Minutes - 2012 - City Council - 07/02/2012 - Special EAGLE CITY COUNCIL Special Meeting Minutes Budget Workshop July 2,2012 1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:10 p.m. 2. ROLL CALL: SEMANKO, GRASSER,DEFAYETTE,BUTLER. All present. A quorum is present. PLEDGE OF ALLEGIANCE: Mayor leads the Pledge of Allegiance. 3. DISCUSSION OF REVENUE FY 2012-2013: City Clerk Bergmann begins the discussion on Revenues for FY 2012/2013. The items that we need to set before we get to the expenditures are review of the revenue,presentation of the Library Budget, property taxes, and personnel. Review of Revenue. General discussion. Semanko would like to see the Revenues with the Property Taxes being the same as FY 11/12 on the spreadsheets. General discussion. 4. LIBRARY BUDGET PRESENTATION: Library Director Steve Bumgarner and Jeannie Comerford present the Library Budget. General discussion. Butler discusses research he did on comparing the percentage the Library Budget was to the overall City Budget from the time the new Library was built. General discussion. General discussion on the Library Budget. Council would like to see the library sharpen their pencil. Library to look at must haves and liked to haves. Mayor calls a recess at 7:05 p.m. Mayor reconvenes at 7:20 p.m. 5. PROPERTY TAXES: General discussion on the Property Taxes for FY 2012/2013. Council concurs that they will work off from a budget with the property tax levy rate being the same as FY 11/12. The Library should also share in this decrease in property taxes. Personnel shall be kept at the 5%reinstatement of salaries. 6. EXECUTIVE SESSION: I.C. §67-2345 (a)(b)Personnel Matters 67-2345. Executive sessions--When authorized. (1)An executive session at which members of the public are excluded may be held,but only for the purposes and only in the manner set forth in this section. The motion to go into executive session shall identify the specific subsections of this section that authorize the executive session. There shall be a roll call vote on the motion and the vote shall be recorded in the minutes.An executive session shall be authorized by a two-thirds (2/3)vote of the governing body.An executive session may be held: (a) To consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a Page 1 K:\COUNCIL\MINUTES\Temporary Minutes Work Area\CC-7-02-12Bdgmtg.doc particular vacancy or need. This paragraph does not apply to filling a vacancy in an elective office or deliberations about staffing needs in general; (b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student; City Clerk Bergmann: In order to be transparent I added the Executive Session on personnel in case the Council had a needed to discuss personnel. Council did not require an Executive Session. 7. PERSONNEL DISCUSSION: 8. GENERAL BUDGET DISCUSSION: General Administration Discussion: Discussion on salaries. Discussion on Business License Fees. Discussion General Administration Expenditures. General discussion on the Humane Society Contract. Public Works Director will make arrangements with the Director to come before the Council to discuss the Contract. Discussion on the Senior Center Van Agreement. The Senior Center now has approximately $150,000.00 in the Bank. Council discusses the Van Agreement and would like to have a presentation from the Senior Center. General discussion on the Law Enforcement Contract. The pay increase is before the Ada County Commissioners and they should be deciding in the couple of weeks. The contract price is the worst case scenario with the highest wage increase to be considered. The Contract could be reduced depending on the decision by the Ada County Commissioners. Council would like to see several options on the Contract. Discussion on services provided. Discussion adding a Code Enforcement Officer and a Secretary to the Eagle Contract. Discussion on the Deferred Rent owing Hawkins-Smith for the reduction in the lease rate for three years. Discussion on Capital Outlay and Capital Projects. Discussion on Hill Road Improvements. The $10,000 would be cost of changing the plans. Discussion on the VRT Bus Service cost. Discussion on Capital Equipment purchases. Discussion on the Operational Reserve. Council concurs to delete the $30,000 for the Operational Reserve. Discussion on Professional Dues. Discussion on the storage unit the City rents and moving to a new storage unit.
