AN ORDINANCE OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, AMENDING
TITLE 6, CHAPTER 3, SECTION 3 "LIBRARY BORROWER'S CARDS" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Eagle's Public Library is a member of the LYNX!
Consortium along with other Public Libraries throughout the state and need to update the
information in Eagle City Code as to how the Library Borrower's Cards are issued.
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF EAGLE, IDAHO:
Section: 6-3-3: LIBRARY BORROWER'S CARDS:
A. Residents: All Eagle City residents with valid identification and verified proof of
current Eagle residence may obtain an Eagle Library Card. The card shall be valid for a
period of three years. The Epixtech Automated System will check yearly for confirmation
of address, phone and any change in patron information. A resident library borrower is
such a person or spouse, child or parent living in the same household who pays ad
valorem taxes on real and/or personal property situated in the City of Eagle.
B. Non-Residents: All non-residents of the City of Eagle may be issued a Eagle
Library Card valid for one (1) year. A non-resident patron is one who is not in the
LYNX! Consortium. A non-resident payment of an annual fee equal to the amount of the
per household residential support, plus Idaho sales tax will be charged. Non-resident
senior citizens over the age of sixty-two (62) may purchase an individual card for an
annual fee that is not less than twenty-five percent (25%) of the current annual non-
resident household fee. LYNX Consortium members must first obtain library cards from
their home library to have full patron services at Eagle Public Library. To utilize patron
services, LYNX! Consortium members in the service areas of Eagle Public Library,
Boise Public Library, Ada Community Library, Meridian Library District and Garden
City Public Library may obtain library cards at Eagle Public Library or at their home
library. Cards will be issued according to the patron's taxing district as determined by
the Ada County Assessor's Division of Land Records. All other Consortium members
must first obtain their library card from their home library to access patron services at
Eagle Public Library.
Section 3: This Ordinance shall take effect and be in force from and after its passage,
approval, and publication as required by law. In lieu of publication of the entire
Ordinance, a summary thereof in compliance with Section 50-901A, Idaho Code, may be
published.
