeting Minutes April 3, 2001 CALL TO ORDER: 2. ROLL CALL: MERRILL, BASTIAN, SEDLACEK, GUERBER. Absent BASTIAN. A Quorum is present Merrill moves to move Item 3C to 3A and everything else on the agenda to follow to accommodate discussion of the Alternate Route. Amend the agenda to add item 3D under unfinished business, to approve and sign the Jensen Belts contract. Also add under item 5A, an executive session to discuss a threatened litigation. Seconded by Sedlacek. ALL AYE... MOTION CARRIES. Mayor states that the meeting will end by 9:00 p.m. Bastian arrives at 6:13 p.m. 3. UNFINISHED BUSINESS: A. DR-l-01 - Camille Beckman Office and Production Facility Phase I - Camille Beckman: Per City Council request, all design review applications are to be appealed by the Zoning Administrator to the City Council for their review prior to the action taken by the Design Review Board on an application being ,final. Camille Beckman/Foad and Susan Roghani, represented by Billy Ray Strite with BRS Architects, am requesting design review approval to construct a 104,340-square foot office and production facility and perimeter landscaping. This is the first of throe phases which include manufacturing, production, packaging, and office facilities, English cottage style shops, showrooms, bed and breakfast accommodations, gardens, amphitheater and other similar uses. The site is located on the southeast corner of Highway 44 and Park Lane. This item was continued from the March 20, 2001. (WEV) Mayor introduces the item. Vaughan states the City Council's two concerns from the last meeting on this project. 1) Was the access roadway leading to the first property proposed to be paved? 2) If Highway 44 is widened in the future, what will happen to the berm, landscaping and sidewalk along the road? Bill Ray Strite, 1010 Allante Boise, Idaho with BRS Architects addresses the changes made on the proposal. Idaho Power Project Status: Layne Dodson Mayor introduces the item. Page 1 of 3 Layne Dodson 10790 Boise. Mr. Dodson gives an update on the project status to the Council. They withdrew the application but will be bringing the transmission line project back to the City. Two feeders need to be upgraded this summer through town. The existing poles are 50 years old and need to be changed out. Pole size will remain the same and height will not change. Voltage will also remain the same. Another project will be a line at Edgewood proceeding east. C. Discussion of the proposed signals on the Alternate Route. (RY) Mayor introduces the item. Vaughan discusses the meeting he recently attended with ITD. Displays a view foil to clarify his presentation. Discussion amongst City Attorney and City Council regarding the idea of a frontage road. Dan Thompson with Earth Tech 3071 Franklin Road, Meridain, Idaho. Mr. Thompson explains the pedestrian crossing across Highway 44. Jim Ross, Chief Engineer for the Idaho Transportation Department. Mr. Ross states that to maintain the existing road system we would need to eliminate some access points on the existing Highway 44 road system in order to put in access that the City desires. Merrill moves to have Eagle City Council support ITD's recommendations of a four-phase signal light at the alternate location mid point between State St. and Eagle Road and Edgewood. The City Council will support a recommendation of a future frontage road being built between Edgewood and Horseshoe Bend. Also, would recommend at the development stage the design to eliminate 2 or more access points along State Highway 44. Seconded by Bastian. Discussion. ALL AYE... MOTION CARRIES. D. Discussion on Jensen Belts City Attorney, Susan Buxton provides an update on the Jensen Belts contract. Merrill moves to approve and sign the Jensen Belts contract for the Merrill Park as presented tonight. Seconded by Sedlacek. SEDLACEK, AYE; BASTIAN, AYE; MERRILL, AYE; Guerber, ABSTAINED...MOTION CARRIES. 4. NEW BUSINESS: A. Review of Strategic Annual Goals: (RY) Mayor reviews each item on the list provided by the City Clerk. First item, Urban Renewal will be dropped from the annual goals. #2 Impact Area, keep at $10,000. #3 LID Options, Have the City Engineer look at this and give an estimate on costs and funding this project from Iron Eagle to Dry Creek, both sides of street and see how to pursue this issue and other sources of funding other than an LID. #4 This item will become item #5 Page 2 of 3 #5 This item would need an election. Drop. #6 Would like a staff person involved in this. Sedlacek would like staff to provide a list on who we are collecting franchise fees from and check with other city's on their fees. #7 Sedlacek states water has been stubbed out, will get landscaping bids. Needs a staff persons help to continue. #8 #9 & #10 Mayor will report on these items. Downtown parking. Need to get moving on this issue. Mayor will call Walt Schall on this matter. Entry Statement Sign, look into archway proposal costs on Chinden or Eagle Road. Entry sign Hwy 55. Sedlacek will get cost on this project and archway project. Park Playground & Sport Court, Merrill will follow up on these projects. City Attorney will follow up on an attachment to the contract, need to get the lease before continuing. B. Establish grade and salary range for Building Inspector II: Vaughan presents the information provided by the City Clerk on the salary range. Sedlacek moves to accept the recommendations and establish the grade level at grade 9, with the salary range from $13.60 to $18.95 per hour. Seconded by Guerber. ALL AYE... MOTION CARRIES.
