A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAGLE, IDAHO
ESTABLISHING AN EAGLE BUSINESS AND WORKFORCE RECOVERY
COMMITTEE; ESTABLISHING THE PURPOSE OF THE COMMITTEE;
ESTABLISHING THE NUMBER OF PERSONS TO SERVE ON THE COMMITTEE;
ESTABLISHING THE SELECTION AND QUALIFICATIONS FOR PERSONS TO
SERVE ON THE COMMITTEE; ESTABLISHING THE TERM OF THE
COMMITTEE; ESTABLISHING MEETINGS OF THE COMMITTEE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the 2019 Novel Coronavirus (COVID-19) pandemic has disrupted
every aspect of our community, including jobs, businesses, and our entire economy;
WHEREAS, as of March 25, 2020, Governor Little ordered closed all non-
essential businesses in the State of Idaho; and
WHEREAS, as a result of COVID-19, local businesses have experienced
significant revenue losses, reduced or complete loss of workforce, and major declines in
foot traffic; and
WHEREAS, these impacts are being felt across all industry sectors including
retail, restaurant, professional services, hospitality, manufacturing, and many more; and
WHEREAS, two key areas that are critical foundations for recovery are
businesses and workforce; and
WHEREAS, the City of Eagle must aggressively pursue economic recovery for
City of Eagle businesses and workers impacted by COVID-19; and
WHEREAS, the City of Eagle desires to establish a COVID-19 business and
workforce recovery task force to ensure that we effectively address the challenges we
face, as well as prepare for a successful economic recovery.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF EAGLE, Ada County, Idaho, as follows:
Section 1: Pursuant to Title 2, Chapter 4, Eagle City Code, the Eagle City Council
hereby establishes the COVID-19 Business and Workforce Recovery Committee.
Section 2: The purpose of the Committee is to:
a. Advise the City Council regarding Eagle's economic and workforce recovery
from COVID-19 with its wide-ranging impacts on jobs and businesses.

b. Collaborate with City Staff to create plans, strategies and actions in
preparation to act quickly in helping Eagle businesses, workforce and
economy to get up and running again and fully functional.
Section 3: Members of the Committee shall be comprised of up to nine (9) members of
representatives from both the small and large business industry sectors, the local
Chamber of Commerce, residents, city staff, the Mayor and a City Council member. The
members of the Committee will serve without compensation.
Section 4: All members will serve the same term. In no event will the term of the
Committee exceed twelve (12) months from the effective date of this Resolution unless
its term is amended by Resolution of the City Council. The Committee is subject to the
requirements of the Idaho Open Meetings Act and will post agendas and keep minutes of
their meetings. The City Council may provide additional direction to the Committee
through the Mayor after such action is taken at an open meeting of the City Council.
Section 5: Committee members shall be recommended by the Mayor and confirmed by
the City Council at a regular public meeting.
Section 6: This Resolution shall take effect and be in force immediately upon its passage
and approval.
