Minutes - 2000 - City Council - 01/12/2000 - JointORIGINAL EAGLE & STAR JOINT MEETING MINUTES January 12, 2000 1. CALL TO ORDER: Mayor called the meeting to order at 7:00 p.m. 2. ROLL CALL EAGLE: MERRILL, BASTIAN, SEDLACEK, GUERBER. All present. A quorum is present. Star City Council: BENEDICT, DIAS, GLASGOW, STEGENGA. All present. Gussie O'Connor, Mayor of the City of Star is also present. Merrill moves to add to the agenda for the City of Eagle a discussion o the impact area with Boise to the East. There is a meeting at Boise City at 2:30 p.m. on January 19, 2000. Seconded by Guerber. ALL AYE: MOTION CARRIES ................... Mayors and Council Members introduce themselves. Star City Council: Resolution No. 2000-3-Authorizing a limited conflict of interest waiver. Stegenga moves to approve Resolution No. 2000-3 Authorizing a limited conflict of interest waiver. Seconded by Dias. ALL AYE: MOTION CARRIES ......................... 3. GENERAL DISCUSSION OF AREA OF IMPACT FOR STAR AND EAGLE Mayor introduces the issue. Adell Heneghan, Star City Engineer: Discusses Star Referral Area. Star would like transmittals between the City of Eagle and Star on land use issue that affect both cities. Star's referral area has been established by what the Sewer District Services. Discussion on the impact areas for Star and Eagle. Referral area boundaries for both cities are discussed. Star City Council and Mayor have no problem with the proposed Area of Impact for the City of Eagle and will supply the City with a letter so indicating. Star would like a letter from Eagle stating that the city does not oppose Star's proposed area of impact boundaries. Discussion of Eagle, Star and Ada County working together to establish a comp plan for the county area that affects both cities. Discussion on the changes to Ada County Zoning Ordinances. Guerber moves that the City of Eagle write a letter to the Ada County Commissioners informing them that the City is not opposed to the proposal from Star insofar as their area of impact line on the East side of Star and that we are not opposed to the inclusion of the area between the cities up to Linder Road as being in a referral area. The area between Linder Road and State Highway #16 would be a joint referral area and receive information from the County of all activity within this area. Seconded by Merrill. ALL AYE: MOTION CARRIES ..................... Glasgow moves to submit a letter to the Ada County Commissioners stating that the City of Star is not opposed to the amended Western impact area boundary for the City of Eagle as indicated on the map presented tonight from the City of Eagle and also the City of Star does not oppose the joint referral area approved by the City of Eagle. Seconded by Dias. ALL AYE: MOTION CARRIES ............. Merrill moves that the City of Eagle and the City of Star have a joint meeting for planning in this referral area and work with the County to develop this county area between Star and Eagle in the referral area. Seconded by Bastian. Discussion. ALL AYE: MOTION CARRIES ................. Stegenga moves to adjourn Stars portion of the meeting. Seconded by Glasgow. ALL AYE: MOTION CARRIES ........................ Trisha, Ada County, discusses the area of referral. Mayor calls a recess at 8:30 p.m. Mayor reconvenes at 8:45 p.m. A meeting with the City of Boise is scheduled for 2:30 January 19, 2000, at Mayor Coles office. Mayor, Merrill, Butler and the City Attorney would represent the City at the meeting and report back to the full Council. Discussion on the East Impact Area boundary. 4. ADJOURNMENT: Merrill moves to adjourn. Seconded by Guerber . ALL AYE: MOTION CARRIES ..................
