Town Hall Minutes
February 21,2012
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:05 p.m.
2. Council Members Semanko, Grasser, Defayette, and Butler are present. A quorum is
present.
3. PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance.
4. TOWN HALL MEETING:
The Eagle City Council is pleased to invite all residents within the greater community of
Eagle to attend the February 21, 2012 town hall meeting to speak their mind about
matters or opinions they believe the City Council should address or consider. We have no
agenda since we wish this to be an open discussion inspired by the interests of the people
of our community.
Out of courtesy for all who wish to speak, the City Council requests each speaker limit
their presentation to three (3) minutes. If time permits, and after all attendees who wish
to address the City Council have done so, the City Council may invite rebuttals or engage
in additional discussions with the attendees.
It is the wish of the City Council that each speaker be treated with the utmost respect,
courtesy and afforded the right to speak without interruption. The intent of our town hall
meeting is to create a friendly community spirited forum where by the Eagle community
may express their views openly and freely.
May we suggest this is a gathering of neighbors openly speaking with neighbors, and we
hope everyone will feel welcome to participate.

Discussion on format of Town Hall Meeting.
Frank Thomason, I am curious on what reaction you(Council) have had on the decision
to take over the Urban Renewal Agency. Council discussion.
Council discusses their individual reasoning behind their vote on Council taking over the
Urban Renewal Agency. General discussion.
General discussion on Councils' decision on the URA.
General discussion of the projects the Mayor and Council are looking at as the Board of
the URA.
Discussion on the Mayor and Council now having too much power and questions on the
time it is going to take the Mayor and Council to run the URA.
Discussion on conflict of interest and specifically Council Member Butler's conflict of
interest because of his ownership of property in downtown Eagle and now serving on the
URA Board.

Discussion on disbanding the URA and the statutory rights of the URA.
Scott Nordstrom and Jason Hass, former URA Board Members, provide an overview of
the projects the URA was working on, their meetings, finances, working with the City
Council,:how they spent their funds, and the general operation of the URA.
Discussion on the crosswalks in Eagle. Contact should be made with ACHD in regards to
the crosswalks.
Further discussion on the URA formations, issues and projects, finances.
General discussion on City Code Enforcement.
Discussion on bringing new business and residents to the City.
Discussion on traffic,pathways, bike pathways, and round-abouts.
5. ADJOURNMENT:
Mayor adjourns the meeting at 8:50 p.m.
