At times, the City Council may seek comments/opinions regarding specific City matters during this allotted time. Independent Contractor Agreement: An agreement between the City of Eagle and Fred Fritchman to retain his services to develop interpretive labels and exhibitory shop drawings for use at the Eagle Historical Museum. The cost shall not exceed $2,770.00, and the completion date shall be no later than September 20, 2020. (AD) D. EXT -01-20 — Preliminary Plat Extension of Time for Hollyhock Estates Subdivision (PP -07-18) — Kyle Engler: Kyle Enzler, is requesting a one (1) year extension of time for the preliminary plat approval for Hollyhock Estates Subdivision, an 8 -lot (7 -buildable, 1 - common) residential subdivision. The 6.72 -acre site is located on the east side of North Lanewood Road approximately 770 -feet north of the intersection of West Floating Feather Road and North Lanewood Road at 2220 North Lanewood Road. Findings of Fact and Conclusions of Law for the Approval of FPUD-10-19 & FP -15-19 — Final Development Plan and Final Plat for Snogualmie River Subdivision No. 4 — Red Butte, LLC: Red Butte, LLC, represented by David Sterling, P.E., is requesting final development plan and final plat approvals for Snoquahnie River Subdivision No. 4, a 66 -lot (58 -buildable, 7 -common, 1 owned and maintained by developer) residential planned unit development. The 37.57 -acre site is located at the northwest corner of the intersection of West Decathlon Street and North Palmer Lane. (MJW) F. Crime Victims' Rights Week Proclamation: A proclamation declaring April 19-25, 2020 as Crime Victims' Rights Week in the City of Eagle. (JP) G. Facility Use Agreement between Eagle United Methodist Church and the City of Eagle: A request for City Council to authorize an agreement with Eagle United Methodist Church located at 651 N. Eagle Rd., Eagle, Idaho 83616 for Eagle Parks and Recreation to conduct classes and activities and not to exceed $25.00 per hour per room. (BJ) 8. UNFINISHED BUSINESS: 9. NEW BUSINESS: A. ACTION ITEM. Eagle Island State Park Greenbelt Connection Contract: A request to authorize the Mayor to sign a contract supplement with NB Engineers, Inc. to proceed with the steps that will result in the easements required to build a pathway into the State Park. Contract amount; $27,430.00 which will cover the costs of making two lot -line adjustments — one on a parcel in Eagle, one on a parcel in Ada County, completion of a land surveys and disclaimer process to the benefit of the Idaho Department of Lands and the Donald Newman family, and five (5) legal descriptions that the City will use to obtain easements from the Idaho Department of Lands. (STN) B. ACTION ITEM. Donation request from Idaho Suicide Prevention Hotline — John Reusser, Director: The Idaho Suicide Prevention Hotline saved the city of Eagle over $371,356 in direct costs and $27 million in indirect costs in 2019. Idaho Suicide Prevention Hotline is requesting a donation in an amount between $10,000 and $20,000. In addition, they are requesting an annual appropriation to the Hotline. (JP) C. ACTION ITEM. City of Eagle Summer Event Plans: -A request for the Eagle City Council to provide direction to staff whether to hold, cancel, or modify Eagle Summer Events in light of the ongoing COVID-19 Pandemic. (JP) D. ACTIONITEM: Resolution 20-12 — Farming lease for Westpark Property: A resolution of the City Council of the City of Eagle, Idaho relating to the lease of real property; authorizing the Mayor to sign a farm lease agreement; and providing an effective date.
