Special Meeting Minutes
Town Hall on Budget
July 19, 2011
1. CALL TO ORDER: Mayor Reynolds calls the meeting to order at 6:10 p.m.
2. ROLL CALL: HUFFAKER, SHOUSHTARIAN, SEMANKO, GRASSER. All present. A
quorum is present.
PLEDGE OF ALLEGIANCE: Mayor Reynolds leads the Pledge of Allegiance.
3. TOWN HALL MEETING:
The Eagle City Council is pleased to invite all residents within the greater community of Eagle to
attend the July 19, 2011 town hall meeting to speak their mind about matters or opinions they
believe the City Council should address or consider. We have no agenda since we wish this to be
an open discussion inspired by the interests of the people of our community.
Out of courtesy for all who wish to speak,the City Council requests each speaker limit their
presentation to three(3)minutes. If time permits, and after all attendees who wish to address the
City Council have done so,the City Council may invite rebuttals or engage in additional
discussions with the attendees.
It is the wish of the City Council that each speaker be treated with the utmost respect, courtesy
and afforded the right to speak without interruption. The intent of our town hall meeting is to
create a friendly community spirited forum where by the Eagle community may express their
views openly and freely.
May we suggest this is a gathering of neighbors openly speaking with neighbors, and we hope
everyone will feel welcome to participate.
Council President Shoushtarian welcomes everyone to the Town Hall meeting.
BUDGET DISCUSSION:
1. Discussion on the annual compensation for the Mayor and City Council.
2. Discussion restoring the Tree Voucher Program.
3. Discussion on a 2%Idaho Power Franchise Fee for the purpose of burying overhead
distribution lines within the City.
4. Discussion on "live streaming" of City Council meetings.
5. Discussion of animal control.
6. Discussion on property taxes and levy rate.
7. Discussion on the General Budget.
Frank Thomason would like to discuss the possibility that Library could be cutting hours.
Semanko discusses the Library hours, the history of the cut backs in hours that needed to be
taken and the hours that were restored to the Library.
General discussion on the Library budget.
Discussion on raising property taxes and how much it would be.
Discussion on animal control.

Further discussion on the library funding and hours.
Discussion on"live streaming" of City Council meetings.

Discussion on the annual compensation for the Mayor and City Council. Also discussion that if
Mayor and Council salaries are increased that City employees' salaries need to be restored.
Discussion on if the City is considering going to a bond election to purchase a city hall.
Discussion on the nice parks in the City. Discussion on impact fees for construction of
pathways.
Discussion on the City's benefit packages. Discussion on the study the Mercer Group conducted.
Discussion on what the Mayor and Council wages and benefits should be and whether or not to
spend money this year to have the Mercer Group do a study and provide a recommendation.
Discussion on the Tree Voucher Program.
Discussion on the budget process and the Public Hearings.
Discussion on Homeowners' Association dues, sometimes they are as much as triple of what the
property taxes are.
Further discussion on the property taxes and the levy rates.
