PLANNING & ZONING COMMISSION
JOINT MEETING MINUTES
January 31, 2000
COUNCIL AGENDA:
1. CALL TO ORDER: 6:45 p.m.
2. ROLL CALL - COUNCIL: Bastian, Merrill, Sedlacek, Guerber. All present. A quorum is
present.
Merrill moves to add to the Agenda as Item #3B request for approval of claims for
Historical Museum. Seconded by Bastian. ALL AYE: MOTION CARRIES ..............
3. UNFINISHED BUSINESS:
A. Transportation Improvement Program (TIP) Mayor introduces the issue.
Butler: Provides Council with an overview of the TIP. Planning and Zoning heard this item
twice. Discussion on the Planning and Zoning Commission recommendations.
Larry Sales, ACHD. Discusses rural roadways.
Continued discussion on P&Z recommendations.
Merrill moves to have staff redraft the TIP as recommended by Council and send to
ACHD. Seconded by Bastian. ALL AYE: MOTION CARRIES ................
B. Historical Commission request for approval of claims for the museum. Mayor introduces the
issue.
Merrill moves to approve the bids for the remodeling of 67 E. State Street in the amount of
$4,875 for the electrical and $1,699 for the outside doors. Seconded by Sedlacek.
Discussion. ALL AYE: MOTION CARRIES ...............
Introductions of Staff, Planning & Zoning Commission, ACHD representatives, City Attorney,
City Engineer and members of the public present at the meeting.
Mayor calls a recess at 7:25 p.m.
PIZZA SOCIAL ltOUR: 7:25 - 8:00 p.m.
Mayor reeonvenes the meeting at 8:00 p.m.
JOINT MEETING AGENDA:
4. ROLL CALL P&Z COMMISSION: Franden, Nordstrom, Bloom, Trent, Deckers. All
present. A quorum is present.
5. DISCUSSION ITEMS:
A. Eagle Comprehensive Plan. Mayor introduces the issue.
Butler: Provides an overview of the Comprehensive Plan. Discussion on zoning designations
and density. Discussion on definitions. General discussion.
B. Annexation. Mayor introduces the issue.

Butler: Discussion can not be held on annexations pending before the City.
City Attorney Bieter: Discusses State Law on annexation.
General discussion on annexation and the difference in the tax assessments.
C. Impact Area. Mayor introduces the issue.
Butler: Displays an overhead of the proposed area of impact and discusses the same. General
discussion.
D. Transportation Task Force. Mayor introduces the issue.
Discussion on Planning & Zoning Commission members to take on the duties of the
Transportation Task Force.
Planning and Zoning Commission is willing to be the Transportation Task Force for the City.
E. Grossman Property. Mayor introduces the issue.
Butler: Displays on overhead of the Master Plan for Eagle River and discusses the same.
General discussion on the zoning of the project and the traffic issue.
Discussion on joint meetings and recommendations from Planning and Zoning.
Discussion on Planning and Zoning's authority as to annexation.
Discussion on relaying Planning and Zonings deliberations to City Council so Council is aware
of how they arrived at their recommendations.
