EAGLE CITY COUNCIL MEETING
MINUTES OF SPECIAL MEETING
JULY 21, 1998
COUNCIL: 6:30 p.m.
1. CALL TO ORDER:
2. ROLL CALL: Bastian, Merrill, Sedlacek, Guerber. Merrill and Bastian absent. A quorum
is not present.
3. NEW BUSINESS:
A. City Council is re~uestinu oublic inout reeardinu a proposal to make 1st Street one-way
north bound from State Street to Idaho Street with diagonal parking on the east side and to
make 1st Street one-way south bound from State Street to Aikens Road with diagonal
parking on the west side.
Mayor introduces the issue. This matter will come before the City Council on 7/28/98 for further
discussion.
Butler: Displays an overhead of the streets. Discusses the parking problems on 1st Street.
Presents some recommendations to solve the parking problems for Council consideration.
General discussion.
Deputy Jon McDaniel, Ada County Sheriff's Department: Discusses the concerns that citizens
have expressed to him about the parking. General discussion.
Betty Fisher, 78 Aikens, Eagle. Is concerned about the problem with people coming in on
Aikens. Thinks it would be safer to have 1st Street one-way North. It is easier to get off from
State Street than Eagle Road. It is a good idea, I'm all for it.
James Gibbson, P.O. Box 219, my office is located in the area in question. Thinks it is a good
proposal. There is going to be a problem with Aikens. Maybe Aikens should be marked as a
dead end street. This looks like a reasonable proposal. One-way streets going different
directions maybe confusing to people at first.
General discussion.
Mayor calls a recess at 7:15 p.m.
Mayor reconvenes at 7:20 p.m.
B. Preliminary discussion on FY98/99 budeet.
General discussion on the FY 98/99 Budget.
5. ADJOURNMENT:
Hearing no further business, the Council meeting adjourned at 9:45 p.m.

July 13, 1998
Ada County Highway District intends to convert 1st Street in Eagle to one-way operation
the week July 20, 1998. This work is being done at the request of the Eagle City
Council and Ada County Sheriffs Department to improve safety while maximizing
parking in the downtown area. 1st Street south of State Street will be designated one-
way south bound with angle parking allowed in marked stalls on the west side of the
street. 1st Street north of State Street will be one-way north bound to Idaho Street.
Angle parking will be allowed in marked stalls on the east side of the street.
The Eagle City Council will hold a public meeting on the matter Tuesday July 21, 1998
at 6:30 p.m. in the Eagle City Hall, 310 E. State Street. Please attend the meeting or
submit your concerns in writing to the City Council prior to the meeting.

Re: First Street parking
Due to the fact that an adequate number of parking spaces is important to the
success of downtown Eagle as we continue to attract new businesses and
customers, I am writing to discuss parking on First Street.
My understanding (based on conversations with Mark Butler) is that if the street
is not made one way, parallel parking will be required. This option will not
provide enough spaces in this heavily -used area.
Diagonal parking must be maintained. Therefore, given the options presented to
me, I support a one-way designation of First Street.
While the current plan outlines two one-way turns (north from State to Idaho,
and south from State to Aikens,) I think it would be less confusing to motorists if
First Street was one-way going north starting at Aikens and ending at Idaho.

We received notice July 13, 1998 of the proposed change to occur on July 20th with
actual comment on the proposed change scheduled for July 21st. Why is the public
meeting for comment scheduled after the scheduled start of the street conversion?
Our concern is with the Eagle Road and E. Aikens street and the effect the one-way
conversion will have on this already congested area. E. Aikens is used as a short-cut for
those motorist who feel they are unable to wait for the red light at Eagle Road and State
Street. E. Aikens is a dead end street and even though it is posted, this goes unheeded.
After finding out it really is a dead end street, motorist will zip down 1st but not always
before finding out they must make a U-turn in our apartment parking lot or backing out.
Either solution is a hazard to residents, which includes children, and parked vehicles.
We would be in favor of sidewalks, curbing, and parallel parking on the hotel side of 1st
Street South. Currently, the angled parking makes it very difficult to keep from
"snagging" the back end of vehicles that are creatively parked. We do not feel marked
stalls(lines) will solve the vehicle length problem. We also realize it will cut down on the
number of available places beside the Hotel but with better utilization of the Ponderosa
parking, it would not make it impossible.
Before turning the shovel and putting out the orange barrels, we would ask that you
would address the E. Aikens Street issue in regards to safety.
