SPECIAL MEETING MINUTES
March 19,2020
1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 12:00 p.m.
2. ROLL CALL: Present: PIKE, GOLD, PITTMAN, BAUN. All present. A quorum is
present.
3. PLEDGE OF ALLEGIANCE: Mayor Pierce leads the Pledge of Allegiance
Gold asks that ordinance 829 be added to the agenda making it item 4F. Seconded by
Pittman. Discussion. Clarification for the purpose of the amendment to the agenda is that the
ordinance 829 was just prepared by the City Attorney and it wasn't available prior the generation
of the agenda. ALL AYE...MOTION CARRIES.
4. NEW BUSINESS:
A. ACTION ITEM: Resolution No. 20-05: A Resolution of the City of Eagle, Ada County,
Idaho, declaring an emergency; authorizing the emergency expenditure of public funds under
section 67-2808(1),Idaho code; providing for related matters; and,providing an effective date.
Mayor introduces the item.
Gold moves to approve Resolution No.20-05. Seconded by Pike. Mayor Pierce reads the
resolution into the record.
A RESOLUTION OF THE CITY OF EAGLE,ADA COUNTY,IDAHO,DECLARING AN
EMERGENCY;AUTHORIZING THE EMERGENCY EXPENDITURE OF PUBLIC FUNDS
UNDER SECTION §67-2808(1),IDAHO CODE; PROVIDING FOR RELATED MATTERS;
AND,PROVIDING AN EFFECTIVE DATE
WHEREAS, an outbreak of the Coronavirus (COVID-19) in the Treasurer Valley
affects the City of Eagle;
WHEREAS, it may be necessary for the City to expend emergency funds to
safeguard life and health; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF EAGLE,Ada County,Idaho, as follows:
Section 1. That pursuant to Idaho Code §67-2808(1), the City may avoid the bidding
requirements for the expenditure of public funds in the event of an emergency; and
Section 2. That an emergency exists,pursuant to Idaho Code §74-204(2)and
§67-2808(1)(iii), in that the City must immediately declare an emergency and authorize the
expenditures of emergency funds under Idaho Code §67-2808(1)(iii); and
Section 3. That pursuant to Idaho Code §67-2808(1) )(iii), the Mayor and Council do
hereby declare an emergency and authorize the emergency expenditure of public funds necessary
to do emergency work to safeguard life and health due to the outbreak of the Coronavirus
(COVID-19)within the City._—end of resolution—ALL AYE...MOTION CARRIES.
B. ACTION ITEM: Declaration of Local Disaster Emergency: A request for the City
Council to extend the Declaration of Local Disaster Emergency past the 7-day expiration date.
The declaration was signed by the Mayor on March 16,2020.
Mayor introduces the item.
Pitman moves to approve the Emergency Declaration of Local Disaster Emergency via
Resolution 20-09. Seconded by Gold. Discussion. Pittman amends his motion to set the

expiration date of the resolution to be June 30, 2020, and identifying additional 7 day
increments if need be. Second concurs.Pittman reads the resolution into the record.
A RESOLUTION OF THE CITY OF EAGLE, ADA COUNTY, IDAHO, RATIFYING A
DECLARATION OF LOCAL DISASTER EMERGENCY; AUTHORIZING THE
CONTINUANCE OF THE LOCAL DISASTER EMERGENCY DECLARATION AND ITS
TERMS FOR A PERIOD OF 104 DAYS;AND,PROVIDING AN EFFECTIVE DATE:
WHEREAS, the 2019 Novel Coronavirus (COVID-19) pandemic represents an
imminent threat to the life,health and property of the City of Eagle and its citizens; and;
WHEREAS, a local disaster emergency, as defined in Section 46-1002, Idaho Code,
is in existence in the City of Eagle due to the imminent threat to life and property; and
WHEREAS, pursuant to the authority granted the Mayor of the City of Eagle in
Section 46-1001, Idaho Code,the Mayor of the City of Eagle, on March 16, 2020, declare a local
disaster emergency;and
WHEREAS, Section 46-1011, Idaho Code, requires the consent of the Eagle City
Council for such local disaster emergency declaration to continue for a period in excess of seven
(7)days; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF EAGLE,Ada County,Idaho,as follows:
Section 1. That the Declaration of Local Disaster Emergency, issued by the Mayor
of the City of Eagle on March 16, 2020 is hereby ratified as to both form and content and that
such Declaration shall remain in effect for a period of 104 days from the date of this Resolution
unless terminated,modified or unless extended for 7 day increments.
Section 2. That a copy of this Resolution shall be promptly filed with the Ada
County Recorder.
Section 3. That this Resolution shall be in full force and effect immediately upon its
adoption and approval.—end of resolution—ALL AYE...MOTION CARRIES.
C. ACTION ITEM.- Resolution No. 20-06: A Resolution of the City of Eagle, Ada County,
Idaho adopting the City of Eagle Infectious Disease Control Policy. A request for the City
Council to adopt the City of Eagle Infectious Disease Control Policy.
Mayor introduces the item.
Discussion amongst the Council regarding specifics of the policy.
Gold moves to approve Resolution No. 20-06 and amend the policy to include nausea and
vomiting as reason to stay at home and increase the recommended social distance (page 2
item 2) to be (6) six feet rather than one yard. Seconded by Pittman. Gold reads the
resolution into the record:

so the City of Eagle can take proactive steps to protect the workplace in the event of an infectious
disease outbreak; and

Section 2. The Infectious Disease Control Policy allows the City of Eagle to operate
effectively and ensure that all essential services are continuously provided and that employees are
safe within the workplace;
Section 3. The Infectious Disease Control Policy allows the City of Eagle to provide
authoritative information about the nature and spread of infectious disease.— end of resolution

D. ACTION ITEM: Resolution No.20-07: A Resolution of the City of Eagle,Ada County,Idaho
adopting the City of Eagle COVID-19 Emergency Response Plan. A request for the City Council
to adopt the City of Eagle COVID-19 Emergency Response Plan.
Mayor introduces the item.
Pittman moves to approve Resolution No. 20-07 A Resolution of the City of Eagle, Ada
County,Idaho adopting the City of Eagle COVID-19 Emergency Response Plan. A request
for the City Council to adopt the City of Eagle COVID-19 Emergency Response Plan.
Seconded by Baun. Gold requests that on page 1, item 2. That notice shall also be provided
to those subscribed to the City's email notification list, as well as to other agencies,
including Cities, Ada County, the Highway District, West Ada Schools. And that a news
release be required. Item 6 there is at type-o, and the addition of the State of Idaho
COVID-19 website be included under item 11. Discussion. Pittman amends to include
Golds requested changes.Second concurs. ALL AYE...MOTION CARRIES.
E. ACTION ITEM: Resolution No.20-08: A Resolution of the City of Eagle,Ada County, Idaho
adopting the City of Eagle Public Library COVID-19 Emergency Response Plan. A request for
the City Council to adopt the Eagle Public Library COVID-19 Emergency Response Plan.
Mayor introduces the item.
Pittman moves to approve Resolution 20-08 A Resolution of the City of Eagle,Ada County,
Idaho adopting the City of Eagle Public Library COVID-19 Emergency Response Plan. A
request for the City Council to adopt the Eagle Public Library COVID-19 Emergency
Response Plan. Seconded by Baun. Gold wants changes item 2A That notice shall also be
provided to subscribers on the City's email notification list, as well as to other agencies,
including Cities, Ada County, the Highway District, West Ada Schools. and a news release
be required. Also adding to item 12. the state of Idaho COVID-19 website as a resource.
Discussion. Pitman amends motion to include the items referenced by Gold. Second
concurs. ALL AYE...MOTION CARIES.
4F. Ordinance 829: An Ordinance Of The City Of Eagle, Ada County Idaho, Adding A New
Chapter To Title 4, Eagle City Code, Regarding Authority Of Mayor During Local Disaster
Emergencies;Notice Requirements For Local Disaster Emergency Order; Penalties For Violating
Local Disaster Emergency Order; Providing A Severability Clause; And Providing An Effective
Date.
Mayor Pierce introduces the item.
Pittman moves,pursuant to Idaho Code,Section 50-902,that the rule requiring Ordinances
to be read on three different days with one reading to be in full be dispensed with,and that
Ordinance#829 be considered after being read once by title only. Seconded by Baun. ALL
AYES: MOTION CARRIES
Pittman moves that Ordinance #829 be adopted. Pittman reads the title of the ordinance
into the record. An Ordinance Of The City Of Eagle, Ada County Idaho, Adding A New

Pittman notes that the Senior Center is currently closed. They will provide meals via curbside
pickup rather than dining in.
Pike states that the Fire Department Commissioners have been meeting and they are well
prepared to handle the current situation.
Mayor Pierce states that he has been working closely with neighboring municipalities, counties
and agencies to coordinate activities. City Hall is closed, but will be meeting by appointment
only. High risk staff are working from home. Cleaning processes are in place for staff members
that continue to come into city hall and work, the parks are being cleaned in an effort to remain
open. The Library is currently closed. We are still working to find solutions to allow us to hold
public hearings.Updates are being posted on the City's social meeting sites and webpages.
The Mayor and Council applaud the efforts of the residents to assist one another during these
challenging times.
