Minutes - 1999 - City Council - 05/15/1999 - SpecialORIGINAL EAGLE CITY COUNCIL MEETING MINUTES Special Meeting/Budget Workshop June 15, 1999 1. CALL TO ORDER: Mayor called the meeting to order at 6:30 p.m. 2. ROLL CALL: BASTIAN, MERRILL, SEDLACEK, GUERBER. All present, a quorum is present. Sgt. Freeman. Distributes a Manpower Proposal to Council and discusses the same. Six officers, including Sgt. Freeman, are assigned to Eagle. Department is currently at .76 deputies per 1,000 population. The national average is 1.4-1.5 deputies per 1,000 population. Sgt. Freeman is asking for 2 additional officers. That would bring the Department up to 1 officer per 1,000 population. As the population increases the need for additional officers also increases. The cost for two additional officers would be an increase of $103,168 for FY99/00. General discussion. Sgt. Freeman gives a report on Eagle Fun Days. 3. UNFINISHED BUSINESS: A. Scenic-Byway: Statement of Qualifications for Project Manager - (SM) City Clerk: Oppenheimer Development, Jack Coonce, was the only finn that responded to our advertisement for Statement of Qualifications. General discussion. Merrill moves to approve Jack Coonce, Oppenheimer Development, as the Project Manager for the Scenic-Byway, subject to contract negotiations by City Officials. Seconded by Bastian. ALL AYE: MOTION CARRIES ........... Merrill moves to add Holladay Engineers bids for the Arboretum and Island Woods Bridges to the Agenda. Seconded by Bastian. ALL AYE: MOTION CARRIES ............... Veto Brewer, Holladay Engineering, discusses the bids received. Recommend awarding the bid the low bidder, Trinity Construction. Bastian moves to grant the contract for the construction of the Arboretum and Island Woods Bridges to Trinity Construction and when they meet the requirements for bonds and insurance that we authorize the Mayor to sign the Contract in the amount of $27,165.80. Veto Brewer, Holladay Engineering, reports to the Council that he was notified that ACHD is going to restudy the intersection of Ballantyne, State Street and the State Highway at no cost to the City. I told ACHD that we want to be involved in every meeting that we want to have in put. I will write a letter to ACHD stating this request. General discussion. Page lof 2 4. BUDGET WORKSHOP: A. Susan Thomas will present the proposed Library budget. Kelly Loffus, Library Board. Distributes the proposed Eagle Public Library Budget and discusses the same. Susan Thomas discusses the staffing and the hours the Library is open. General discussion. Susan Thomas reports that the Friends of the Library made over $3,000 on the book sale. The next sale is planned for October. Discussion on the opening on the Library Board. Would like to have a recommendation for the Council in August. C. Review of budget issues FY 1999-2000. General discussion on June 15th Budget Workshop Topics for Discussion. Discussion and review of the proposed Library Budget. Discussion and review of the FY98/99 Strategic Annual Goals and discussion and setting of the Strategic Annual Goals for FY99/00. Discussion and review of the proposal from Sgt. Freeman. Council agrees to budget for one additional officer. 5. ADJOURNMENT: Merrill moves to adjourn. Seconded by Guerber. ALL AYE: MOTION CARRIES ...........
