2. ROLL CALL: Bastian, Merrill, Sedlacek, Guerber. Bastian absent. A quorum is present.
Merrill moves to add the License Agreement to the Agenda as Item 4B. New Business.

3. EXECUTIVE SESSION: Legal matters.
Mayor: I need a motion to go into Executive Session. So moved by Guerber. Seconded by
Merrill. Merrill: AYE; Sedlacek: AVE; Guerber: AVE: MOTION CARRIES ...............
Discussion on the Library bid results.
Bastian joined the Council in Executive Session.
4. NEW BUSINESS:
A. Review of Eagle Library bid results.
Mayor introduces the issue.
Jack Coonce, Oppenheimer Developer. Discusses his dealing with Idaho Power on the
Underground Powerline Agreement and requests that the Mayor or someone from the City sign
the document or provide him with the authorization to sign.
Mayor would like the City Attorney to review.
Jack Coonce: On EL-2 Sitework there is a correction to the low bid. The reason for the change
is the drawings specified public work and showed native materials and not pit run material for the
fill. It is my recommendation that we use pit run. $32,753.63 in additional fees. Barry Gunn is
still low bid at $177,003.63 and I recommend to the Council that we accept this bid.
EL-2A Lndscape: Hillside Nursery, low bidder at $141,159.00, and my recommendation.
EL-3A Rebar/Mesh: ABCO, Inc., the only bidder at $19,900.00, I recommend we go with this.
EL-4 Masonry: TMC Inc. the low bidder at $124,000.00, I recommend we go with this.
EL-5 Structural Steel: one bidder, B&B Steel Erectors at $110,825.00, I recommend this.
EL-7 Canlking/Sealants: SealCo is the Iow bidder at $8,842.00, I recommend this.
EL-7A Roofing: Upson Roofing is Iow bidder at $65,272.00, I recommend this.
EL-SA Storefront/Glazing: D&A Glass is the only bidder at $25,966.00, I recommend this.
EL-9 Drywall/Insulation: Interstate Interiors the low bidder at $88,646.00. There is a bid
alternate for the amount of $11,544.00 and I recommend acceptance of the bid and the bid
alternate in the amount of $100,190.00.
EL-9A Floor Covering: Dillabaugh Floorcovering is low bidder at $62,550.00. I recommend
this.
EL-9B Painting/Water Repellent: ColorCraft Painting is the low bidder at $13,850.00. We have
had some clarification and have reviewed this with the City Attorney. There are two add
alternates in the amount of $1,145.00 and they are still low bidders in the amount of $14,995.00.
EL- 15 Mechanical: Hobson Fabricating/Dillon Plumbing is the low bidder at $118,900.00. I
recommend this.
EL-16 Electrical: Beckman Electric is the low bidder, $202,877.00. I recommend this.
Sedlacek moves that the City accept the low bidders on EL-2, EL-2A, EL-3A, EL-4, EL-5,
EL-7, EL-TA, EL-8A, EL-9, EL-9A, EL-9B, EL-15 and EL-16. Seconded by Merrill.

MOTION CARRIES .........
Bastian moves that on the contractor bids for the following that they be resubmitted for
bid: EL-3, EL-6, EL-6A, EL-8, and EL-10. Seconded by Guerber. Discussion. Legal
Counsel wants Council to decide if Wright Brothers can rebid on these items. Discussion.
Bastian amends the Motion to allow Wright Brothers to bid on the items that were
previously mentioned in the Motion. Seconded by Guerber. ALL AYE: MOTION AS
AMENDED CARRIES ............
B. License Agreement: Merrill moves to continue the License Agreement to the next
regularly scheduled meeting. Seconded by Guerber. ALL AYE: MOTION
CARRIES ...............

Guerber moves to adjourn. Seconded by Merrill. ALL AYE: MOTION CARRIES...
